MINUTES OF A MEETING OF CLYST ST GEORGE PARISH COUNCILon14thDecember 2016 at 8pm Held in the Village Hall, Clyst St George

PRESENT: Cllr. J.Manser (JM), Cllr. P. Bragg (PB),Cllr R. Horner (RH),Cllr. D. Baker,Cllr A. Meachan (AM) Mrs. C. Newbery (CN).13 Members of the Public.

  4. Open Forum

(a) Member of public 1 – concerned at 16/2626/FUL Grantlands – objections to original plan still relevant. The property would still be overbearing and obtrusive and the amended plans do nothing to alleviate this.

(b) Member of public 2 – 16/2753/FUL Highlands – the plans displayed not in keeping with neighbouring properties. Considerably oversized. Two farm gates have been erected on private lane. There could be problems with access in the future.

(c) Member of public 3 – 16/2753/FUL Highlands – Concerned at lack of information, appears to be a rapid progress with planning applications and work appears to have commenced. Proposed property too large and out of character with existing properties. No indication of where building will be sited. There is no indication of what is to become of the land edged blue, indications are it is intended for an existing paving/building business. Own property presently enjoys open aspect. There are two static caravans in situ, no planning permission for that and why two? The new access created also raises rights of way issues. Assurances need to be provided that there will be no interruption to our services during the building work. Will there be any restrictions on working hours.

(d) Member of public 4 – 16/2753/FUL Highlands – Oversized property not in keeping with neighbouring properties. Insufficient information in the application as to exact position of the proposed property on the site. No current application for change of use from agricultural land to domestic. The application states that the site area is 1018 sq metres. This not in line with total area of plan. No application in hand for the four large shipping containers on site, and no information for the use of the remainder of the land, edged in blue. This is presently being used for the business of Priory Paving Limited, and deliveries are continuously made to the site. Plant, machinery and commercial vehicles are presently on the site. Two static caravans already on site, one appears to be office for the business. Access generally is limited, it is a farm lane, single one track which leads directly onto the A376, which can be dangerous because of limited visibility. Cllr Howe confirmed that there was another application pending. He confirmed that it may be necessary to consult legal advice regarding the gates as the lane was privately owned and not under Council jurisdiction. 5. Correspondence – Clerk Report

(a)Correspondence with resident of Clyst Road indicating he is fit and able to erect and dissemble VAG signs.

(b)Correspondence from building company re road closure at Pensylva, Lower Lane, Ebford from 15.2.17 – 17.2.17.

(c)Letter received, also published on website, on progress of cricket net, It is anticipated Cllr Howe will update on this.

(d)Correspondence from EDDC re Council Tax Support Grant predicting a 56% reduction in formula for grant for 2017/18.

(e)Letter from Planning West granting additional time for planning consultations over the festive season. This information has been circulated.

(f)Letter from resident of Clyst Road regarding parking along the verges of Clyst Road on rugby match days requesting that as these verges are outside of the traffic permit area on Clyst Road the posts be removed to facilitate issuing parking tickets. MAS responded indicating that the permit area had been decided during original planning application when the Chiefs moved to Sandy Park.

(g)Correspondence with the PCSO regarding ownership of land in Clyst Road. He indicated that it was considered the grass verges are part of the enforcement zone and they have been taking enforcement action against vehicles parked on them.

(h)Letter from CLT requesting a meeting. A reply was sent to them indicating there was no necessity for a meeting, they should contact EDDC Planning and especially study the Local Plan. They were advised that the responsibility of the Parish Council was to support the local residents.

(i)Correspondence from member of the public regarding the Parish Council decision not to object to application 16/2484/VAR. The matter resolved and member of public informed she was entitled to object to the East Devon District Council.

(j)Correspondence with Devon County Council about the hedges along the A376 and asking they be tidied up. They confirmed this work would be undertaken when time permitted.

(k)Correspondence from East Devon District Council updating us on the adoption of phone boxes. They have now submitted our request to BT, and it was hoped BT would be in touch shortly.

7. District Councillor’s Report

Cllr Howe reported that the cricket net was subject to legal agreement, which had been principally agreed, but it was not confirmed whether this had been signed yet. Cllr Howe had received a letter from the Planning Officer issuing guidance for the Neighbourhood Plan, which was not clear. He was hopeful forfurther advice.. He stated that the Boundary Commission had put two options forward, both ofwhich, means that Clyst St George will stillin his patch. It appears that Cllr Howe will acquire Clyst Honiton, but maylose Farringdon.

8. Police Report

None available.

9. Finance: Clerk to Report

The Clerk reported that our Auditors, Plandscape and the Clerk’s salary were paid in November, and the balance in hand at the end of November had funds of £4386. Vote for the accounts ascirculated to be accepted.

Unanimous Vote.

10. Precept Requirements 2017 – Cllr Manser explained the Precept figures. He asked for

Comments : Cllr Dearsley stated she thought £2000 would be a more agreeable figure for

Neighbourhood Plan. Cllr Manser indicated the NP Steering Group would meet before the

deadline of the 23 January 2017. This matter would be an Agenda item for the next meeting

11. Parish Council Grants Policy – The proposed forms were circulated. Cllr Manser explained

the process. Cllr Dearsley discussed the necessity for publicity and a timetable

Cllr Meacham agreed. It was agreed that this matter be an Agenda item next month to

finalise the forms.

