1.Purpose of Document

The purpose of this document is to capture the requirements and design specification for a SaMC Charge Code in one document.

2.2. Introduction

2.1Background

A flexible ramping constraint applies as part of the market optimization for the real-time unit commitment or pre-dispatch process (RTPD), and the real time dispatch (RTD) process. This constraint addresses certain reliability and operational issues observed in the ISO’s operation of the grid.

In accordance with Tariff section 11.25, resources that resolve the flexible ramping constraint are compensated in Settlements at the shadow price of the constraint. The flexible ramping constraint shadow price is the marginal unit’s resource specific opportunity cost. The costs associated with such compensation are allocated to measured demand, which consists of metered load and exports.

2.2Description

In this Charge Code 7050, payments are applied to resources with awarded flexible ramping capacity in the real-time pre-dispatch process (RTPD). The capacity payment per resource shall be computed based on the flexible ramping up capacity award and the shadow price of the flexible ramping up constraint.

Allocation of the costs from flexible ramping capacity payments shall be made through a separate charge code, CC 7056 Flexible Ramp Cost Allocation.

3.Charge Code Requirements

1.0 / The flexible ramping up capacity payment per resource per settlement interval shall be computed based on the awarded flexible ramping up capacity of the resource and the shadow price for the flexible ramping constraint that it helps resolve.
1.1 / Currently, only flexible ramping up (as opposed to ramping down) capacity shall be evaluated and awarded in the market optimization. (Fact)
1.2 / This charge code can be a payment or a charge, although in most cases, it will be a payment. The shadow price comes in as positive, which results in a payment, and in a few cases, the shadow price can be negative, which then results into a charge or a negative payment.
2.0 / An RTPD interval spans 15minutes. There are four (4) RTPD intervals per hour, starting at the beginning of a Trading Hour, and repeating every 15minutes thereafter. A settlement interval is defined to be a 10-minute interval. There are six (6) settlement intervals per hour, starting at the beginning of a Trading Hour, and repeating every 10 minutes thereafter. 2.1 / The hourly ramp up capacity (in MW) award for a resource for each RTPD interval shall be divided by 12 to come up with the relevant 5-minute interval ramp up MW for the resource.
2.2 / The shadow price for flexible ramping up capacity of a resource per RTPD interval shall be replicated in each of the three 5-minutes of that same RTPD interval to come up with 5-minute interval shadow prices.
2.3 / A 5-minute flexible ramp up capacity assessment per resource shall be calculated as the product of the 5-minute interval ramp up MW and the corresponding 5-minute interval shadow price for the resource.
2.4 / Each two consecutive 5-minute flexible ramp up capacity assessments for a resource (over a settlement interval) shall be summed up to get the settlement interval flexible ramping up capacity payment for the resource.
3.0 / The flexible ramp up capacity payment per BA per settlement intervalis the sum of the BA’sflexible ramping capacity payments for all its resources for that settlement interval.
4.0 / All awarded flexible ramping capacity shall be deemed delivered and all of the awarded capacity shall be compensated.
4.1 / Compensation from flexible ramping capacity for a resource shall not be counted towards the revenue of the resource in the computation of bid cost recovery.
5.0 / For adjustments to the Charge Code that cannot be accomplished by correction of upstream data inputs, recalculation or operator override Pass Through Bill Charge logic will be applied.
