LYTCHETT MINSTER & UPTON TOWN COUNCIL

A meeting of the AMENITIES Committee was held in the Council Chamber, 1 Moorland Parade, Moorland Way on Tuesday the 30 May 2017 which commenced at 7.30 p.m.

41/17 DECLARATIONS OF INTEREST:

42/17 CLERKS REPORT:

a.  Minute 137/13 & 275/14 Cricket mat. We have been advised the existing cricket wicket can be repaired to allow youth teams usage; however such a repair could not support adult play.

b.  Minute 771/15 Warbler Park Play Area. No further information.

c.  Minute 773/15 Valuation Report on Land Adjacent to Warbler Park. No further information.

d.  Minute 824/15 Recreation Ground Resurfacing. DCC has been contacted regarding a contribution towards the resurfacing work. No further information.

e.  Minute 516/16 Yarrels School use of Recreation Ground. A meeting of Cllr Mrs Pryor and Cllr Chase with the school is to be

scheduled, to formalise this arrangement.

43/17 CORRESPONDENCE:

None.

44/17 TO RECEIVE UPDATE ON THE PAVILION MAINTENANCE IMPROVEMENTS:

Prior to this meeting the committee attended a site visit, with members of The Turbary Trust (as owners) at The Grove and pavilion to review the ongoing improvement work.

Cllr Chase updated the committee with the following;

1.  The Turbary Trust are to arrange a structural survey of the buildings.

2.  A Fire Risk Assesment has been completed and the consultant’s report is awaited.

3.  A survey of the trees is required, to assess any tree works needed.

4.  The water supply has been tested, and the report is awaited.

5.  New tables for use in The Grove Room, have arrived.

44/17 TO RECEIVE UPDATE ON THE PAVILION MAINTENANCE IMPROVEMENTS: (contd)

6.  A number of unwanted items are being disposed of (couches, snooker table etc)

7.  The Clerk is negotiating alternate incentives from the developers of the Policeman’s Lane homes – as additional allotment land is not required in the town.

8.  The tennis courts have been pressure washed and the damaged net post is to be re-instated by the Borough of Poole.

45/17 TO CONSIDER CEMETERY IMPROVEMENT WORKS:

The flood alleviation works appears successful as despite the recent heavy rain storms, there has been no evidence of flooding. Cllr Chase suggested a maintenance schedule is created to ensure these drains remain clear, providing adequate drainage for the site.

46/17 TO CONSIDER MEMORIAL SAFETY TESTING FOR UPTON CEMETERY:

A training course, run by the ICCM, is to be held on the 8th of September in the Council Chamber; this will train our ground staff (and staff from neighbouring councils) in memorial safety testing.

47/17 TO RECEIVE COMMITTEE FINANCIAL UPDATE:

The committee financial update was received, reviewed and agreed.

48/17 TO RECEIVE UPDATE FROM AMENITIES CHAMPIONS:

a)  Allotments

Cllr Mrs Pryor reported the allotment site looks tidy and well maintained.

b)  Recreation Ground

A volunteer was sought to unlock the Oakley Gardens gate on Saturday 3rd June, to allow 4TK access for their Fun Day; Cllr Mrs Richards volunteered to open at 9am and lock at 5pm.

The arrangements for Polling Day, 8th June, is for Mrs Lake to unlock The Grove Room at 6:30am, and Cllr Chase to lock at 10:30pm.

c)  Cemetery

In response to an enquiry from a resident, Cllr Mrs Pryor advised the occurrence of bark on graves will be investigated at the Cemetery Inspection scheduled for 6:30pm on the 4th of July.

The noticeboard will be updated in preparation for UiB judging (4th July).

d) Redwood Road Play Area

e)  Warbler Park Play Area.

Cllr Mrs Andrews reported some provocative graffiti at the park - the Ground staff to paint over this.

Feedback from regular users of this park was very positive, with people travelling from a variety of neighbouring areas; this is a positive amenity that should continue to be well maintained, and developed.

The large amount of litter is very unsightly; despite previous bins being vandalised, it was agreed a metal receptacle could be installed. Cllr Chase to liaise with a supplier regarding a custom made item.

49/17 ITEMS OF REPORT AND MATTERS FOR FUTURE AGENDAS:

a)  An item ‘To consider cemetery improvements’ is to be included on the Agenda of the next Amenities meeting on the 4th of July.

b)  Cllr Chase asked for the poor condition of Policeman’s Lane, due to the building development works, be discussed at the next meeting of DCC Highways and LMUTC on 7th June

c)  Cllr Mrs Richards reported the hedges around Gablehurst flats, along Blandford Road South are very overgrown, obstructing the pavement.

d)  An item to discuss requirements of football teams using Upton recreation ground, will be included when allocation of pitches is decided at the next Amenities meeting on the 4th July.

e)  Cllr Mrs Pryor advised the new Co-Op should be opening in July; she will enquire what will happen to the existing building.
