  1. Matters Arising

S. Essam updated the committee with regard to the progress of Brackley Lane repairs and adoption.

The road repairs are due to be undertaken 16th and 17th December with white lines being painted shortly afterwards – weather depending. Once complete and in the new year the Section 228 will be progressed in which Brackely Lane will be formally adopted.

Directional signage to the Brackley Lane entrance is still to be removed and replaced where required. S. Essam is unsure of progress as it is a matter of the Transport department.

  1. Site Report

A. Raffertyprovided the following site report:

  1. Site Operation

There are no changes to the current tipping area with Pit 4 phase 4 being filled in accordance with the planning permission levels.

The next filling section will be the valley between pits 4 and 5 which is expected to start early in the New Year

Rail deliveries of spoil continue to arrive on site up to 3 times a day Monday- Friday with one Saturday train.

Over the Christmas period it is expected that there will only be waste trains 29th – 31st December. Spoil trains will cease after the 24th and not recommence until the 5th January.

Site will be open for Saturday catch-ups on the 27th and 3rd January.

  1. Engineering Works

Capping works have ceased until the weather has improved. 45,000m2 has been completed with a further 15,000m2 to be placed. This will then complete all this phase of capping work.

Further capping of the site in the current active area is likely to commence in the summer.

  1. Gas/Leachate

D. Smithsubmitted the following information

Gas Pipework Improvements:

For the most part our pipework installations are completed across site now some further work will be done next year in the pit 4/5 valley

Ongoing decommissioning of gas wells in line with FCC’s overtip schedule to reduce point source odour emissions along gas well/cell cap interface

Where feasible gas wells are cut down below the capping medium and extracted on via buried pipes to maximise gas capture

Drilling

25 gas wells have been staked out across pit 4 and a rig was planned on site in November to drill them but ground conditions quickly deteriated hampering access

These wells will be drilled when ground conditions improve to allow safe access for the drill rig

Works going forward:

In-line with FCC’s work through the pit 4/5 valley we will drill and install pipe as appropriate

Leachate

P. Alvarez provided the following information;

There is no planned leachate well drilling for this year. There will be some drilling expected to commence in early 2015

The site is currently in the region of 95%compliant with regard to leachate levels as measure against the site’s permit requirements. 6 wells out of 54 are slightly above compliance levels. The EA have given until end of 2015 for site to be fully compliant

Leachate is continuing to be treated by the reverse osmosis (RO) plant

  1. Gas Compound Developments

D Smith provided the following information

Overhauls

Engine 7 had a de-coke interim service completed on 19/11/14

Engine 10 was removed from site for a 40k hour service on 05/12/14

Engine Significant Breakdowns October 2014 – Present

Engine 7 snapped head stud, spark erosion contractor required; total downtime 87.1 hours

Flare operation was 100% successful throughout period so vacuum to gas field was maintained

  1. Environment Agency Update

L. Greenwood provided the following EA update;

We continue to undertake regular compliance assessment of Calvert Landfill with inspections every 4-6 weeks, along with the ongoing review of all monitoring data that is provided to us by FCC.

We have been received very few odour complaints since the last liaison meeting.

The EA every 6 years review al permits to ensure that they are still current and roll out an updated template to all facilities. As a result there has recently been a permit variation issue to the site. The update includes the latest requirements for monitoring and an updated Leachate Management Plan which requires the site to be fully compliant by end 2015.

  1. Any Other Business

It was raised that the footpath fencing across the temporally closed section on pit 4 is missing. A Rafferty stated that this will be attended to

The stile near to the power station leading from the footpath has been repaired

It was confirmed that the security posted at the Brackley Lane entrance which is provided by the EfW will remain until there is confidence that no deliveries will attempt to enter through these gates.

It is likely that the planning for the office move will be withdrawn as FCC are unlikely to pursue this. There will likely be an alternative planning application for the installation of a wheel bath adjacent to the proposed new office location.

The IVC development at this stage is unlikely to progress any further, however the further development may still be undertaken in the future.

It was identified that the Calvert information on the FCC web page had not been updated for some time. A Rafferty assured the committee that this was in hand and should be updated by the end of next week.
