SALARY: / Band 5
PAYMENT DETAILS: / Salary is paid on a fortnightly basis into a nominated bank account by direct bank deposit.
SUPERANNUATION: / In addition to the above salary, Council will contribute 9.5% of salary to Vision Super or another complying superannuation fund as nominated by the employee if earnings are in excess of $450 per month. Please note all payments to Superannuation funds other than Vision Super will be made via a Superannuation Clearing House.
QUALIFYING PERIOD: / This position will be subjected to a six (6) month qualifying period.
ANNUAL LEAVE: / Four (4) weeks annual leave per annum (pro-rata)
OTHER LEAVE: / Other leave entitlements are listed in the Indigo Shire Council Enterprise Agreement 2015-2017.

Recreation Officer

POSITION OBJECTIVE/S

  • Work closely with the Coordinator Community Development to provide strong oversight, coordination and implementation of all recreation facilities and activities including community access, inclusion, and health and wellbeing promotion.
  • Support and facilitate a range of community based recreational initiatives (including managing Council’s five outdoor swimming pools) and planning for the development of the community and its recreation facilities.
  • Coordinate and support Special Committees of Council, relevant volunteer groups and Committees of Management associated with Council recreational facilities. In addition, the Recreation Officer will conduct applicable administrative tasks including documenting activities and maintaining appropriate records.

KEY RESPONSIBILITY AREAS

  • In consultation with the Coordinator Community Development, implement the Council’s Recreation Plan.
  • Oversee all Indigo Shire outdoor swimming pools, including the supervision of pool staff, monitoring of OH&S activities and risk identification.
  • Provide regular and ongoing support to relevant Council Committees of Management.
  • Network and partner with recreation clubs and associations to actively support and provide guidance.
  • Continually monitor service provision levels to ensure that they meet community needs, comply with funding body requirements and effectively plan for future recreation facilities.
  • In consultation with the Coordinator Community Development, prepare funding applications, reports and acquittals.
  • Assist and support the implementation of relevant Council Plans and Strategies such as the access and inclusion plans.
  • Support Indigo Community Access Committee initiatives and implement the Building Inclusive Communities work plan.
  • Develop, implement and promote health and wellbeing programs, activities and approved events that will support the needs of the community.
  • Monitor and report on relevant recreation-related performance measures.
  • Assist with the development and review of program policies and procedures.
  • Champion Community Engagement and Recreation Initiatives within Indigo Shire Council and in the wider community.

SPECIALIST SKILLS AND KNOWLEDGE

  • The ability to liaise effectively with internal and external stakeholders
  • Project management skills and experience
  • Recreation facility management, preferably aquatic facilities
  • Knowledge and understanding of the Victorian Local Government Act 1989 - particularly in regard to the principles of dealing with facilities and Council committees
  • Strong administrative and communication skills
  • The ability to prepare a wide variety of business correspondence types
  • Highly competent in the use of Microsoft Office suite of applications
  • Awareness of Council budgeting and procurement processes

QUALIFICATIONS AND EXPERIENCE

  • A Diploma or Bachelor degree in relevant field or a substantial relevant industry experience (more than three years)
  • Experience in establishing procedures and managing projects
  • Demonstrated commitment to the provision of high quality services and support
  • Experience in overseeing and promoting community development initiatives
  • Knowledge of local government processes
  • Broad understanding of community development
  • Current Victorian Driver’s Licence or state equivalent

SELECTION CRITERIA

  1. Experience within the recreation sector, preferably in aquatics management with experience in risk identification and control
  2. Proven ability to manage service improvements and develop and promote community access, inclusion, health and wellbeing programs
  3. Demonstrated ability to supervise staff and manage volunteers and a seasonal workforce
  4. Ability to engage with and respond to a diverse range of stakeholders withexcellent written and verbal communication skills.
