Affordable Housing Program Information

  1. What is an Affordable Housing Community?

We have designed this community under an affordable housing program offered to us by your state and other local agencies. The affordable housing program that we work within was designed with middle-income families in mind. This program gives us the ability and opportunity to create high-quality housing at more affordable rents than comparable communities.

  1. Affordable Housing Programs – Just how do they work?

There might be some confusion as to how the program works, so lets try to clear things up. First of all, the rental rate of the apartment is not based on a percentage of your income. There are income limits that apply to the rental of these apartment homes. The limits are derived from a percentage of the average income level of all residents who live in your geographic area. Under the affordable housing program, the maximum allowable income is based on the total number of people to occupy your apartment home and the combined gross income of all persons to occupy that home. The rental rate is based off the average income, including an allowance for utilities.

  1. What determines my income profile and eligibility for

Affordable Housing?

You will be asked to complete forms that request your income level, family size and financial assets. These factors determine your eligibility to lease an apartment home under the affordable housing program. If your income qualifies after third party verification, the owner or manager of Quest Asset Management, Inc. will process your application further, using standard screening policies and procedures.

APARTMENT COMMUNITY RULES & POLICIES

  1. ALCOHOLIC BEVERAGES: No open containers or consumption of alcoholic beverages are allowed in the common areas.

2.ANIMALS: We accept small animals: cats and dogs 25 lbs and under. No Exotic Animals are allowed (including mammals, reptiles, rodents, and insects), even temporarily, anywhere in the apartment or apartment community unless so authorized in writing by management. If we allow an animal, you must first sign a separate animal addendum and post a refundable animal deposit. The refundable animal deposit is $300.00. No “Animal Sitting” even on a temporary basis will be permitted. The resident will be fined up to $100.00 for the first day and $10.00 for each additional day until the illegal animal is removed. Charges will be assessed for any damages caused by the animal. The fine will be taken out of any monies received for rent before rent will be deducted. You are responsible for animal’s actions at all times.

  • Resident and all co-residents will be jointly and severally liable for the entire amount of damages caused by your animal, including all cleaning, treatment for fleas, and deodorizing. This provision applies to all parts of the apartment, including carpets, doors, walls, drapes, wallpaper, windows, screens, furniture, appliances, as well as landscaping and other outside improvements. If items cannot be satisfactorily cleaned or repaired, you must pay us to replace them completely. Payment for damages, repairs, cleaning, replacements, etc. are due immediately upon demand.
  • Animals may not be tied or chained to any fixed object anywhere outside the apartment.

3.APARTMENT TRANSFERS: Occasionally residents choose to transfer from one apartment to another within an apartment community. A transfer will be handled in the following manner:

If your current lease term has not expired:

  • You must notify management of your desire to transfer and give written notice to vacate your present apartment.
  • You must provide a security deposit on the unit you will be transferring to.
  • The security deposit on your current apartment will be refunded to you after the walk-though inspection has been done (less any cleaning and damage charges). The inspection and refund of your original deposit will be done within 30 days.

If your current lease term has expired:

  • You must give a written notice to vacate your present apartment.
  • You must provide a security deposit on the unit you will be transferring to.
  • The security deposit on your current apartment will be refunded to you after the walk-through inspection has been done (less any cleaning and damage charges). The inspection and refund of your original deposit will be done within 30 days.

4.BBQ GRILLS: The resident shall not keep or use any flammable materials in their apartment. All barbeque grills in use must be at least 10 feet from any building per City codes. Any violation of this code carries a $50.00 fine and possible termination of lease. Fire laws and insurance requirements prohibit the use of barbeque grills in breezeways, on balconies, or on patios. Lighter fluid and flames are potentially hazardous to items such as boxes, furniture, and the building.

