  1. MINI-GRANT AWARDS

Ron Bridgeman, Anderson County Chamber Education Foundation co-chair, recognized and presented certificates to each mini-grant award winner. Education Foundation Board members attending the award presentation wereSusan Fowler, Robin B Biloski, Jackie Nichols, Denise Wilburn,Marty Anderson, Steve Clapp, Gloria Robinson, and Kelly Lenz. Clinton City Board of Education members attending were Director of Schools Vicky Violette and Tim Bible. Mr. Bridgeman announced a $10,000 donation to the foundation by Hicks Construction. A complete list of monetary amounts awarded will be online on both systems’ web sites. Those receiving mini-grants are:

  1. CALL TO ORDER –Dr. Burrell, chairman, called the meeting to orderat 6:35PMas a regular monthly meeting of the Anderson County Board of Education. Greg Crawford led the board in the Pledge of Allegiance.

IV.RECOGNITON OF GUESTS

  1. Partner recognition – Norris Elementary Wetland Project – John Byrd presented a slide show highlighting the NorrisElementary School wetland project. Jess Anne Cole, Principal, mentioned it had been an eight year dream to build thewetland. Certificates were presented by Dr. Burrell to honor some of the key people involved with the project:Gary Long, Junior Tucker and Fred Lively, Anderson County Highway Department;Steve Forbes and Berny Ilgner, Arcadis;and Robert Spurling, Bechtel Jacobs.

  1. FreshmanAcademy – ClintonHigh School – Eric Hill and Jennifer Beavers shared the academy’s accomplishments and goals with the Board. The Academy has grown from 40 ninth graders in 2004 to 254 in 2007-2008. English End-of-Course passing rates are on the rise; more students are enrolling in upper level math courses and the academy has had a positive effect on math Gateway scores. They plan to adapt the academy to include all ninth grade students and continue working toward a student-focused curriculum that meets the needs of every ninth grade student. Academy instructors would like to see additional Math and English teachers to include all ninth graders in the program along with an administrator dedicated to the FreshmanAcademy.

E. FreshmanAcademy – AndersonCountyHigh School–Greg Deal, Anderson County High School Principal,mentioned they have only had the academy for one semester and don’t have the data to look at scores. He supports year long classes in English and Algebra for freshman students because data shows ninth graders do better with a full year in those classes and, if you do well your ninth grade year, you’re more likely to graduate. It also makes a better transition between middle school and high school. Jenny Martin, counselor, wants to push for harder courses, and laying a foundation in ninth grade is an answer. She also said we’re looking at ACT scores now more than ever, and that’s what our students will be judged on.

Greg Faye, local business leader, stated he is a recipient of the schools’ investment in the FreshmanAcademy and it’s a success story. It’s an absolute amazing program.

VIII. COMMENTS FROM THE CHAIR

A.Joint Venture – January 13 and 14 in Pigeon Forge. 100% attendance is required. Board members should let Mr. Stonecipher or Dr. Burrell know if they have topics to be discussed.

B.Dr. Burrell requested a letter of thanks to Nancy Williamson, Oneida Special Schools and to Jenny Richter, Oak Ridge City Schools for their help in evaluating our Board for the Board of Distinction award.

C.Junior Achievement building – the dumpster situation has been corrected. An open house is scheduled on Thursday, February 21 from 4:00 – 8:00 PM. Dr. Burrell encouraged the Board and staff members to attend.

IX. DIRECTOR’S REPORT

A. The Board of Distinction award will be presented at the January meeting.

A. Transportation -Mr. Stonecipher noted he wanted only to make a statement, there is no action to be taken at this time. Most of the bus contractors are in theirfourth year of the contract and the price of fuel has escalated. Some operators are making big sacrifices – we understand they’re hurting and are trying to see their contract through. He doesn’t know if there’s anything we can do at this point, but he wanted the board and public to be aware of their issue. Glenda Langenberg asked if bids were submitted by route or miles. Andy McKamey, transportation director said the contract was bid on route description, and all routes are determined by the transportation office. Mrs. Langenberg also asked if there any students walking to school. Mr. McKamey said they have tried to address the issue with students crossing railroad tracks, and the Sheriff’s Department is working with us to educate those students. A transportation proposal will be ready in January to submit to the Board of Education.

B.Purchase computers– Johanna Whitley, Director of Technology, is excited about a new type of technology, “extend-a-box,” that will connect three computers to a card in the back of a regular computer ultimately creating four new computers. She would like to usethe appropriated $150,000 to purchase one extend-a-boxfor each kindergarten through fifth grade regular classroom. This will basically providefour new computers for each classroom. The extend-a-boxes have been tested extensively since the beginning of the year with no failures. OOT plans to provide the technology to middle schools next year and to the high schools the following year.

C. GOTRYBE–GOTRYBE is working through the Tennessee Department of Health to provide a computer program to help high schools implement the required 90 minutes of physical education per week. Student Services has applied for a fully funded grant that would allow us to participate in this program.

D. Dail Cantrell mentioned the Board has not yet done anything toward hiring a public relations person. He mentioned the Board is in need of someone to advise them of upcoming events in our schools so the board members can get to all of the scheduled events. He asked if we could fill that position or have a recommendation for hire by the January meeting. Mr. Stonecipher said he should have a recommendation by next month.

E. The joint CountyCommission/ Board of Education meeting is scheduled on January 28 and will be an evening meeting, with the location to be decided.

X. STUDENT SERVICES REPORT – Terri Ferry– no report this month. The November and December report will be combined in January.

Dr. Burrell would like Mr. Woodward to provide the Board with a projection of gross revenue compared with last year. Jo Williams would like Mr. Woodward to provide the Board with a schedule of bond indebtedness. Mr. Woodward mentioned the two EPA bonds are close to being paid out.

Dr. Burrell suggested Larry Pierce attend the negotiating workshop on Friday, January 11.
