Minutes of the Meeting of the Parish Council held on Monday 11th February 2013 at 7:30 pm in the Reading Room.

Present: Cllr Trett (Chairman), Cllr Warren Cllr Geliher, Cllr Foxley, Cllr McLean (Milton Keynes Council).

  1. Minutes of Last Meetings: It was proposed by Cllr Geliher and seconded Cllr Warren by that the minutes of the meeting held on 14th January 2013 be signed as a true record by Cllr Trett
  1. Matters Arising from Previous Minutes:

Dag Lane Water Leaks / Flooding

Cllr Foxley has contacted Mark Bennett for an update on the work needed to be carried out for Dag Lane.

It appears that the Dag Lane flooding is caused by a blocked stone drain which needs to be rodded.

Cllr Foxley has been advised that the Department in question has limited resource and prioritises workload by the day. This is determined by resource available, weather conditions etc.

ACTION: Cllr Foxley to reiterate to Mark Bennett (MKC) Councillor Warren’s & Foxley’s contact details to enable productive liaison when MKC do attend to address the problems.

Ram Alley Flooding

The rear gardens of two houses are impacted by flooding which appears only to have happened since the bund in the adjacent field has been in place.

The work to clear a blocked culvert could be undertaken within Phase 3 of the Flood Alleviation Work (for which MKC have advised that they are near to an agreement with landowners but are unable to give a firm date for commencement of the work.) A local resident had suggested a Self Help group could be formed and MKC that there is nothing to stop the Parish Council contacting the relevant landowner directly to engage with them to undertake this work sooner

ACTION: Cllr Foxley will ask MKC to confirm ownership of the land where the pond is situated and details of how the owners may be contacted

  1. Appointment of Clerk: The Chairman announced that Sue Grant has been appointed as Parish Clerk.
  2. Finance:

In order to establish up to date balances Cllr Warren wrote to the Bank to change contact details and request statements which are still awaited.

ACTION: Clerk to contact the Bank for up to date statements.

PRECEPT: Budget for SGPC will be the same as 2011/2012

  1. Planning Applications:None received
  1. Grit Bins

Plan of Village Grit bins is now out of date. Clerk has written to MKC to establish how many bins we should have, replacement of missing bin and costs and the process for increasing the village compliment (Ref: 33455)

Requests have been received for new bins located at: Village Hall/Berkeley Close and The Village School

  1. Ward Boundary Changes

The new proposal is for the realignment of Parishes is for Stoke Goldington to be included in

Newport Pagnell North and Hanslope Ward. The feedback from the Village Residents Survey suggests that residents of Stoke Goldington have more affinity with belonging to Olney Ward which was the original proposal.

Cllr McLean reported that the consultation period for the changes to ward boundaries re-opened on 22 Jan and closes on 18 Mar 2013 which is the opportunity for Stoke Goldington Parish Council and residents to register their comments.

  1. Sub Committees

a)Neighbourhood Action Group:

Cllr Foxley: Two recent Community Speed Watch events have failed due to equipment problems which are now fixed. Enquiries are in process to establish if alternative equipment - SID devices - can be loaned to Parishes (via NAGs) and speed watch volunteers will provide people to resource events. The NAGs are also establishing how the cost of annual running costs can be funded

b)Village Hall:

Cllr Geliher : Village Hall AGM will be held on Monday 4th March in the Village Hall – 07:30 for -8:00 p.m All welcome to attend

The Pre School has asked for permission to hold their annual Fun Day on the recreation ground on June 23rd 2013. This is confirmed -subject to the usual terms and conditions.

c)Guntrip Fund: Nothing to report.

d)Reading Room:

Users have been asked to review invoices raised and settle any outstanding balances

Future invoices to be paid direct to the Clerk.

e)Recreation Ground/Highways:

Cllr Foxley reported that there was a loose manhole over North of Malting Close which has been reported to MK Council. They are arranging to inspect the manhole cover to ascertain responsibility Ref: 32831

f)Dog Fouling: None reported.

a)Cllr McLean - Ward Budget opportunity is still open for approved Parish projects:

b) 1 – 15th February and 1 – 15th August (for 2014/15) for Parish Highway problems requiring new capital funding

A proposal to delegate to Officers Informal Planning Applications: The implications would be that Parish Councils would only have one week (a move from the four week period currently in place) to finally review and turn around applications. This would make it very difficult for applications to be properly discussed in public. There would be dependency for all drawings plans etc. to be sent electronically and given the size of some of the drawings there are concerns around how these could be printed for Parish Council meetings.

c)Tree Surgeons for work around recreation ground:

Cllr Warren has met with one contractor who has identified a couple of problems with tress around the village. As is good practice a second opinion on the health of the trees & arboreal costs to be requested.

ACTION: Clerk to contact a suitable professional to meet with Cllr Warren