  1. CHILDREN – Children must be accompanied by a parent or legal guardian when playing outside at all times. The playground hours are 8:00 am to 8:00 pm.
  • No Children Are allowed outside at any time without the supervision of an adult. These rules are upheld strictly for the safety of the children themselves, as Quest Asset Management, Inc. will not be liable for any injuries to a child due to negligence of the parent to supervise them.
  • All children, Seventeen (17) and under will be in their apartments no later than ______p.m. during the winter months and no later than ______p.m. during the summer months.
  • All children, seventeen (17) and under are to be inside the apartment after school lets out. Children may be allowed to check the mail or bring payments into office if directed by the parent, but must return home after doing so. If children are observed without supervision for any other reason, the parents will be given a violation notice, on the third notice we will be forced to start eviction proceedings.
  • If a member of our staff sees a child playing in a manner that is physically dangerous or damaging to the community, that staff member may escort the child home and inform the parents of the situation. If the child cannot be identified or is unsupervised, we may keep the child in the office until the parents are located.
  • Parents can be held personally responsible for property damage caused by their children.
  • Since unattended children are at great risk for injury or abduction, please teach your child personal safety rules. Our community policies do not allow parents or guardians to leave children under the age of 13 without adult supervision. We are obligated to report unattended children to child protective agencies.
  • Children under the age of 15 are not permitted in or around the following areas unless accompanied by an adult 18 years of age or older.

Vending machines – because of the tendency of a child to stick foreign objects in the coin slots.

Office – unless directed by the parent to make a rent payment.

  • Children are not permitted to skateboard, roller blade, roller skate, or bike ride in the following areas:

  • As per the Texas Family Code of the Texas Apartment Association, Inc., under the Section 41.001. LIABILITY and Section 41.002. LIMIT Of DAMAGES:

A parent or other person who has the duty of control and reasonable discipline of a child is liable for any property damage proximately cause by:

1)The negligent conduct of the child if the conduct is reasonably attributable to the negligent failure of the parent or other persons to exercise that duty; or

2)The willful and malicious conduct of a child who is at least 12 years of age but under 18 years of age.

  • ______has the right to recover the costs for damage caused by willful and malicious conduct including but not limited to breaking windows, destroying plants, gutter damages, etc. we have the right to recover the cost of damages up to $25,000 per occurrence, plus court costs and reasonable attorney fees.

6.COMPLAINTS: Any complaints regarding services of property must be made in writing to the Manager.

  1. CURFEW: A general curfew for ALL residents, occupants and guests will be ______p.m. Sunday through Thursday and ______p.m. Friday and Saturday.

8.DECORATING: Inside your apartment, you have the freedom to decorate in any manner such as hanging pictures. However, in order to receive a refund on your security deposit, you must return the apartment to its original condition. If you fail to do so, you will be charged appropriately - this includes the removal of shelf-paper, tub or shower decals, shelf brackets, hooks, towel holders, borders, or paint sealers to cover dark or unusual shades of paint. No alterations may be made to your front door or the entrance to your apartment other than a decorative wreath. We encourage you to use a front door mat, but we will remove mats that are not designated for outdoor use such as automobile mats. Holiday decorations are allowed but must be removed within two weeks of the holiday.

9.FIRE: Fires are a serious problem in apartment communities – much more so than in a single family dwelling due to the number of families living within each building. Though damage is usually confined to immediate property loss and damages, loss and damage of personal items can be quite an emotional experience. Most often fires are started through carelessness with cooking grease, matches, cigarettes, and fireplaces, many fires can be avoided by using caution and common sense. We recommend the following:

  • Let cooking grease cool then pour into a metal can or ceramic grease container.
  • Monitor children carefully. Do not let children cook on the range.
  • Keep lighters and matches out of reach of children.
  • Avoid cooking while intoxicated, medicated, or sleepy.
  • Rather than trash cans, use an empty metal can to dump ashtrays into.
  • Do not remove smoke alarm or smoke alarm battery. Test alarms monthly to make sure they are still functional. Notify management immediately of a non-functioning smoke alarm.
  • Do not put gas operated tools or vehicles (motorcycles, lawn mowers, trimmers, etc.) inside the apartment or under stairwells.

