Research Support Plan (effective 1 July 2008)

Investigators get financial support for their research programs in July from the School based upon percentage of salary supported on grants/contracts during the prior fiscal year:

20% of salary offset funds as P.I. for each grant/contract submitted from the SOP on which ≥ 20% salary is received and which pays full University of Pittsburgh F&A (indirect) costs.

5% of salary offset funds as P.I. for each grant/contract submitted from the SOP on which ≥ 20% salary is received and which pays less than full F&A (indirect) costs, e.g., K awards.

10% of salary offset funds as co-I for each grant/contract where ≥10% salary is received and which pays full F&A (indirect) based upon subcontract to SOP.

EXAMPLE

Assume Annual Base salary - $80,000

Salary funded on grants and/or contracts -

50% salary on NIH grant(s) as P.I. $80,000 x 20% x 50% salary = 8000

20% P.I. on industrial contract (< full F&A) $80,000 x 5% x 20% salary = 800

10% salary on an NIH grant as co-I $80,000 x 10% x 10% salary = 800

total return = $ 9,600

Limitations:

·  Faculty with startup funds are not eligible in their first three years of employment.

·  Funds can be accumulated for a period of two years - at the end of two years any unspent balance will revert to the department.

·  Funds must be used to pay for: salary support for graduate students, postdoctoral associates or technicians; repair of research facilities and equipment; research equipment; travel to scientific meetings; professional dues; laboratory or office supplies and equipment. Supplemental payments are not allowed.

·  Annual Funding of Research Support Plan is contingent upon the availability of funds, i.e., the % returned to investigators can go up or down from year to year.

SCHOOL OF PHARMACY INCENTIVE PLAN

As means of encouraging active participation in competing for extramural support for research projects, an incentive for full- and part-time faculty in the School of Pharmacy is adopted. The plan provides a research incentive to those principal investigators who have successfully completed and have been awarded a research grant from outside funding sources. The plan is administered according to the guidelines listed below.

1. The plan is limited to full and part-time faculty with primary appointments in the School of Pharmacy.

2. The award must designate the University of Pittsburgh as the awardee organization. For the payment to be made by the School of Pharmacy, the award must be assigned to one of the departments or centers of the School of Pharmacy. If the grant is assigned to a center or department elsewhere in the University, that entity is responsible for providing the incentive.

3. The amount of the incentive is determined by calculating an amount equal to 10% of the indirect cost recovery earned during the prior fiscal year from grants that bring in the full indirect cost amount. The principal investigator may elect to receive the incentive as annual salary supplementation and/or choose to retain the research and development funds provided by the University. The combined total of the incentive salary supplement and the research development fund amounts do not exceed 10% of the actual indirect cost recovery earning during the prior fiscal year. The request for the incentive should be in writing to the faculty member's department chair.

4. If the incentive is taken as salary supplement, the gross is equivalent to 10% of the total indirect cost recovery during the prior fiscal year. The net supplement will reflect application of the current fringe benefit rate. Only supplements (gross) of $100 or more will be made.

5. The incentive is limited to a $20,000 cap annually per investigator, which includes all grants.

6. In the case of program center grants, program project grants, and cooperative agreements (P01, P50, U01, and similar awards), the principal investigator of cores or designated projects will receive an incentive in an amount equivalent to 10% of the indirect cost recovery of the separately budgeted project.

7. The School of Pharmacy will establish a Research Incentive Fund. The incentive fund will be financed from restricted and hard money funds of the School as appropriate. Incentives as salary supplementation to principal investigators will be paid from the Research Incentive Fund.

8. Principal investigators who elect to receive the incentive as salary supplementation will relinquish the equivalent amount from their research and development fund to the Dean’s office.

9. Any exceptions to this policy must be approved in writing by the chair of the department and the Dean of the School of Pharmacy.
