Council President James called the meeting to order and announced the meeting was being recorded.

Doug Lauffer,185 Broad Street & Brent Lauffer, 27 Spencer Street; Thanked Council and the Borough of Leetsdale for their support over the years during Brent’s transplants. Mr. Lauffer invited everyone to a benefit that will be held in Henle Park on Saturday, August 19, 2017.

Henriette Kretzler, 343 Washington Street, Discussed the recent tour at K&K Meats that Jennifer Simek attended.

Osman Awad, 45 First Street, Discussed the recent activity behind Pillar Pipe and the company that is renting the empty lot to store pipe. Chief Raible stopped at the location today to advise the workers that a complaint was received for work being done at night and he advised the crew of the Borough’s working hours. Chief advised if there is any further activity after work hours to call 911.

Barbara Aughinbaugh, 50 Ohio River Blvd, The Rapp Street sign on the boulevard is missing and needs replaced, Mr. Doug Ford will replace. Thanked Public Works for the recent cleanup of the debris in the yard along Rapp Street.

Judy Felicion, 186 Broad Street, Thanked the Police for their recent work patrolling the stop signs along Broad Street.

MOTION BY Mr. Belcastro to accept the Ordinance to change the speed limit to 25 mph along Broad and Beech Streets, second by Mr. Belcastro

MOTION BY Ms. Michael to have Ms. Turnbull prepare a resolution and any other changes needed to change the fee schedule to include billing for Professional Services, second by Ms. Pearce

ENGINEER Daniel B. Slagle, P.E.

  • Review the Engineer’s Monthly Report
  • Columbia/NiSource Gas Line Replacement – We calculated Columbia Gas portion of the Broad Street Paving Project at $82,792.61 and sent a letter requesting payment
  • Edgeworth Water Authority Waterline Replacement Project – The Water Authority is planning on replacing the waterline on Sycamore Spur and Oak Drive. We calculated Edgeworth Water Authority portion of the Broad Street Paving Project at $32,855.68 and sent a letter requesting payment.
  • Broad Street Paving Project – Youngblood Paving plans to come back next week to install 3 manhole risers
  • Miscellaneous Borough Projects – Contacted Border Patrol and authorized the work along Beaver Street.
  • 2017 Paving Project – All work is completed. We prepared the Close-out Documents. Final Payment will be made at the next Borough Meeting.
  • Henle Park Gazebo Project – We met with the contractor on August 3, 2017 to investigate the status of the electric conduit. The conduit was installed from the post through the concrete but short (12”) of the edge of the concrete. The conduit was exposed and extended to the edge of the concrete pad. The electric was inspected/approved by Building Underwriters Inc.
  • Washington Street ADA Sidewalk Project – ACDD/QVCOG has delayed bidding until September 2017
  • DCNR Boat Launch Ramp Grant Application – We have designed the boat launch ramp project (50% DCNR Grant) which will be bid out once DCNR approves the bidding documents.
  • 2017 QVCOG/ACDD Grant Applications – QVCOG/ACDD has awarded the grants for 2017 Applications. The Borough is being awarded $94,250. We suggest the Monroe Way Reconstruction Project $42,250 and the Borough Building ADA Sidewalk/Ramp Project $80,000.00.
  • Borough Building ADA Sidewalk Project – We met with the Council President to review the sidewalk options. Mayor Poninsky confirmed that he is okay with what Mr. Slagle and Mr. James discussed.
  • Monroe Way Reconstruction Project – We started the design for the Monroe Way Reconstruction Project.
  • Municipal Separate Storm Sewer System (MS4) – The next Annual Progress Report is due May 30, 2018. An MS4 Public Meeting was held this evening prior to the Regular Session.
  • Zoning Map Update – We need to verify the zoning along Monroe Way with Joe Luff.
  • Pillar Grading Plan Update – We have reviewed/commented on the H&H report prepared/submitted by the Developer’s Engineer regarding the change in the Flood Elevation of the Ohio River. The Developer plans to submit additional plans to fill in the remaining property along Brick Works Drive.
  • 2018 QVCOG/ACDD Grant Applications – Council agreed for the applications to be submitted for the following grants; Borough Building ADA Ramp Project, 2016 Demolition Project, the Washington Street Sidewalk Replacement Project and Henle Park Playground Equipment.

MAYOR’SREPORT Peter A. Poninsky

  • Council discussed the need for an estimate from Avelli for the Borough’s spiral steps that need the concrete pads repaired.
  • The Community Day Picnic will be held on Monday, September 4th at Henle Park from Noon until 6:00. Sponsored by the Mayor, Police and Fire Departments. Hamburgers, hot dogs, corn, music by The Eldorado band will be provided and side dishes are welcome. Employees and their families are invited to attend as well.

MOTION BY Ms. Pearce to be a Corporate Foursome with Hole Sponsorship for the Zachary O’Neill Memorial Golf Outing in the amount of $350.00 paid by the Borough and the 4 Golfers share the remaining cost of $350.00, second by Mr. Belcastro

  • Jack Onodi of the HDH Group, Inc. delivered the 2016-17 workers compensation quote from AmeriHealth Casualty Insurance Company. New quote is $56,227.00 and 2015-16 was $55,059.00. The Workplace Safety Committee application was approved by the Department of Labor & Industry, the quote reflects the 5% discount.

  • Chief Raible reviewed the Police Department’s Monthly Report and Ms. Michael reviewed the Fire Department’s Monthly Report.

  • Two Quaker Valley School Students; Genevieve Moffet and Zahra Udaipurwala built a Little Free Library and placed it in Henle Park on August 10, 2017.

PARKS, RECREATION AND COMMUNITY Lauren Pearce, Chairperson

  • The Sewickley YMCA will be at the Henle Park Splash Pad on Thursday, August 17, 2017 from 9:45 until 12:30, the Leetsdale 4th of July Committee will run the concession stand.

PLANNING, ZONING, CODE ENFORCEMENT & ORDINANCES Tom Belcastro, Chairperson

  • Received the Monthly Code Enforcement Report by Jim Ivancik and the Monthly Building Inspection Report by Joe Luff
  • Borough Officials met with K&K Meats on Tuesday, July 18th and discussed the smell that occurs along Washington Street in the evenings. After a report of the smell to the Allegheny County Health Department the department completed a visit recently and found the dumpster lids open and a cooler violation. The Health Dept. will complete another inspection on or after August 14th.

OLD BUSINESS

  • Update on Act 172 of 2016 – Tax Credits for Volunteer Firefighters; the QVCOG held a meeting with a number of our area Fire Chiefs on Monday, July 10th
  • Estimates are needed for the proposed maintenance on the Michele Maruca Memorial Overpass

  • Allegheny County is accepting applications for the Vacant Property Recovery Program. Application information can be located at

QUESTION ON THE MOTION BY Mr. Weatherby, questioned the dollar amount for Watt Fencing as the amount stated prior to payment was $2,900.00. Jennifer Simek, Borough Secretary/Treasurer advised she will check the amount prior to issuing the payment.