10.FITNESS ROOM: The fitness room is provided for the enjoyment of all residents. Help us keep the fitness room clean and safe by remembering the following policies for your safety and enjoyment and the safety and enjoyment of others:

  • Attendants are not provided. Use the fitness room at your own risk. Management is not responsible for accidents or injuries.
  • Please check with your physician prior to use of the fitness room. Use of the fitness room is not recommended for individuals consuming alcoholic beverages or taking medications, or persons with heart or other serious medical conditions.
  • Keep body clear of weights and other moving parts when using fitness equipment.
  • Do not make repairs on fitness equipment. Please report needed repairs to the management office.
  • Do not use, adjust or operate fitness equipment beyond your physical limitations.
  • Children under the age of 17 are not permitted in the fitness room unless accompanied by an adult 18 years of age or older.
  • Please report vandalism and unauthorized users.
  • Do not remove fitness equipment from the fitness room.
  • Do not leave personal items in the fitness room. Management is not responsible for lost or stolen articles.
  • Respect others by keeping noise to a minimum and by disposing of trash properly.
  • Residents or guests failing to comply with these instructions may lose privileges to use the fitness room and any equipment.
  • In case of emergency, dial 911.
  1. FREEZING WEATHER: In the event of severe, freezing weather, your apartment community will post FREEZE ALERT signs and will distribute instructions to reduce the risk of frozen pipes.
  1. INSURANCE: Residents should obtain their own personal property insurance to cover their personal belongings. Management will not be responsible for actions of resident, resident’s family members, guests or others causing damage to or loss of resident’s personal belongings.

13.KEYS AND LOCKS: Management must retain a key to each apartment. Resident may get a key from management. Management will not issue keys to a resident’s guest without written permission from the resident. We will not allow anyone access to your apartment without your prior written consent. This includes family, friends, delivery, and repair services. The care and maintenance of the keys and locks to your apartment is of critical importance.

  • Our staff will be happy to make a duplicate of your apartment key one time at no charge. After the first time, key charges will be $4.00 each.
  • If you lose your apartment keys or suspect your keys have been stolen, and wish to have your lock changed, we will do so for a charge of $25.00 per lock, which will include two keys.
  • After office hours, a charge of $25.00 will be assessed for lockouts. Residents must provide identification before the staff can allow them access to an apartment.
  • No resident shall alter any lock or install a new lock on any door leading into their apartment without prior consent of management. If such consent is given, resident shall provide management with a new key to all locks immediately after installation. Any locks changed without consent will be drilled out at the resident’s expense and changed to our property lock.
  • Take precautions with your keys. Do not hide a key outside your apartment. Do not give your keys to acquaintances. Do not put your address on your key ring. Keep your car keys and apartment keys on separate rings.
  • Your apartment is provided with latches on every window and a deadbolt and keyless lock on every exterior door. If your apartment has a sliding glass door, it is equipped with a handle latch and one additional latching device, either a pin lock, a charley-bar, flip latch or screw latch. We strongly recommend that you keep all windows and doors locked at all times. Immediately upon move-in, check all of the above and report any broken, missing, or unserviceable items to the office.
  • You may install additional window latches at your own expense and risk.

14.MAINTENANCE REQUESTS/EMERGENCIES: Maintenance requests will be completed in a timely manner. Non-emergency requests will be completed between 8:00 am and 4:00 pm, Monday through Friday, excluding holidays. Maintenance requests will be handled after office hours if they are emergencies. We define EMERGENCIES as situations which present a danger to persons or property. The list below constitutes examples of emergency requests:

  • Fire
  • No electricity
  • Broken or non-working exterior doors, locks, windows
  • No heat (when outside temperatures are below 50 degrees)
  • No air conditioning (when outside temperatures are above 90 degrees)
  • No water
  • Commode not functioning properly (when only one in an apartment)
  • Flooding
  • Broken pipes

After office hours, emergency maintenance requests can be reported by paging the maintenance employee that is on duty at the time. The pager number is:

  1. OCCUPANCY RESTRICTIONS: All occupants of a residence must be shown by name on the current lease. At no time will a one bedroom home be occupied by more than two persons, a two-bedroom home by more than four persons or a three-bedroom home by more than six persons.

16.OVERNIGHT GUESTS: “Overnight Guests” are defined as persons staying less than five days per month. No more than 3 guests are allowed in any apartment at any given time. The resident must advise management in advance of anyone staying beyond this limit. Violation of this provision is grounds for termination of the Lease Agreement and eviction of the residents.
