Job Title / Services Development ManagerResponsible to / Chief Officer
Responsible for / Staff as agreed with Chief Officer
Volunteers linked to services
Background
Sutton Centre for Independent Living and Learning (SCILL) is an independent charity based in Sutton, it is a community charity which primarily supports disabled people and their families / carers by offering a range of services.
The charity opened in 1994 and was derived from consultation with local disabled people. It was initially managed by the local authority and formally handed over to a steering group in 1995. SCILL was incorporated as a charitable company limited by guarantee in February 1996.
Our purposes as set out in the company’s memorandum of association are to promote any charitable purpose for the relief and benefit of disabled persons, particularly those living or working in the London Borough of Sutton and other neighbouring areas. SCILL’s purposes are widely cast in order to allow SCILL to be flexible and creative in developing services for disabled people.
In so far as it is complementary to the Charity’s objectives, the Charity is guided by both local and national policy linked to health and social care.
The past 22 years of operation has seen the financial landscape change dramatically; SCILL has moved from full statutory funding, to part funding through contracts to a point where just a small percentage is received from the local authority (still via a contract).
The majority of service users are those who receive a direct payment (social care funding) and use this to purchase services and/or activities directly from SCILL.
To offset the change in funding, SCILL has developed a number of social enterprises and has sought alternative funding through donations and grants. Additionally, the charity has diversified offering room hire, DBS, Footcare and other services in order to generate an income.
Further work is required to enhance the work of the charity and ensure the future sustainability of the organisation and as part of this we are seeking a Services Development Manager.
