2. Minutes of the previous meeting

Minutes of the last meeting had been circulated to all members of the Council. These were confirmed and signed by the chairman.

3. Declaration by members of an interest relating to agenda items

There were none.

4. Co-opt a new member for Norton Canon

Allan Lloyd was co-opted as a parish council member for Norton Canon (proposed Janet Greenfield, seconded Patrick Wrixon and agreed unanimously).

ACTION: the clerk will arrange for Allan to complete Declaration of Acceptance of Office and Notice of Registrable Interests forms.

5. Matters arising from the previous meeting

5.1 Traffic speed through Kinnersley.

Rosie Davidson had carried out research on the possibility of installing one or more Speed Indicator Devices (SIDs). She had contacted the relevant officer at BBLP (Balfour Beatty Living Places) and also Eardisley parish council to discuss their experience with SIDs. Her findings were as follows.

a) The consensus is that SIDs are effective in reducing speed.

b) Data collected in 2013 showed that 85% of vehicles travelling through Kinnersley eastbound recorded a speed of 55mph or less; westbound speeds were slightly lower with the 85th percentile speed being 53mph.

For Letton, the 85th percentile speeds were 54mph eastbound and 52mph westbound.No recent data was available for Norton Canon.

c) Use of a SID where there is a 50mph speed limit is not completely ruled out.

d) The first step would be an assessment which would cost the parish council £445 net of VAT for each proposed location.

e) If the result of the assessment were favourable, to purchase one SID would cost close to £2000, plus an installation fee of £425 (all net of VAT).

ACTION: Janet Greenfield to discuss this information with Kinnersley residents to see if they consider this to be a project worth fund-raising for.

5.2 Fly tipping. Roger Marshall had been trying for some time to meet with someone from BBLP to discuss this issue, including the possibility of using CCTV. Finally it does seem that a meeting will be arranged in the near future.

On the day of the parish council meeting, Herefordshire Council sent out a briefing about fly tipping to all PCs and some of the points were as follows.

Anyone caught fly tipping can be given a maximum penalty of £50,000 fine and/or 5 years imprisonment. The removal and disposal of fly tips is the responsibility of the person who owns the land and Herefordshire Council (HC) can give advice on how best to dispose of fly tips. HCis only responsible for the clearance of waste from public land.HC Household Recycling Centres are for householders only to dispose of waste generated by them at their own domestic premises – they cannot be used by lengthsman or parish councils to dispose of any waste.

ACTION: the clerk to publicise this information on the parish council website and in local magazines.

6. Correspondence

6.1 Herefordshire Council had adopted a revised Code of Conduct, which the clerk had made available to members. It was agreed that this parish council would adopt the revised Code, to replace their existing document (proposed Patrick Wrixon, seconded Malcolm Lewis).

6.2 Clive Skelton is ill at the moment and Cllr Roger Phillips had been in touch to say the Leader of HC has asked him to look after Castle ward, as well as his own ward (Arrow) for the time being. The clerk had relayed best wishes to Clive Skelton via Roger Phillips.

7. Events attended by members

7.1 Roger Marshall had attended an event organised by Fastershire, and had picked up some useful information about the phasing in of faster broadband, which will be made available on the parish council website and flagged up via the community email system.

7.2 Don Evans had attended an event about the Rural area DPD (Development Plan Document, part of Herefordshire’s Local Plan). The Issues and Options paper is being consulted upon from Monday 12 June to Friday 28 July 2017 – this will form part of the DPD.It can be viewed online at or within the county’s libraries.

8. Highways matters and footpath matters

Nothing specific to report.

9. Report back from the Parish Plan Action Group (PPAPWP)

Two initiatives that have been minuted previously continue to be pursued – the possibility of setting up a community open space within Letton village, and development of initiatives to involve local young people. As usual, PPAPWP minutes can be viewed from the parish council website.

10. Report back from Norton Canon Village Hall management committee

Nothing specific to report.

11. Appoint an internal auditor for 2017/18

The parish council appointed Sue Hathaway who will carry out the internal audit for a fee of £30 (proposed Patrick Wrixon, seconded Rosie Davidson).

12. Finance

13. Retrospective agreement for cheques paid since the last meeting:

Lengthsman: £365.50 on 15/5/17/17 and £276.25 on 23/6/17

To Hoople for parish maps (paid for by a donation to the PC): £140 on 15/5/17

Accounts for payment: Clerk‘s salary: £280.93 gross, £56.20 payable to HMRC

13. Planning matters

Land at Apple Mead, Kinnersley, Outline application for the erection of three new bungalows including access, layout, turning, manoeuvring and car parking. Application number 172045

After discussion, it was agreed to submit a General Comment as follows: “We have concerns about the resulting additional traffic on the road, and the destruction of an ancient orchard.”
