7.1 PLAYER TYPE

1.1 CODE OF CONDUCT

  • GMs are expected to respond to ALL e-mail directed to them within 48 hours. If you will not be available to a computer for a certain amount of time, please edit your Profile on the website to indicate when you will be available.
  • GMs are expected to notify the league of any absences that will cause the GM to be unable to answer their email within 48 hours.
  • GMs are expected to have Internet access, a fully functional email address and have the ability to unzip Zip files.
  • GMs are expected to participate in any league voting by the deadline stated.
  • GMs are expected to either attend all drafts or make sufficient arrangements to have your team taken care of for that draft if you cannot attend.
  • GMs are expected to send in lines after any injuries to your team or after any trades made.
  • GMs are expected to keep their team financially viable. GMs will be fired if they go bankrupt, no questions asked.
  • GMs are expected to make trades that are in the best interest of their team.
  • GMs are expected to only use the league email address for league related issues. Mass mailing of jokes, chain letters, etc. is strictly prohibited.
  • GMs are expected to be courteous in all dealings with their fellow GMs.

Strike System

  • General Managers who fail to meet certain participation and team requirements, will be given a strike. When a GM has accumulated 3 Strikes, he/she will be removed from the league. GMs will receive a strike for the following reasons:
  • Having negative AP at the end of the season.
  • Failure to make the playoffs in three (3) consecutive seasons. GMs will receive an additional strike for every one season following the first three in which they have received a strike (ie. they will receive a strike after their 3rdconsecutive season missing the playoffs, the 4thconsecutive season, and 5thconsecutive season. If a team misses the playoffs for 5 straight season, the GM will be removed.)
  • Complaint by a fellow GM about inappropriate language and/or behaviour.
  • Failure to attend the Entry Draft or send a list.
  • Sending out inflammatory, derogatory, insulting, or otherwise inappropriate league-wide e-mails can result in immediate dismissal from the league.
  • Notwithstanding the above, should a GM receive 2 strikes at once (i.e. having negative AP at the end of the season and failing to make the playoffs the 3rd time), the Commissioner reserves the right to remove a GM immediately, even if they are the only 2 strikes he has received. This is at the complete discretion of the Commissioner.
  • General Managers may have strikes removed from their record in the following ways:
  • Strikes received for having negative AP points at the end of the season are removed if a General Manager finishes the following season with positive AP points.
  • Strikes received for missing the playoffs in three (3) consecutive seasons will be removed when their team makes the playoffs. If they have received more than one strike for this (i.e have missed for 5 consecutive seasons), they will have one strike removed for each season they make the playoffs until the strikes are gone.
  • Strikes obtained by failing to vote on league issues or failure to attend the Entry Draft can be removed if the GM completes all mandated tasks the following season.

2.1 FINANCES

  • Each new GM will start off with the same amount of money. The default budget is $50,000,000.
  • Salary Cap is 53,700,000 (could change) and a salary floor of 33,700,000 (could change).
  • Farm Salary Cap is 20,000,000.
  • There will be a financial report at the end of the season and the financial performance of all teams together will determine the new salary cap.
  • Any team what’s over the cap for whatever reason will get their highest paid player suspended as long as the cap issue is fixed.
  • Any GM that allows his team to go bankrupt will be removed.
  • When a new GM takes over a team, the GM will start at financial default.

2.2 TICKET PRICES

  • Ticket prices can be changed at any time by simply using the STHS Client software.

2.3 ARENA SIZES

  • All arenas have been set to 18’000 seats

2.4 ROSTERS

  • Teams are required to have 47 players and six goalies on their roster, with a max of 55 players.
  • Goalies are allowed to start 55 games in a season. Goalies are allowed to go over the max, but it will come at a cost. For every game over 55 games started, a goalie loses 3 DU to simulate to possible long term effects of constant overuse. Minutes played that are counting for rerates are capped at 4000 minutes, which is 66 games.
  • DU and EN will stay the same if not over used.

