This Request for Quotation is open to all legally-constituted construction companies that can build the requested 3 underground cellars in Khulm district of Balkh Province and have legal capacity to build through an authorized representative.

  1. ProjectBackground

The Afghanistan National Horticulture Development Organization (ANHDO) is a non-governmental organization registered under the laws of Afghanistan for the support and development of the perennial horticulture industry of Afghanistan.

ANHDO is implementing the Horticulture Value Chain Project (HVP)(in synergy with HPS), planned as successive support to some actions formerly implemented by the PHDP-II or to organizations formerly assisted by the PHDP-II. Hence, the HVP design has the advantage of building on the experience and outcomes in horticulture development made by the PHDP and PHDP II projects. The HVP overall objective is to “Contribute to the uplifting of horticulture (yields, quality standards, market value and enhancement of capabilities of the private sector, through specific pilot actions in target areas)”.

The objective of this RFQ is to identify theConstruction Company who can build 3 Underground cellarsin Khulm district of Balkh province with all the above mentioned specifications. The selected vendor is expected to buildthe mentioned cellars in due date with given specifications.

The deadline for submission of questions is 6th,October, 2017, 09:00 AM local time.

  1. Content of quotations

Quotations should be submitted in a single envelope whenever possible, depending on file size. Quotations must contain:

a)The quotation should be cumulatively for three underground cellars.

b)In response to the requirements outlined in the specifications should comply with:

  • The bidder shall be required to quote for all items.

c)Price quotation, to be submitted strictly in accordance with Price Quotation Form.

Quotation must be signed by the company’s relevant authority and submit in envelop to the main office of ANHDO.

  1. Instructions for submission

Quotation should be prepared based on the guidelines set forth in Section IV above, along with a properly filled out and signed price quotation form, are to be sent in sealed envelope (not through email)to the address indicated below, no later than 6th, October 2017, 09:00 AM Kabul local time.

  1. Overview of Evaluation Process

Quotations will be evaluated based on the compliance with the technical specifications and the total cost of the goods (price quote).

Following is the evaluation criteria for the quotations received:

  • Company registration with Government and submission with the RFQ
  • Quality proof for the implementation of same project with other organizations.
  • Bank Guarantee for the above project (10% for the awarded company).
  • Official bank account details.
  • Inclusion of 2% Government tax in the quotation.
  • As per Afghanistan Central Bank policy the quotation should be on local currency (Afs).
  • All these three underground cellar should be started on the same time.
  • The project handover should be within one month.
  1. Award

ANHDO shall award the project to the companywith the lowest price and quality bidder whose bid has been determined to be sustainable with the bidding documents.

  1. Payment Terms
  • ANHDO payment terms are based on the completion and appraisal of work in the field.
  • Payment should be based on to the Bank transfer or chique.
  1. Zero Tolerance

ANHDO has adopted a zero-tolerance policy on gifts and hospitality. The construction companies are therefore requested not to send gifts or offer hospitality to ANHDO staff.
