October 13, 2016 Minutes

Members present:

Supervisor Heath, Trustee Mancik, Clerk Rock & Treasurer Early. Trustee Dopkowski absent.

The meeting was called to order at 7:00pm.

The pledge of allegiance was recited.

Public Comment : None

Minutes: (September 8, 2016) Trustee Mancik asked if we received the contract for the Conservation District? Will be added to Old Business.

Treasurer Early made a motion to accept. 2nd by Trustee Mancik Motion Carried

Disbursements: Clerk Rock read the disbursements. Payroll: $ 24,928.78

Report on file Bills: $ 7,291.31

DTE-EFT: $ 93.54

Total: $32,313.63

Supervisor Heath made a motion to pay bills. 2nd by Trustee Mancik Motion Carried

Fund Balances: Everything is up to date. Going to move some CD’s that are coming due to get a better interest rate of up to 1%. There is $1000.00 Bond that was never paid back. The Bond was paid to have a mobile home on site to live while rebuilding a home. Clerk Rock will contact homeowner Heather Bohnet to try to refund the bond money.

Clerk Rock made a motion to approve, 2nd by Trustee Mancik. Motion Carried

Building Report: Trustee Mancik read the building report. Report on file

There were 4 permits issued in the month of September totaling $805.00. Dave Friend made worked 7 hours at the hall, made 9 inspections, Reviewed 1 house plan and 2 Pole Barn plans. He assigned an address and reviewed 2 land splits. Willie Higgs made 1 Plumbing inspection. No Mechanical, or Electrical inspections. September expenses were $787.25.

Sales study period ended 9/30/2016. This is the largest number of sales in Milan Township in one 12-month period since I’ve been assessor (2009).

OTHER WORK/INFORMATION:

Prepared and filed Clerk’s 591 and Township L4029 reports with Monroe County. Copies given to the Treasurer.

LOOKING AHEAD:

November: Balance with Treasurer for 2016 Winter Tax Roll.

Visit parcels for 2016 building permits to add to 2017 assessment roll (November and December)

December: Mail Personal Property Statements and attend Eligible Manufacturing Personal Property (EMPP) update training. Process land divisions (December).

*NOTE: Must re-appoint Board of Review members in December effective January 1, 2017 for a two year term.

Sales study period ends 9/30/2016. Sales study period will be changing beginning in 2018 going back to pre-market crash study dates: 4/1 through 3/30 vs. 10/1 through 9/30. It will allow assessors more time to efficiently do their work.

I will be out of the office Monday Oct. 17th through Oct. 19th. Posted notice on the door.

Supervisor Heath made a motion to accept his report. 2nd by Trustee Mancik. Motion Carried

Milan Fire Dept. Report: The Fire Departments Auditor was at the last meeting trying to clear up some discrepancies. They are still waiting to hear if Milan Twp. can show that we paid a bill totaling approximately $15,000.00. Clerk Rock hasn’t had time to go through old records to look and see if she sent a check or not.

Old Buisiness: Contract with Monroe County Conservation District:

Trustee Mancik asked if we received the contract? Clerk Rock said she thought we got a bill for the $1,000.00. She said that it was still on her desk and she would pay it the next time she pays the bills. It wasn’t approved at the last meeting and was to be reviewed before accepting after seeing the wording in the contract. Deputy Clerk Heath went and got the contract to review. After reviewing the contract we will approve with language to be reviewed annually.

Supervisor Heath made a motion to approve, 2nd by Trustee Mancik. Motion Carried

Cemetery: Supervisor Heath said he and Dave Friend have been meeting with the Sweet family about purchasing additional land to expand the existing cemetery. Ann Sweet is the executer. To expand we would be looking at 1 acre north of existing cemetery. Problem is: The pipeline runs through that 1 acre. No burials could be in that right of way. Treasurer Early thought that there was a drain that runs through that area. Need to check into that also.They would like around Lot value that could be around $25,000.00. Are we interested in pursuing this? Supervisor Heath will continue to work on a possible deal.

New Buisiness: Select date for testing voting equipment and selecting workers:

11am. Friday, October 21st.

Issues from Board members or Officials:

Trustee Mancik: Trash day was a success with 94 loads and $91.00 in donations. Minus pizza money & Doughnuts.

Dave Friend: We have two new houses being built in the Township.

Deputy Clerk Heath: With the election coming up the office is to be closed.

Supervisor Heath: John Kaas poured the footings for the addition.

Deputy Clerk Heath leveled the stone in the driveway and parking lot and we are hoping to get a seal coat over the top.

It has been questioned if Township employees (Not elected officials) get paid hourly time while attending classes for the Township? As it is now, the Township pays for the class and mileage. Trustee Mancik checked with MTA and their rules say that the Township should be paying for the class and their time attending.

Supervisor Heath made a motion to start from this date to pay employees their normal hourly rate to attend class per MTA rules, 2nd by Trustee Mancik. Motion Carried

Treasurer Early asked if we can confirm in writing with MTA.