3.1 TRADES

  • The trade deadline will be after 80% of the regular season.
  • Players cant be traded back to a team they played for in the current season.
  • Three-way trades are NOT permitted as the simulator has no way to enter them.
  • All trades will be handled through a form on the website. Included cash in trades should be added

under future considerations.

  • Trades may involve any combination of:
  • Players
  • Draft Picks
  • Cash

3.2 FOLLOWING THE TRADE

  • We would release the trade to the site onceand both teams have accepted the trade.
  • Each GM would have the chance to contest the trade with a valid reason. (48 hours to contest)
  • Any rejected trade would have the reason or reasons why sent out to the 2 GMs involved in the original deal.

3.3 CONTRACT EXTENSIONS

  • We use the Web Portals Extension feature
  • No Trade option is now only available for players with OV 73 or higher
  • Contract Extensions begin with the start of the regular season and ends with the end of the playoffs
  • Chances for extension grow during the season with the highest chance during the playoffs

3.4 FREE AGENTS

  • We use the Portal for free agency.
  • Any player with a OV of 70 or higher will be given a NTC and can have the clause removed 30 game days before the trade deadline. GM is self responsible for letting me know the clause needs to be removed.

3.5 Restricted Free Agents

  • Teams are not allowed to bid on their own Restricted Free Agents
  • If a restricted Free agent isn’t signed by seasons start they will holdout
  • There is a 25% chance a player who has accepted a contract from another team, and was matched by the team who holds their rights can holdout. The team who holds the rights will have four chances to sign the player. The first chance happens right away, the team can sign the player to a counter of 140% and one-way contract. After 20 games, 25 % chance that he will sign occurs. If he is not signing you could counter with 130 % and one way contract. After 40 games the next chance, if he is not signing you could counter with 120 % and one way. After 60 games its 110 % and no longer a one way.
  • The RFA can be traded. Either once matched or once the player has picked an offer. The RFA can not be trade while there are live offers on the player.

3.6 QUALIFYING OFFER

  • If a team decides to make a qualifying offer for an RFA on another team during the off-season (before the next season) the compensation owed to that team by the qualifying teams showing up on the contract offer sheet at the web page
  • The team offering the compensation must have their picks available prior for the deal to go through.
  • The team owning the players rights will have up to 48 hours to match the offer or they can choose to receive the compensation.

3.7 PROSPECT CONTRACTS

  • Ratings based salary:
  • OV <50 $350,000
  • OV 51-55 $500,000
  • OV 56-60 $600,000
  • OV 61-65 $750,000
  • OV 66-69 $1,000,000
  • OV >70 $1,500,000

3.8 ROOKIE STATUS

  • Any skater who has never played more than 20 games in any HOFHL season is classified as a rookie.

3.9 NO TRADE CLAUSE

  • No trade clauses can only be waived when a team is out of a playoff spot more then six points, with 30 game days or less before the trade deadline. The players with a NTC can only be traded to teams which are 10 points into a playoff spot (this means that team must have at least 10 more points than the first team not in a playoff spot).
  • NTC can be offered to player which have an OV of 73 or higher.
  • NTC will be given to players with an OV 70 during free agency.

4.1 REGULAR-SEASON SCHEDULE

  • The length of the regular-season schedule will be set at the amount of games the NHL played that season in real life.

4.2 PLAYOFFS

  • The playoffs will consist of as many teams as the NHL did that year in real life.

5.1 POSITION CHANGES

  • The web sites considered valid for position change referencing are:

  • In order to request a position change, you must send an email to the commissioner requesting the change and listing a link to the page you are referencing for the position change.
  • A player listed simply as Forward on any site isn’t a proof.

5.2 SUBMITTING LINE CHANGES

  • You will be able to upload your lines through a form on the website. If you have invalid lines, the STHS simulator will auto fix your lines and you receive negative activity points
  • You have to keep 18 players in your lineup, and all players need to have a regular 5vs5 roster spot.
  • As you could now set timeframes for every line there are some restrictions. Every line has to set at 10% ice time min and 40% max. Please note that if you will play your top line at 40% every game players will get exhausted...some Endurance wonders with over 90 Endurance can make it but even then it’s risky. Exception is the 4th defensive line, you could set that to zero if the defenders put in there are double shifted.
  • Violating the double shifting rule will result in your best player (OV wise) being suspended for 1 game. If after that game the problem is not solved he will get suspended another 3 games, after that 5 games and then 10 games. If its still not solved the GM will receive a strike.

