PUBLIC HEARING – Nix, requested to know how the officers are picked. The City Manager stated that it is an open program, people who apply go through training, however it is a volunteer program. Mr. Nix then asked who pays for their uniforms and the City Manager advised that initially the volunteers pay for them themselves and then after the first year, they are reimbursed by the City.
Kathleen Salvo, 184 Hudson Street, stated that it costs more money to expand the program and that it should be quality not quantity.

PUBLIC HEARING – Mr. Nix questioned what areas this bond ordinance pertains to and was advised that it is Euclid, Summit and Anderson from Main to Union. He insisted that the City could have gotten a better price from J. Fletcher Creamer and Sanzari.

PUBLIC HEARING – Rhonda Bembry questioned where the spaces would be located and who would be using them. Mr. Lo Iacono indicated that residents of Prospect from Essex to Atlantic Street will be offered use, however this is still being worked on.
Mr. Nix asked how this happened and why. The Mayor advised that this was a part of a developer’s agreement. Mr. Nix stated that this is extortion and that the City does not deserve one parking space.

WHEREAS, the purchase of goods and services by local contracting units is authorized by the Local Public Contracts Law, N.J.S.A. 40A:11-12; and

WHEREAS, the New Jersey Department of Health and Senior Services has offered financial support to all local health departments in a statewide initiative to enhance novel influenza A H1N1 planning and response activities through Public Health Emergency Response Funding from the Centers for Disease Control; and
WHEREAS, the City of Hackensack has established and maintains a program of recognized public health activities that are aimed at meeting Public Health Practice Standards for New Jersey Local Boards of Health; and
WHEREAS, the Hackensack Health Department qualifies for the aforementioned funding.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the City of Hackensack that John G. Christ, Health Officer of the City of Hackensack, is authorized to make application to the New Jersey State Department of Health and Senior Services for a CDC Public Health Emergency Response Funding grant for the period October 1, 2009 through July 30, 2010.

WHEREAS, the City of Hackensack has a need to acquire services for SCADA Maintenance as a non-fair and open contract pursuant to the provisions of N.J.S.A. 19:44-A-20 or 20.5; and
WHEREAS, the Superintendent of Public Works has determined that the value of the acquisition will exceed $17,500.00; and
WHEREAS, the anticipated term of this contract is one year; and
WHEREAS, Red Oak Consulting indicated they will provide the SCADA Maintenance services for $35,000.00; and
WHEREAS, Red Oak Consulting has completed and submitted a Business Entity Disclosure Certification which certifies that Red Oak Consulting has not made any reportable contributions to a political or candidate committee in the City of Hackensack in the previous year, and that the contract will prohibit Red Oak Consulting from making any reportable contributions through the term of the contract; and
WHEREAS, such professional services will be rendered or performed by a person authorized by law to practice a recognized profession and whose practice is regulated by law pursuant to N.J.S.A. 40A:11-3(l)(a)(i) of the Local Public Contracts Law; and
WHEREAS, the Local Public Contracts Law requires that the resolution authorizing the award of contracts for professional services without competitive bidding and the contract must be available for public inspections; and
WHEREAS, it is the desire of the City Council of the City of Hackensack to retain the services of Red Oak Consulting to perform SCADA Maintenance services for an amount not to exceed $35,000.00; and
WHEREAS, a certificate establishing that funds are available from Account #9-01-26-311-311-204 in the amount of $35,000.00 of the Current Fund, Purchase Order #167822 has been issued by the Chief Financial Officer;
NOW THEREFORE be it resolved by the Mayor and Council of the City of Hackensack as follows:

1)erk be and hereby are authorized and directed to execute a contract with Red Oak Consulting, 17-17 Route 208 North, Fair Lawn, New Jersey, 07410, to provide the aforesaid services for the period April 1, 2009 through March 31, 2010.
2)The contract is awarded without competitive bidding as a professional service in accordance with N.J.S.A. 40A:11-1(1)(a) of the Local Public Contracts Law.
3)The Business Disclosure Entity Certification and Determination of Value be placed on file with the Resolution.
