The Ministry of Public Service and Labour (MIFOTRA) wishes to recruit the civil servants on the following vacantpositions:

  1. Planning Officer

  1. Prepare strategies and plans for the Ministry;
  1. Ensure that the Ministry action plan and budget are prepared in a timely manner and according to professional standards
  2. Develop guidelines and procedures to report on the implementation and impact of budget execution and procurement plan.
  3. Support the development, monitoring, implementation and update of Ministry’s action plan
  1. Prepare reports
  1. Assure quality Reports that are accurate, clear and informative.
  2. Work with all Units and Programs to ensure reporting deadlines prior to final submission are met and consolidate the Ministry’s quarterly and annually report;
  3. Proactively track documents due and completed and provide targeted support to Units and Program in cases deadlines are not going to be met.
Liaise closely with the Finance Unit, for validation of financial
1.reports.
  1. Consolidated budget from different units and ensure the linkage between the plans and the budgets
  2. Provide support in the Preparation of the MTEFs
C. Establish institutional relationship with Local Government
1. Ensure the integration of sector policies and strategies in the DDPs
2. Provide support to Local Government (financial, technical advisory)
3. Monitor the implementation of sector policies by Local Government
D. Organizational learning and capacity building
1. Provide regular feedback to the Management to improve quality of documents at their source.
2. Maintain a list/database to track Planning, Monitoring and Evaluation and Reporting (PMER) capacities of all staff
3. Contribute to training on good PMER practices of all staff. / A0 in Economics, Project Management, Management, Development Studies, Business Administration

2. Statistician /
  1. Prepare strategies and plans for the Ministry;
  1. Collect the data and evidence for elaboration of sector policies , strategies and plans;
  2. Cross check and triangulate the Ministry self-reported figures with publically available sources – including any studies or surveys conducted corresponding to the same period of reporting;
  3. Working closely with the Consultant (Data Analyst/ Statistician), provide support in terms of obtaining clarifications from the respective National Societies where there are any discrepancies. Document any discrepancies, differing KPI definitions used by National Societies, and sources of data (i.e. estimation, or a specific way/ system of calculating and reporting – including the date that such data becomes available in each National Society)
B. Analyze and strengthen statistical data base of the institution
1. Ensure availability of statistical data for policy making
2. Evaluate the impact of the implementation of policies and programs / A0 in Statistics, Applied Mathematics, Economics

3.Human Resource Capacity Development Policy Specialist / - Ensure the identification of skills development needs of Public Servants and the development of their Capacity Development plans and oversee their implementation,
- Ensure that job descriptions for each job position in Public Institutions are available with clear proficiency levels as well as identification of competencies that cut across job families and define career progress a staff can go through within an occupation category during one’s career;
-Ensure the roll out and the mainstreaming of the Competency Framework in the entire Public Service,
-Provide technical support to the Public Service institutions to mainstream the Competency Framework in their operations,
-Liaise with Public Service recruitment, training and capacity building agencies to facilitate the implementation of the Competency Framework,
-Participate in the review and the improvement of the performance management system to ensure its alignment with the framework and Results Based Performance Management,
-Collaborate with Public Service training institutions in the development of curriculum for identified competency gaps,
-Oversee the implementation, monitoring, evaluation and reporting on the implementation of Staff Capacity Development plans and their Competency Framework / A0 in Human Resources Management, Public Administration or Administrative Sciences, Management with 3 years of working experience in Human Resources CapacityDevelopment; Or Master or Equivalent in Human Resources Management, Public Administration or Administrative Sciences, Management

4.Reform Policy and Organizational Structure Officer / - Collaborate in these matters with the experts of the pool in charge of the Reform and of the Modernizations of the Public services and with the other concerned organizations such as the Public service Commission, RMI, , etc.
- Submit the propositions of texts to the MIFOTRA’s authorities for advice and comments – Amend the policies accordingly
- Present and monitor the final versions to transmit to the Cabinet – Take into account the decisions to introduce the corresponding amendments and/or to have them officially edited
- Watch to the correct dissemination of political texts that have been adopted at all level of the public services
- Cooperate with IPPIS, with the expert in charge of updating the legal framework and with the expert in charge of norms and procedures in order to amend the corresponding supports he/she has in charge to update in order to adapt them to new orientations given by the above policies / A0 in Public Administration or Administrative Sciences, Economics, Development Studies, Public Policy, HR Management, Political Sciences, Management / 1
5.Public Service Inspection and Advisory Services Officer / - Conduct Public Service Inspection to provide assurance about
whether standards in P S are being met and to contribute to their
improvement
- Working closely with the Public Service Commission in the field
of disciplinary sanctions
- Providing advice on procedures and work related disputes
submitted to the MIFOTRA and providing advice to the decision
makers
- Drafting relevant letters that has to do with P .S management as
may be deemed necessary by the top authority in the Ministry.
/ A0 in Law, Political Sciences,Admini-strative Sciences, Public Administration, Human Resources Management / 1
6.Occupational Safety and Health Officer / -Elaborate the national policy and strategies to develop the Social Security of workers (retirement pension and benefit, etc) and of security at work (prevention of accidents, of professional diseases (including HIV prevention)
-Develop and implement the strategies and programmes to promote the sensitisation of employers and workers in matter of security and health at work
-Organise sensitisation operations for the workers in matter of fight and prevention against HIV/AIDS - Propose the installation of reception cells inside enterprises (according to their dimension) to keep inform the workers
-Consolidate the data and produce periodical statements on the Social Security / A0 Public Health, Health & Environmental Science, Health Administration, Occupational Health and Safety, Labour Psychology / 1
