SUBJECT: EMPLOYEE BENEFITS for New Continental/Navy Full-time Employees

You are eligible for a variety of benefits. Attached is information briefly explaining the basic and optional insurance coverage, TEXFLEX, retirement plans, and educational benefits.

You have 30 days from your date of hire to make optional insurance coverage elections and changes and to enroll eligible dependents in the Group Benefits Plan optional coverage without evidence of insurability. If you enroll in optional benefits after your initial date of employment, your election will take effect on the first day of the following month.

You have 60 days from your date of hire to make health insurance coverage elections and changes and to enroll eligible dependents in the Group Benefits Plan health coverage. Your health benefits will start the first day of the month following the 60 day waiting period if you elect coverage during those 60 days. If your 60th day of employment falls on the first day of the month, your coverage will start that day. The waiting period also applies to the optional dependent health coverage.

The above mentioned election timelines for optional and health insurance coverage are set by the Employees Retirement System of Texas which administers the Group Benefits Plan. They are not linked to the CTC training period for new employees.

GROUP BENEFITS PLAN

EFFECTIVE SEPTEMBER 1, 2015

(HR Policy 505)

BASIC BENEFITS PACKAGE

Provided by the Employees Retirement System of Texas (ERS):

·  Health Coverage

o  At no cost to the employee unless Wage Determined or working in a position budgeted for less than 30 hours/week.

·  $5,000 Term Life Insurance

·  $5,000 Accidental Death & Dismemberment Insurance

Provided by Central Texas College, also at no cost to the employee:

·  Term Life Insurance at 1x your annual salary

·  Accidental Death & Dismemberment at 2x your annual salary

Coverage starts the first of the month after the 60 day waiting period. If your 60th day of employment falls on the first day of the month, your coverage will start that day

Employees have 60 days from date of hire to elect the basic benefits package.

WAGE DETERMINED EMPLOYEES: EMPLOYER HEALTH INSURANCE PREMIUMS WILL BE CHARGED AGAINST HEALTH AND WELFARE WAGES.

EMPLOYEES WORKING IN A POSITION BUDGETED FOR LESS THAN 30 HOURS/WEEK: 50 PERCENT OF EMPLOYER HEALTH INSURANCE PREMIUMS WILL BE CHARGED AGAINST EMPLOYEE WAGES.

TOBACCO USER PREMIUM

Under state law, GBP health insurance members and/or covered dependents who use tobacco items will pay a Tobacco User Premium of $30 per person up to a maximum of $90 more per month. See Health Benefits section of ERS New Employee Benefits Guide for premium cost.

Tobacco cessation programs are available. Please contact the Employee Benefits Office for more information or visit www.ers.state.tx.us/Employees/Programs/Wellness.

Upon election of health, employees will be required to certify if they and/or their dependents are tobacco users.


WAIVING THE BASIC BENEFITS

·  Waive Basic Benefits with Opt-Out Credit.

ERS provides a credit of $60.00. At this time, this credit can only be used to cover dental and/or Accidental Death & Dismemberment (AD&D) monthly premiums. It is effective the first day of the month following the completion of the 60 day waiting period from date of hire.

·  Waive Basic Benefits without Opt-Out Credit

Non-Wage Determined Employees: $.25 per hour, based on regular work hours, effective the first day of the month following the completion of the 60 day waiting period from date of hire.

Wage Determined Employees

No reduction in Health and Welfare wages.

OPTIONAL BENEFITS (ENROLLMENT IN HEALTH COVERAGE IS REQUIRED)

Employees have 60 days from date of hire to elect health coverage for dependents.

·  Dependent Health

OPTIONAL BENEFITS (ENROLLMENT IN HEALTH COVERAGE IS NOT REQUIRED)

Employees have 30 days from date of hire to elect optional benefits

·  Dependent Life

·  Dental Plan (from 3 available plans)

·  Optional Term Life (up to 2 times annual salary)

·  Voluntary AD&D Insurance (up to $200,000). Active duty military are not eligible for this coverage.

·  Short Term Disability

·  Long Term Disability

·  Texflex

·  Optional Term Life Insurance (3 to 4 times annual salary) will require evidence of insurability (EOI)

After the first 30 days for optional coverage, and after the first 60 days for health coverage, ERS allows changes only for the following events:

·  During the ERS Annual Enrollment period (usually during July) you may make changes to your coverage to start with the new plan year beginning the first day of September. You may add or delete coverage. However, some coverage and options you elect will require evidence of insurability.

