SPECIFICATIONS

It is the intent of these specifications to describe water meters and water meter reading system as follows:

ITEM #1 -NEPTUNE TRIDENT T-10 WITH PROREAD AUTODETECT REGISTER SYSTEM OR ROCKWELL SR II WITH AMR SYSTEM - cold water meters 5/8 x 3/4” encoder register unit, which simultaneously encode the six (6) most significant digits of the meter reading for transmission through a remotely located receptacle or to the meter interface unit (MIU) for radio reading. The register shall have a full test sweephand dial divided into gradients of the 1/10th of the units of registration. The register shall employ a leak detection indicator on the dial face. Outside receptacle is not to be included in bid price.

THE FOLLOWING INFORMATION APPLIES TO ITEM #1

Meter casing shall be ENVIROBRASS II lead free brass with plastic measuring chamber and frost-proof cast iron bottom. No meters utilizing frost plugs will be accepted.

Only displacement meters of the flat nutating disc type or equal will be

accepted.

ALL METERS SHALL READ IN GALLONS

Bid Quantity - Five hundred (500) more or less.

Twenty (20) gallons per minute capacity.

Bid price shall include tail pieces and rubber washers.

Delivery to Latham Water District, 347 Old Niskayuna Road,

Latham, New York 12110.

Price to be guaranteed for one year from award.

ITEM #3 – METER INTERFACE UNIT (MIU)

The MIUs must be compact electronic devices, attached to the water meters. They shall encode consumption and tamper information, then transmit this data and other information to a remote reading device. They shall be compatible with absolute encoders registers.

The same RF MIUs must be read using the Walk-by System, with a handheld computer equipped with a radio frequency interface unit.

The MIUs must be compatible with Neptune ARB V and ProRead, or equal absolute encoders.

The MIUs must work in the system specifications defined in the above sections.

Bid Quantity: Hundred (100) - Neptune R900V3 Std. Wall Radio Transmitter

Bid Quantity: Ten (10) Neptune R900V3 Pit Type Transmitter, with 25 ft. of sealed

wire attached.

The contractor-vendor will furnish new factory built/assembled units complete and ready for installation.

All components of the meters and new reading system shall be serviced at the factory where they will be checked for mechanical operation prior to delivery to the Latham Water District.

Vendor shall have, or provide for, a complete component spare-parts list with said parts available to the Latham Water District

The manufacturer shall warrant his product to be free from defects in workmanship for a period of one (1) year from date of installation.

Warrantees and guarantees by the supplier(s) of various components, in lieu of single source responsibility by the plant manufacturer, shall not be accepted.

In the event that a meter or reading system component should fail to perform as to specifications during the warranty period, the manufacturer shall provide a replacement unit or repair said unit at no cost to the Latham Water District.

All meters must be production meters for a minimum of three (3) years.

Town of Colonie, Latham Water District regulations only allow for installing Neptune OR Rockwell meters.

Method of Award: The Bid will be awarded on Grand Total for Item 1 and 2 or Item 1, 2, and 3. The award shall be made on the total of quantities listed herein.

In addition to those quantities listed, vendor shall list a unit cost for additional meters and each MIU type should they be required. These prices shall be firm one (1) year from the date of award of this contract.

GENERAL INFORMATION

Time of delivery shall be stated on proposal, this being a vital factor in awarding of bid.

PRICE QUOTED SHALL BE F.O.B. DESTINATION - Latham Water District, 347 Old Niskayuna Road, Latham NY 12110.

The Town of Colonie is exempt from all taxes.

The Town of Colonie reserves the right to purchase more or less than the estimated quantities stated.

Term of Contract: Date of award until December 31, 2006.

This proposal may be renewed for two (2) additional one (1) year periods at the same pricing for the term of contract for the year 2007 and 2008 by mutual consent of both parties.

All communications relative to this bid shall be in writing.

Non-Appropriation Clause - Notwithstanding anything contained in this bid to the contrary, the Town of Colonie shall not be deemed in default under the bid in the event no funds or insufficient funds are appropriated and budgeted for or are otherwise unavailable by any means whatsoever in any fiscal period for the implementation of this bid. The Town of Colonie will immediately notify the Bidder of such occurrence and this bid shall terminate on the last day of the fiscal period for which appropriations were received as to the portions of expenditures herein agreed upon for which funds shall have been appropriated and budgeted or are otherwise available.

The Director of General Services reserves the right to reject any/all bids and in the case where two or more responsible bidders submit identical bids, he reserves the right to award the contract to any of such bidders, pursuant to SECTION 103d of the General Municipal Law.

SEALED BIDS shall be plainly marked - “BID ON WATER METERS AND WATER METER READING SYSTEM FOR THE YEAR 2006 - LATHAM WATER DISTRICT”, and submitted to the Purchasing Department, Memorial Town Hall, PO Box 508, 534 Loudon Road, Newtonville, New York 12128. Any bid not so marked automatically becomes VOID.

Any deviations from these specifications, if fully explained in a bid letter, shall receive full consideration if to the best interests of the using agency.

The above shall be completely serviced and ready for operation on delivery.

Bidders will use the attached bid sheet provided.

Bidders shall sign the attached Non-Collusion form.
