After further discussion and review, Ms. Chris Capella-Peters made a motion to approve the request with a negative SEQRA declaration and granting a waiver from the City of Syracuse Zoning Rules and Regulations, as amended, with respect to parking. Ms. Rebecca Livengood seconded the motion. The motion passed unanimously.

After further discussion and review, Ms. Rebecca Livengood made a motion to approve the request with a negative SEQRA declaration and granting a waiver from the City of Syracuse Zoning Rules and Regulations, as amended, with respect to the sign requirements to only allow two wall signs on the kiosk. Ms. Chris Capella-Peters seconded the motion. The motion passed unanimously.

After further discussion and review, the Commission agreed to continue the Public Hearing to afford the applicant additional time to address deviations in the proposal from the City of Syracuse Zoning Rules and Regulations, as amended.

After further discussion and review, whereupon Mr. Steve Kulick recused himself from the proposal, leaving only two members eligible to act on the request, the Commission agreed to defer acting on the request until there is a fourth member of the Commission.

After further discussion and review, Ms. Chris Capella-Peters made a motion to approve the request with a negative SEQRA declaration and granting the requested waivers from the Lakefront Rules and Regulations, except for the principal frontage line requirement. Ms. Rebecca Livengood seconded the motion. The motion passed unanimously.

After discussion and review, the Commission noted the proposal deviated from the City of Syracuse Zoning Rules and Regulations, as amended, with respect to the height requirement and agreed to authorize the request for a Public Hearing.

Ms. Rebecca Livengood made a motion to reschedule the next regular meeting from September 12, 2016, to September 6, 2016, as there would only be two members available, and to authorize those cases listed for Public Hearings, including those held over or authorized from this evening. Ms. Chris Capella-Peters seconded the motion. The motion passed unanimously.
