Minutes of the Meeting held on 27th August 2015having beencirculated were approved as a correct record and signed by theChairman.
36/5MATTERS ARISING FROM THE PREVIOUS MEETING
4.1Village greens. Cllr Stewart had made a search of various deeds but as the greens in question were so small in size it was hard to ascertain the ownership. The Clerk had spoken to Mr C Stanford the Common Land and Village Green Officer at NYCC, his comment being that the benefit gained from registering any green was that no permitted development was allowed and full public access was allowed at all times. It was felt that as all MWPC Greens were so small none of these would be a problem. So it was resolved not to register any of MWPC greens under the change of legislation Part 1 of the Commons Act and Regulations 2014
4.2Cllr Petty reported that the Cold Calling Zone application was still being processed.
4.3Cllr White had been contacted by local residents who reported increased volume of logging Lorries heading into Denton Hall. This was associated with an increase production and the sale of wood pellets. The original planning permission for Denton Hall and a biomass boiler did not allowfor wood pellets to be made available for resale. A planning enforcement has been put in place; subsequently a full planning application is expected from Denton Hall to HBC in the near future. It was recommended when this application is submitted a village meeting should be held to discuss the application
4.4Bank mandate has been lodged with Barclays Bank, awaiting a reply.
36/6CLERKS REPORT;
Duties since 14th May 2015 meeting, dealing with phone calls, receiving and distributing planning applications, receiving and dealing with correspondence. Receiving and sending emails and posting notices. Article for Church magazine, Writing minutes and forming agendas. Following up items from the last meeting including letters to NYCC, Bradford Council, Denton Hall Estate and J Sharpe. Sorting the new requirements under the transparency code. Updating web site with the help of web master I Canavan including new sections for the Transparency and Consultation documents. Looking into and sorting paper work for registering Denton and Weston village greens. Dealing with paper work in relation to Nesfield/Langbar new Councillor. Sorting HMRC issues.
36/7DISCUSSION ITEMS
6.1Cll Chivers asked if the Postmans Shelter in Nesfield could be added to MWPC assets. It was agreed to add this with a value of £1000. Cllr Chivers also asked if the NesfieldDefibrillator could also be added to MWPC assets. This was agreed with a value of £1100.
6.3 The following council policies were up dated. Standing Orders, Procedures & Policies, Financial Regulations, Financial Risk Assessment, Code of Practice for Handling Complaints, Freedom of Information Publication Scheme, Freedom of Information cost, Risk Assessment, Code of Conduct.
6.4The internal audit has been done by Liz Moore in the past. Liz Moore is no longer under taking these and the Clerk asked if Yorkshire Internal Audit Services could be appointed for the 2015/16 year at a cost of £50. It was resolved to accept this.
6.6Precept 2016/2017. The Clerk had prepared budgets for previous year and next year’s costing. The cost of running the council will rise in 16/17due to higher audit cost and increased web site cost. It was resolved to increase the precept from £3300 to £3500 for the 2016/17 year
6.7 In highway matters,Cllr Bloor asked if the Clerk could once again write to NYCC regarding the water running down Carter Lane, which freezes in cold weather causing a hazard. Also blocked gullies on Denton Road and at Whitebeck Farm are to be reported. Cllr Chivers asked if a warning sign for road flooding could be located by Ilkley Golf Club as this was a common occurrence.Clerk to investigate this.
36/8 ACCOUNTS
8.1Cllr Chivers asked if MWPC would be willing to donate £150 to Nesfield Village Fund which was the remaining amount to cover the cost of providing a box to encase the defibrillator. It was resolved to make a donation of £150 as it was felt it was a benefit to the community

36/11ANY OTHER BUSINESS (information purpose only)
The Clerk reported that with more legislation coming in and the recent introduction of the Transparency Code which it may be a benefit to the Clerk and all councilors for MWPC join the Yorkshire Local Councils Associations. Membership starts every April and the cost would be in the region of £270.00. This to be investigated and put on the next agenda.