5.3 WAIVERS

  • If the player is 23 years of age or older and played 20 games that season, he must pass waivers before being sent down to the minor league.
  • If you attempt to place a waiver eligible player in the minors other GMs will have until 48 hours from the time to claim the player off waivers.
  • The team who makes a claim with the lowest ranking in the standings at the end of the 48 hours will win the rights to the player.
  • The team the player is claimed from will get compensated with 350’000$

5.4 Contract buy-outs

  • If a team wishes to terminate a player’s contract they will have to buy-out 50% the remainder of the money the player is signed for.
  • Players released from their contract will not sign with that team this season again

5.5 RETIREMENTS

  • Starting at age 32, all players stand a chance of retirement. Each off-season, the Commissioner will
  • roll a dice for each eligible player to determine if they announce their retirement or not. Retirements will be decided before free agency.

  • In addition, players who are eligible to retire will have their percent chance of retirement modified using the following table:

  • Once a player has decided to retire, he will then play one final season in the HOFHL. Therefore, General Managers will have one full season warning prior to the player’s retirement. But there is a 20% Chance the player will retire immediately
  • If a player is 34 or older his potential is also a factor (potential 20 gives 1 % modifier to potential 1 what gives 20 % modifier)
  • Any player who is signed to a contract either through Free Agency or contract renegotiations, and proceeds to announce his retirement, will be owed half of the full remaining amount of his contract. The amount remaining on his contract will be halved and then taken as a lump sum from the team owning his rights when he retires. For example, if John Doe is signed to a $1.0 million contract for 3 years during Free Agency, and then retires the following year, the team will have to pay him $1.0 million ($2.0 million remaining on his contract divided by 2) in the offseason that he retires.
  • If a player suffers a major injury (a major injury is any injury that drops the CD to 25 or lower) it will affect the player

  • If any player receives 3 major injuries during his career he will retire
  • Major injuries will be entered inthe player’s bio to be visible to all GMs

5.6 Coaches

  • Teams could have coaches for both pro team and farm team
  • If you’ve fired your head coach you could sign a new coach from the unassigned list, promote your farm coach or try to sign a farm coach from another team. You need to buyout the coaches contract from the previous team if a farm coach signs for your pro team
  • You can’t re-hire coaches you fired that season and you must pay him 50% of his contract.
  • All coaches must be signed to a contract. When hiring a new coach, he must be signed to a contract according to the table below. Coaches in the final year of their contract (only) can be resigned. A coach in the final year of his contract who is not resigned by the End of the Season, will not resign with the team for the next season, nor the season after, and will become a Free Agent coach at the conclusion of the season. Coaches who resign will have their new contract applied the next year. They will continue to have their current contract apply for the remainder of the current season. Coaches will sign or resign with their team for a specific increase to their current salary according to the table below:

6.1 THE ENTRY DRAFT

  • The Entry Draft will consist of 7 rounds beginning in 1979.
  • Picks will be in reverse order of the year ending standings with the playoff success taking into account Meaning that the champ picks last, finalist 2nd, conference finalist 3 and 4 and so on.
  • Also, in the Entry Draft there will be a draft lottery. The teams that didn’t make the playoffs will participate in the lottery with the last place team having the best odds of winning all the way down to beat team that missed the playoffs having the worst odds of winning. The winner of the lottery will move up the draft up to 3 spots.
  • Beginning with the 1979 Entry Draft we will draft players directly from the HOJHL as described later in this document.

6.2 DRAFT ATTENDANCE

  • GMs are required to attend the Entry Draft or make arrangements for another GM to draft for them or send in a list to the commissioner to draft from.
