Marin Human Rights Commission ––Meeting Minutes Draft

Tuesday, May 10, 2016 –– 7:00 p.m. – 9:00 p.m.

Order of Business

1.  Call to Order and Roll Call: KW, NJ, CM, GF, KW CL, KC – all present.

2.  Adoption of Minutes dated April 12, 2016 KW NJ m/s/p CM abstention

3.  Public Comment On Items Not On The Agenda

a)  Alan Barnett – Post the Agenda the Thursday before the General meeting..

b)  Mary Luz Arredondo – Representing the Spanish Speaking Community, came to learn about the Human Rights Commission and information many issues like Housing in Marin.

c)  Rodrigo Izquierdo – Go in to the Communities, finish the Bylaws and take action.

d)  George Pegelow – Past HRC had meetings in Mill Valley and San Rafael. Request for a monthly email to be sent to him with upcoming agenda and past minutes.

e)  Steve Bingham: Suggested a broadcasted email and due to our large Latino bi-lingual access to all Human Rights information.

f)  Dr. Amir Shervin – presented his 40 year struggle, and would like a panel to hear the highlights of his story of suffering.

Regular Business

4.  Update on the Homelessness Committee – KC

a) First committee meeting was an operational meeting establishing the frame work with action points.

1.  Data collection needed first

2.  Some identification of groups in the County that are focused on work with homelessness.

3.  Found that there are a variety of homeless and precariously homeless programs, services and support that are available.

4.  Potentially help coordinate these groups; and hold them accountable

PUBLIC COMMENT:

Bingham: Suggested HRC to publically support Bill SB8 76 ;

Arrendondo: Appreciates the information and will alert her community on how to plan ahead.

Izequierdo: Kate Sears spoke about Housing/Homelessness in her campaign.

5.  Update on the Juvenile Justice Committee:

Have not yet met, but will meet in the next few weeks and talk about data collection and organization.

PUBLIC COMMENT:

Pegelow: Are non-commissioners able to sit on the committees? Not at this time.

6.  Structure and Functionality of the HRC committee presented a proposal. (see Powerpoint presentation)

·  Committee presented an overview of their proposal for ways the Commission can get its work done; for more details see PowerPoint presentation on file. A more detailed document will be sent to the Commissioners within two weeks with a request for feedback. That document will be submitted for approval at the June meeting.

PUBLIC COMMENT:

Pegelow: Looking at other commissions; as past commission had no budget and staff.

Arrendondo: Use the media to teach about issues, different agencies and the power of Supervisors.

Barnett: Budget should have been decided by the Board of Supervisors and should be in place.

Izequierdo Suggested 2 meetings per month

7.  Follow Up on the Sheriff’s Presentation;

Due to not being able to hear the recording; table it to next time. CL/NJ m/s/p

PUBLIC COMMENT:

Pegelow: suggested to watch: “Color of Youth Court” and download from online, Presidents Taskforce on 21st Century May 2015;

Barnett: Sheriff was erroneous regarding that Marin County has the power of over site.

8.  Follow Up on the Task Force of the Americas - Table that NJ/CL m/s/p

9.  Presentation of an Op Ed as an example of a Media Role - CL

This is an example of media exposure to the public and relevant organizations.

Commissioner Leimer offered to take on the Media Role assignment.

Questions on what has to be reviewed by the County and County Counsel. Staff will get clarity

Action: Motion to comment on the Op Ed by Friday May 13, 2016 and then to move forward CL’s Op Ed with changes, if any, to the public from the whole HRC. GF motioned; CM withdraw to make corrections

Ad hoc committee created(GF, CL and KN) to incorporate Commissioners’ requested revisions, review final and submit for publication CM/NJ m/s/p.

10.  Community Listening Options:

HRC meeting with an extended public comment time in the Community planned; June meeting in the Canal area, July in West Marin and August in Marin City – Senior Center suggested by NJ;

11.  Adjournment: 9 pm.
