INVITATION FOR BID (Domestic Competitive Bidding)

1. National Highways Authority of India(NHAI) invites sealed bids to engage a franchisee for user fee (Toll) collection on Kallikota Bridge across river Vamsadhara in Vishakhapatnam – Bhubneswar section of NH-5 in Srikakulam District of Andhra Pradesh for the period from 01.02.2004 to 31.01.2005. NHAI reserves the rights to hand over the user fee gate on or after 01.02.2004 and to terminate the user fee gate prior to 31.01.2005 without assigning any reasons and in such an event, the prospective franchisee is liable to remit to NHAI pro-rata amounts quoted in the bid.

2. Eligibility: Enterprises having annual turnover of Rs.2.00 crores or more during the last three years are eligible to bid. However, the parties who are/were under litigation with NHAI/State PWDs on account of user fee (Toll) collection are not eligible to Bid. In case of JVs, the lead partner shall meet min. 50% of all criteria for qualification including shareholding in JV and the other partners shall meet min. 25%.

3. Bidding Documents: The bidding documents containing terms and conditions applicable and the “Instructions to Bidders” may be obtained from the address given below on any of the working days (between 10.00 hrs to 18.00 hrs) from 29.12.2003 to 27.01.2004 on payment of an account payee non-refundable Demand Draft for Rs.5,000 (Rupees Five thousand only) drawn on any Nationalised Bank in favour of NHAI payable at New Delhi. If the document is desired by post an additional amount of Rs.200/- (Rupees two hundred only) should also be sent. Bid Documents can also be downloaded from NHAI’s website at http://www.nhai.org, however bid document fee of Rs. 5000/- in the form of Demand Draft shall have to be enclosed in addition to bid security mentioned below, while submission of bid.

4. Submission of bids: The last date for submission of the bids in accordance with the provisions contained in the bidding document and accompanied by a bid security of Rs. 4,00,000 (Rupees four lakhs only) in the form of an account payee demand draft only, drawn on any nationalised bank in favour of NHAI payable at New Delhi is 28.01.2004 (by 11.00 hrs). The completed bids are to be sent to the address given below. Bids received after due date/time will not be accepted.

5. The risk of delay/loss in transmission by post/courier rests with the bidders. No claims in this regard will be entertained.

6. The NHAI reserves the rights to accept or reject any or all the bids received by it.