12. Preparing for Audit – DALC Course Costing £40– Unanimous vote for Clerk to attend.

13. VAS Update –Cllr Manser called for vote on approval for brackets to be purchased in the

sum of £100. He also confirmed that we now had a volunteer to undertake the Chapter 8

training. Unanimous Vote.

14. Consider quote from Plandscape – Cllr Manser confirmed there was £200 set aside for

Ditch clearing. Plandscape had quoted £250 to clear ditch north side of Ebford Lane. Cllr

Baker enquired whether this was able to be included in the Precept. Cllr Manser stated that

Devon County Council will clear the verges annually. Unanimous Vote.

15. Neighbourhood Plan – Cllr Manser confirmed he had nothing to report.

16. Higher Thatch Hedge– The Clerk reported that the owner had now been contacted and the

matter is now resolved.

17. Clock Repairs for Clyst St George Church Clock –The Clerk reported that there was an

account outstanding from March for work outstanding and another one due now, both

in the sum of £75. Asked for a vote to pay these accounts. Unanimous Vote.

PLANNING

  1. 16/2626/FUL Grantlands, Clyst St George EX3 0QJ

Amended Application:Two storey rear and side extension.

Cllr Baker confirmed that there had been a site visit.On the amended Plans:-Cllr Meacham considered the extension too large, and encroaching on the neighbours. Cllr Baker indicated the windows had been moved, but the scale was the same. He thought the original comments had been addressed in part, no change in the scale. Cllr Bragg considered that obscuredglass had eradicated part of the problem. Cllr Horner agreed with Cllr Bragg. Cllr Manser considered they had attempted to address the problem. Cllr Baker advised there was some improvement, but object on scale and amenity. Unanimous Vote.

  1. 16/2494/FUL Woodstock, Clyst Road, Topsham EX3 0DB

Application:Double Garage with storage over.

This matter has been approved by East Devon District Council.

3. 16/2563/FULSt George and Dragon, Clyst St George EX3 0QJ

Application:Renovation and refurbishment of premises including cladding of top section of building, formation of access path and installation of new cold room.

Cllr Baker stated there were structural problems. The plans were not clear some confusion between east and west. Cllr Manser disagreed with the design statement. A discussion ensued regarding the history. Cedar cladding not in keeping, and unsuitable for the property.

Cllr Baker advised object on visual image and cladding. Unanimous Vote.further information on the history of the G & D has been submitted to EDDC planning committee

  1. 16/2612/FUL – Rosario, Ebford EX3 0QN

Application: Regrading of existing garden (Retrospective Application)

Cllr Baker stated that this was a retrospective application. Cllr Bragg had no objection, but considered the fence should be shrubbed. Cllr Manser confirmed that a letter had been put up confirming that that point is being addressed. Cllr Bragg then confirmed he had no objections. Cllr Horner considered it was eyesore. Cllr Meacham thought it too high, soil should be taken off the site. Cllr Manser indicated that developers should have consulted first, he is concerned about drainage, especially in the winter. Cllr Baker agreed. Cllr Dearsley considered it intrusive and overbearing, and an amenity loss to neighbours. Cllr Baker called for a vote.

Vote : Support : Cllr Bragg, the remainder objected.

4. 16/2753/FUL Highlands, Clyst St George

Application : Construction of replacement dwelling.

Cllr Baker indicated this application was purely on the replacement dwellingCllr Howe noted there was no policy on replacement dwellings. Cllr Bragg consider the proposed dwelling was very large, would stand out on the skyline, and an overdevelopment for the site, an enormous change to what is Cllr Manser noted that access was presently along Old Winslade, the new proposed access was to be on a small lane. Cllr Horner considered too large. Cllr Meacham confirmed she thought too large, would not be against a new building, but the plan was not in keeping. Cllr Dearsley agreed with Cllr Meacham. Cllr Baker agreed the principle for a replacement dwelling, but he objected to the scale and nature of the proposed building.

Vote: Unanimous objection based on scale and impacts.

15. Councillors’ Reports

Cllr Bragg indicated a contribution toward Churchyard maintenance had been given in the past.Highway gully cleaning may be necessaryat this time of year.Cllr Howe stated that Devon County Council should be approached. Clerk was requested to write to Amanda Pitchford at theRockbeare highway depot.

Cllr Horner – nothing to report.

Cllr Meacham – only matter is Higher Thatch and mud on road. Clerk requested to write to owner requesting this be cleared regularly.

Cllr Dearsley – only matter as Cllr Meacham.

Cllr Manser reported the 40mph limit has been extended between Redlands Garage and Grindle Brook. He also reported the Ebford sign was being put up this week.

Cllr Baker – nothing to report.

The Chairmen closed the meeting and wished all present a Happy Christmas and a happy new year, on behalf of the Council.