·  If you have a Qualifying Life Event such as a marriage, divorce or a birth, you can

make changes to your coverage within 30 days of the event. Again, some coverage and options will require EOI.

TEXFLEX (TAX-DEFERRED PROGRAMS):

Flexible Spending Account-Day Care (Child and/or Adult care)

Flexible Spending Account-Health

·  No administrative fee for plan year 2016.

·  ADP will issue debit card to participant who enrolls in a TexFlex health care account. There is no fee for the cards.

·  During the plan year, the maximum contribution amount for a TexFlex health care account is $2,550 and the minimum is $180. It can be increased or decreased due to a change in marital status, such as a divorce or during the plan year with a qualifying life event.

Payment of pledged amount for the Flexible Spending Account-Health ends if the employee terminates during the plan year.

·  Participants can carry over up to $500 from the previous plan year into the new plan year. Any amount over $500 will be forfeited. The Flexible Spending Account-Day Care pledge ends the last day of the month that the employee terminates employment or day care is no longer needed. No further payments are required.

·  The Flexible Spending Account-Day Care does not allow for roll-over of unused pledge money to the next plan year. This account has a grace period, so money can be used through November 15, 2015.

COBRA (HR Policy 510)

Employee has the option to extend elected health and/or dental coverage for up to 18 months after termination with CTC. The employee is responsible for payment of the premium. Dependents may be eligible for COBRA coverage if dropped from the employee’s health coverage.

TEACHERS RETIREMENT SYSTEM OF TEXAS (TRS):

(HR Policy 530)

·  Mandatory enrollment at first day of full-time hire.

·  Employee contribution is 7.2%

·  State contribution is 6.8%

·  After 5 years of full-time membership in TRS, the employee can receive a monthly annuity from TRS at retirement age if contributions are not withdrawn from TRS.

·  Employee forfeits state contribution if he/she withdraws contribution.

·  After 5 years full-time membership in TRS, the employee may be eligible to purchase military service or eligible out-of-state service in public education.

·  Faculty, Librarians and certain professionals and administrators may elect the Optional Retirement Program in lieu of TRS within 90 days of becoming eligible (HR Policy 535).

EDUCATIONAL BENEFITS (HR Policies 555)

·  Benefits are available after successfully completing initial training period.

·  Employee is eligible to take a maximum of six CTC courses per academic year. Eligible dependents are also entitled to take a maximum of six CTC courses per academic year.

·  100% of the tuition and fees (to exclude special fees) will be paid for CTC courses. CTC will pay 50% of the tuition only for dependents.

·  Employee/Dependent must receive a grade of “C” or better. If not, or course is dropped, employee must reimburse CTC amount of benefit received.

·  Grades have to be turned in to the Employee Benefits Office within 30 days after completing the course each semester.

·  After receipt of benefits, the employee must remain employed with CTC six months after completion of course. If not, the employee will be required to reimburse CTC the amount of benefit received.

To take classes at other institutions (employees only):

·  Employee must be employed full-time with CTC for at least one year. After receipt of benefits, the employee must remain employed with CTC one year after completion of the course. If not, the employee will be required to reimburse CTC the amount of benefit received.

·  CTC will pay tuition and fees as follows: < 5 years = 50% of tuition and fees up to $250.00 per term/semester, maximum of 3 courses per academic year.

·  > 5 years = 50% of tuition and fees up to $500.00 per term/semester, maximum of six courses per academic year.

Employees on educational benefits are eligible for a twenty-five percent discount at the CTCD Bookstore for the required text books. Dependents are not eligible for this discount. Employee must receive a grade of “C” or better or reimburse amount of benefit received.

CHIP (Children’s Health Insurance Program)

CHIP is a federal program that CTCD employees can apply for. CHIP is not ERS connected. Approval or being dropped from CHIP or Medicaid is a QLE (qualifying life event). Being denied for CHIP or Medicaid is not a QLE. If interested in this program, please visit the CHIP website, http://www.chipmedicaid.org/.

TEXASAVER 457 (HR Policy 526)

This Individual Retirement Account is a voluntary IRA and is available only to employees who are enrolled in ERS, either in waived or non-waived status. If interested in this program, please contact the Employee Benefits Office for more information.

403(b) (HR Policy 525)

This Individual Retirement Account is a voluntary IRA and is available to all employees of Central Texas College regardless of employment status. If interested in this program, please contact the Employee Benefits Office for more information.
