2.PURPOSE OF THE POST (Statement of overall post accountability.)

Under the guidance of the Chief of Health, Nutrition and Sanitation and the Water, Sanitation and Hygiene(WASH) Specialist, the WASH Specialist N3 will assist the implementation of the Pacific WASH Programme to address water and sanitation needs in the region with a focus on Kiribati, Solomon Islands and Vanuatu.

The WASH SpecialistN3 will support the Chief of Health, Nutrition and Sanitation and the WASH Specialist in the formulation, design, planning, implementing, monitoring and evaluation of the WASH Programme. The WASH SpecialistN3 will play a critical role in the coordination of the regional emergency WASH Cluster as part of the Pacific Humanitarian Team and is expected to work closely with various government counterparts including the National Disaster Management Office (NDMO), Ministry of Health, Water Authorities, UN agencies as well as various NGO partners.

  1. Interact with Government and other partners, NGOs, UN and bilateral agencies in the different stages of WASH programme/project implementation to follow up on agreements and recommendations;

  1. Provide technical support and guidance on appropriate technical, financial and institutional capacity building measures to achieve WASH programme goals, including humanitarian response;

Ensure sufficient emergency stockpiles for emergency preparedness; collaborate with the Operations and Supply Sections and Government authorities to establish and maintain sound internal controls supportive of WASH programme or sectoral planning and implementation, to coordinate financial and supply management requirements as well as to ensure accountability;

  1. Ensure proper and timely UNICEF WASH emergency assistance activities; undertakes and assists with assessment of local conditions resulting from the emergency situation affecting children and mothers. determines priorities for interventions;

  1. Undertake field visits to monitor programmes, as well as conduct periodic programme reviews with government counterparts and other partners and ensures adequate and transparent evaluation of emergency preparedness and response;

  1. Assist government relevant departments in the development of emergency preparedness and response plans and in identifying, planning and organizing WASH in Emergency training programmes, and prepares project proposals for emergency assistance and other related documentation, as necessary.

Organize and coordinate Pacific WASH Cluster meetings and activities to ensure UNICEF leadership and facilitation of the IASC WASH Cluster and maintain close collaboration with key partners including UNOCHA, WHO and other members of the Pacific WASH Cluster and support the development and implementation of WASH related disaster risk and climate adaptation programmes in collaboration with other development partners.

Post is office-based (Suva), with frequent travel within the country and other Pacific countries.

5.IMPACT AND CONSEQUENCE OF ERROR

This is not a decision making post however, the staff member is crucial in providing necessary advise on emergencyresponse and management within the framework of objectives to ensure project delivery meets targeted goals and objectives.

Makes recommendations of a technical nature on adjustments and changes on project implementation, to improve efficiency and effectiveness and ensure accelerated and expanded coverage.

(c)Describe the most damaging error(s) that could be made in the performance of the job, and their consequences.

Lack of understanding of the local conditions, project feasibility and incorrect programme approach would lead to ineffectiveness of activities, and misuse of financial resources.

Ineffective relations with government counterparts and other partnerswould lead to ineffective implementation and loss of credibility.

6.INDEPENDENCE (Describe the degree of direction or management guidance the incumbent receives from the immediate supervisor, (e.g., incumbent exercises judgement, takes initiative, etc., under minimal supervision.)

Guidance is provided on processes and procedures applicable in the formulation, management, monitoring and evaluation of phases. Incumbent is expected to work independently on the administration of programmes/projects and to provide feedback to the supervisor.

9.QUALIFICATIONS AND COMPETENCIES required to perform the duties of the post:

a)EDUCATION (Indicate the level of formal education and/or training and field of specialization required.)

  • Advanced university degree in one of the disciplines relevant to the following areas: Public Health, Civil Engineering, Mechanical Engineering, Geology, Hydrology, Sanitation Engineering, or a field relevant to international WASH related development assistance.
  • Additional training in Health Education or Communication for Development (Programme Communication), an asset.

b)WORK EXPERIENCE (Indicate the length and type of practical expericence required at the national and international levels.)

  • Five years of progressively responsible professional work experience in the UN or other international development organization, national government or the private sector. Field work experience.
  • Background/familiarity with Emergency (preparedness and response) and the IASC Cluster approach.
  • Methodology of programme/project management.
  • Knowledge of global human rights issues, specifically relating to children and women, and the current UNICEF positions and approaches.

  • Fluency in English and another UN language required. Knowledge of the local working language of the duty station is an asset.
