The 5-th International agricultural conference “Where the Margin Is”, took place on 30 January 2014 in Moscow in the hotel Radisson Slavyanskaya. The conference was attended by representatives of ministries and departments (Ministry of agriculture of Russia, Ministry of economic development of the Russian Federation, Federal tariff service), machinery of Government and the State Duma of the Russian Federation, heads of industry associations in agribusiness, agricultural attaché of the world leading countries, Russian State Agrarian University – Tymiryazev’s Moscow Agricultural Academy.

The Conference consisted of four working sessions and round tables.

The Russian Federation Deputy Minister of Agriculture - Andrey V. Volkov opened the Conference, noting that over the five years it has become an effective platform for constructive exchange of views.

The Russian Federation Deputy Minister of Agriculture took part In the Round table on the issues of state regulation and support of national agriculture and gave detailed answers to acute questions of the audience.

Session 1. Situation and prospects of development of the world commodity markets of crop production.

Moderator - Andrey Bodin, Chairman, Russian Sugar Union

·  William Tierney (chief economist, Ag Resource) submitted the report about grain and oilseeds world markets. He designated a number of the tactical factors that could impact on the development and formation of trade in agricultural goods in the world. William Tierney began his presentation with the thesis: “The seven-year period of price increase on the grain and oilseeds markets is in the past”.

·  Nan-Dirk Mulder (Associate director, Rabobank International). “Change of trends on the global meat market and what does it mean for Russia?” – The key question of Nan-Dirk presentation. The situation on the global markets, especially on meat market, was widely spotlighted by Associate director of Rabobank International.

·  Dmitry Rylko, general director, IKAR. During report on the following theme: “Situation and prospects of main agrarian and food market development in Russia in current and the next season” Dmitry Rylko covered the main long-term tendencies of the grain, oilseeds, sugar, milk and meat Russia markets. Dmitry also spotlighted general trends of domestic agrarian and food market development.

Session 2. Technological reindustrialization of the Russian agriculture: reality or myth? New sources of investments support into the Russian agriculture.

·  Jason Gheissari, managing director ECA & Trade Finance, John Deere European HQ in Mannheim. Jason made presentation on Investments into the agricultural equipment in the CIS countries.

·  Konstantin Skryabin, academician, director of Bioengineering Centre, Russian Academy of Sciences. Konstantin made performance on myths about harm of GMO and assessment of prospects of GMO development in agriculture. This hot topic caused heated discussion.

·  Timur Mikaya, industry expert (previously deputy minister of the Industry Ministry) spotlighted problems of development of agricultural mechanical engineering and agricultural machinery in Russia.

·  Alexey Bezdenezhnykh, director, agribusiness clients, EXIAR, told about new opportunities for insurance and advance of domestic food export that arise by means of EXIAR activity.

·  Elena Sokolova, Head of Technical Marketing, Syngenta, told about group of new means for protection of the plants, which are now available on the domestic market.

Session 3. A round table concerning state regulation and support of domestic agriculture. Moderator - Andrey Bodin, Chairman, Russian Sugar Union.

·  Dmitry Yuriev, deputy Minister of Agriculture, Russian Federation, told in details about changes in Agriculture Development Program 2013-2020 and concerned a number of sensitive issues of its realization.

·  Maxim Basov (general director, Rusagro), Pavel Grudinin (director, Sovkhoz imeni Lenina, Moscow oblast), Evgenia Uvarkina, (managing director, TRIO Group of Companies) covered problems of state regulation of agrarian sector and took part in discussion with participation of audience.

·  Many participants underlined the problem of VAT evasion by payers of uniform agricultural tax (ESHN) after delivery of raw materials to processors. The existing “gray” market causes damage to government budget, both processors and farmers. One of the solution options – to make lower the existing threshold of its payers (60 million rubles). Problems in mutual deliveries of agrarian production between the countries of the Custom Union accrue because administration and support in three countries considerably differ.

Session 4. Round table with heads of branch associations and agrobusinessmen.
