REPORT OF HEAD OF TRANSPORTATION SERVICES

GRAVEL HILL CYCLEWAY

(STEEPLETON ROAD TO DUNYEATS ROAD - PHASE 2)

  1. Purpose of the Report and Policy Content

1.1 To consider proposals for a cycleway along Gravel Hill between

Steepleton Road and Dunyeats Road.

1.2The development of cycleways in Poole is in line with the Borough’s Policy on cycling, which states that a safe, secure and convenient network of cycleways will be developed and maintained to encourage this form of transport.

1.3This section of cycleway forms an important part of a comprehensive cycleway network proposed between Fleetsbridge and Queen Anne Drive, via Waterloo Road and Gravel Hill.

  1. Recommendation

It is recommended that: -

a)The details of the Phase 1 scheme, approved at 23 January 2003 TAG and shown in outline on drawing JC0103 / 11, as Appendix A, be noted.

b)The details of the revised Phase 2 scheme as shown in outline on drawing

JC0266 / 06, as Appendix B, be approved.

c)The shortfall in scheme budget allocation, estimated at 15k, to be re-profiled from available budgets within the 2004/05 Capital Programme.

3Background

3.1This scheme was originally identified within Safer Routes to school exercise with Poole Grammar School to provide safe cycling to and from Broadstone. In addition school staff, governors and members of the public along with Dorset Cyclist’s Network, have extensively requested the scheme.

3.2The route follows the line of an unmade track and existing footway, on the western side generally adjacent to the carriageway, from Steepleton Road to Dunyeats Road

3.4Phase 1 of the scheme from Steepleton Road was approved at 23 January 2003 TAG. However design issues resulted in the scheme being deferred until this current year. At this time it was reported that Phase 2 of this scheme would be come before a future meeting of TAG.

3.5It is proposed to combine Phases 1&2 into one single scheme, to be constructed in Spring 2005 over the two financial years.

3.6Phase 1 of the proposed works extends north from Steepleton Road to the widened section of footway. Due to the proximity of Poole Grammar School it is proposed to programme these works to commence in early- mid February inorder to take advantage of the school half-term holiday period.

3.7Phase 2 of the proposed works extends north of the widened section of footway – completed as part of a structural maintenance scheme in 2002 - to Dunyeats Road.

4Consultation

4.1The cycling group CLAG has been consulted on the routing and are broadly in agreement with the proposals.

4.2Leisure Services have been consulted on the routing, working in close proximity to trees and cutting back of overgrown shrubbery.

5Proposed Works (Phase 2)

5.1The main elements of the scheme are :

(a)Widening of the remaining narrow section of footway to a 2.5m wide shared cycleway / footway to Dunyeats Road.

(b)Provision of a pedestrian crossing point at the junction with Dunyeats Road.

(c)The shared cycleway / footway to be signed and illuminated, in accordance with the current design legislation, along the whole length of the scheme ( including the previously widened mid-section of this route )

(d)In order to utilise the existing footway, and provide a shared footway / cycleway width of 2.5m, a 0.5m hatched area will be provided for cyclists’ safety where the footway is adjacent to the carriageway.

(e)So as to not conflict with the bird nesting season the necessary cutting back of shrubs will take place in January 2005.

5.2A temporary speed limit of 40 mph will be in place for the duration of the works for the protection of pedestrians and site personnel while the works are in progress.

6Financial Implications

6.1The break down of estimated scheme costs are as follows:

  • Phase 1
/ 78k
  • Phase 2 (including lighting of previously widened section)
/ 44k
  • Dunyeats Road, pedestrian crossing point
/ 8k
TOTAL / 130k

6.2The 2004/05 budget allocation for Gravel Hill Cycleway is 115k, as reported to 14 October 2004 TAG.

Construction of the scheme is likely to carry over into 2005/06 and it is proposed that the additional funding requirement of 15k will be re-profiled from available budgets within the 2004/05 Capital Programme.
