A regular meeting of the Board of Education of Madison Community Unit School District #12 of Madison County, Madison, Illinois was held at Madison Accelerated High School, 600 Farrish Street, Madison, Illinois in said District on the eighteenth day, of March, 2010 at 6:00 P.M.

Members present: Joseph Garcia, James Gardner Jr., Carol Hamm, Marie Nelson, Steve Skoklo, Sonja Vauters

Members absent: Celena Browley

The meeting was called to order at 6:03 P.M.

Celena Browley arrived at 6:07 P.M.

Public Input

Alexander Williams addressed the board concerning the cancellation of the alumni basketball event planned at the Madison Accelerated High School gymnasium on March 20, 2010. Mr. Williams asked if the board would reconsider the cancellation if the organization was willing to sign a waiver in which the district would not be held responsible for any problems that might arise from the event. President Carol Hamm stated that the board members were not aware of the event that was scheduled until recently. Ms. Hamm explained that the board was not contacted in advance to approve the event. And that the proper procedures were not followed in order to allow the event to take place. Dr. Schroeder addressed Mr. Williams stating that the event went from a small event meant as a student counsel fundraiser, with Ms.Sunkett’s direction, into a major event. And outside contacts had ignored and refused to acknowledge any of the rules that were given and explained. Dr. Schroeder stated that the district cannot handle an event of this magnitude and maintain control. Mr. Williams asked if the board had a packet of information concerning use of the school facilities as the alumni planned to do other functions. Dr. Schroeder replied that the information was available at the Administration office.

Union Presidents

Union President Bobbie Dallas stated that she had received the revised list of Reductions in

Force and appreciates receiving it.

Union President Eleanor Armour had no comment at this time.

Consent Agenda

It was moved by Skoklo, seconded by Gardner that the Board of Education approve the consent agenda as presented;

Administrative Reports

Madison Student Support Center Director Tracy Brown shared a video that has been done by her students for the board. The video concerned the vision statement that the students have for their school.

President Carol Hamm presented an award to Long Accelerated Elementary School Principal Terrien Fennoy in recognition of the School Improvement Award the school was awarded by the state.

Toni Cromer addressed the board concerning unpaid state funding and the budget figures for the 2010-2011 school year.

Vice President James Gardner Jr. congratulated Madison Accelerated High School Principal Tamara Sunkett and Athletic Director Jaime Cotto on the Boy’s High School Basketball team taking 3rd at state.

Anne-Marie Foret addressed the board concerning the E2T2 grants awarded to the district.

Dr. Schroeder addressed the board concerning the Riverbend Headstart and Early Childhood basketball game request. The consensus of the board was that the proper procedure hadn’t been followed and paperwork was not submitted on time in order to allow the event to take place on the dates requested.

Vice President James Gardner congratulated Harris Accelerated Elementary School Principal Valeska Hill on a successful Black history program.

Personnel

It was moved by Gardner, seconded by Skoklo that the Board of Education approve Michael Rice as Madison Accelerated High School Assistant Baseball Coach effective the 2009-2010 season;

It was moved by Gardner, seconded by Garcia that the Board of Education approve to freeze administrative and non-union personnel salaries for the 2010-2011 school year;

It was moved by Gardner, seconded by Skoklo that the Board of Education accept the letter of retirement from Madison Accelerated High/Middle School security/crossing guard Sylvester Silas effective the end of the 2009-2010 school year;

It was moved by Gardner, seconded by Skoklo that the Board of Education approve the request for FMLA leave for Madison Student Support Center Director Tracy Brown beginning tentatively June 14, 2010 and ending tentatively August 1, 2010 for the purpose of childbirth;

It was moved by Gardner, seconded by Hamm that the Board of Education approve to designate District Secretary Sue Skoklo and District Business Clerk Sandie Driscoll as Open Meetings Act Officers;

Action Considerations, Discussion Items and Information Items

1) A FOIA request was received from the Suburban Journal requesting the top ten

annual gross salaries for the 2008-2009 school year. And pay rate for those same employees for the 2010-2011 school year. Requested information was e-mailed to Chris Coates at Suburban Journals on 2/25/10.

2) A FOIA request was received from Koyana Woodard requesting a copy of the

current budget. A copy was made available for pick up in the Administration office on the day of the request.

Policy and Procedure

It was moved by Gardner, seconded by Hamm that the Board of Education approve to amend the 2009-2010 district calendar changing the last day of school from May 24, 2010 to May 27, 2010 to account for three snow days;

It was moved by Gardner, seconded by Skoklo that the Board of Education approve the Resolution that Regions Bank, PMA, Bank of Edwardsville be named as depositories;

It was moved by Hamm, seconded by Skoklo that the Board of Education approve the Madison Accelerated High School senior class trip to New York, New York from May 5, 2010 to May 9, 2010;
