Diploma of Government

The Leadership program (formerly known as Wal-Meta) provides an Indigenous specific career development program, with accredited and non-accredited components. The Program is targeted at Aboriginal and Torres Strait Islander Public Sector staff employed at the AO3-AO5 level and equivalent. The 12 month program has been designed to provide participants with the relevant skills and qualifications (Diploma of Government) to advance to higher level positions within the Queensland Public Sector (QPS).

The program is comprehensive with an emphasis on proactive learning through quality on-the-job work experience, accredited and non-accredited training. The Diploma will be delivered through a flexible study mode with the use of print-based materials. All units are inclusive of the program and are compulsory to complete.

To assist culturally inclusive curriculum and improve learning outcomes for participants, most presenters will be Indigenous, however, non-Indigenous people will contribute to the Program. It specifically targets Aboriginal and Torres Strait Islander QPS employees with the drive and energy to embrace the opportunity to develop their leadership skills on a personal and professional level.

The non-accredited component of the Program is delivered through 3 x three day block training sessions. The training provided on these blocks will be tailored to meet student’s needs. Areas of study will include networking, change management and time management as well as the eleven topic areas of the Diploma of Government.

The Program fee of $5,600 is inclusive of all training including the accredited and non-accredited components. For ALL STUDENTS, each agency is responsible for organising and paying for travel to and from the venue in Brisbane and accommodation if required for the training blocks.

REFUND POLICY - For all government funded courses, a refund of the Program fee will be considered up to the start of delivery of scheduled classes (Block Training 1). After that date, there will be limited grounds for consideration of refunds, including: Illness/injury for which a medical certificate is required; Acceptance of a QTAC offer; and other exceptional circumstances forwarded in writing with the final decision by RudTek Pty Ltd. However, in exceptional circumstances students may approach the Trainers to have their case considered. THERE ARE NO REFUNDS ONCE A COURSE HAS COMMENCED.

Applicants must be of Aboriginal and/or Torres Strait Islander descent (verified by a certified Confirmation of Aboriginality and/or Torres Strait Islander descent form or a confirmation letter from an Aboriginal and Torres Strait Islander organisation/Elder), and must be committed to advancing themselves on both a personal and professional level.

AS PART OF THE FINAL SELECTION PROCESS, PARTICIPANTS WILL BE REQUIRED TO COMPLETE THE APPLICATION FORM IN FULL AND FORWARD A SIGNED ORIGINAL TO RudTek PTY LTD. (Failure to do this could result in risking selection for participation on the Program). Final selection is competitive. Departments are required to be judicious when nominating suitable/and or interested applicants, ensuring they are genuinely committed to completing the Program.

·  This unit covers the responsibility of those in public service to model and encourage in others the highest standards of ethical conduct. It includes promoting ethical standards, assisting staff to avoid conflicts of interest, and modelling and fostering integrity of conduct.

·  This unit covers supervision and performance management in accordance with the organisation’s performance management system. It includes linking individual / workgroup activities to organisational goals, setting performance expectations, measuring performance achievements, and renegotiating performance and development plans.


PSPGOV514A Facilitate change

·  This unit covers facilitation of workplace change in public sector environments where role ambiguity and uncertainty often accompany the change process. It includes planning for the introduction of change, dealing with emerging challenges and opportunities and handling ambiguity in the change process.

PSPGOV511A Provide leadership

·  This unit covers achievement of operational results and effective working relationships through leadership, feedback and support of individuals in a workgroup that may exist in the workplace, be formed for a special purpose or project, or consist of community members, volunteers, interagency members, etc.

PSPGOV506A Support workplace coaching and mentoring

·  This unit covers promotion and support for coaching and mentoring in the organisation. It includes developing a coaching/mentoring strategy, establishing a coaching/mentoring framework, implementing and supporting coaching/mentoring, monitoring coaching and mentoring arrangements and consolidating opportunities for further coaching/mentoring.
