BOARD OF PUBLIC WORKS

Of the Board of Public Works at a regular meeting held in the council room on March 2, 2004.

Chairman Fahl called the meeting to order at 4:00 PM. Committee members present: Jeffrey Fahl, Linda Johnson and Patti Wenzel.

Visitors present: Mayor Boho, Terry Staroba, Barb Revak, Mark Chrouser, Jim Pisca, John Iverson, Elvis Presley, Joe Wolf, John Martwick, Ira Hartmann, Rajesh Prabu and Esene Ehiel.

Public Comment:

Mrs. Wenzel: Requested Deputy Clerk/Treasurer Revak to get information on the new Uniform Dwelling Code law and what the city will have to do to comply.

Mr. Wolf (Phillips Chamber of Commerce): I don’t understand why the City of Phillips isn’t paying the bill for having Porta Potties at ElkLakePark last summer. It was my understanding that the City of Phillips would pay for the Porta Potties and having the dock put in and removed. The Chamber checked to see if they had paid it the previous year and they had not so they assumed the City of Phillips had paid.

Mr. Staroba: I remember when the 2003 budget was discussed in 2002 that the City of Phillips would give the Phillips Chamber of Commerce a total of $25,000, which included the room tax, for them to use as they thought fit.

Mrs. Wenzel: The city will check into it and get back to Mr. Wolf.

Motion by Mrs. Wenzel, seconded by Mrs. Johnson to accept the minutes of the meeting held on February 9, 2004 with a correction in the public comment section stating, “Mr. Staroba was in town and supervised the watermain break. Carried

Sidewalk Snow Removal Notification Process

Mayor Boho: I had 14 calls on people who were not happy about the $50 bill they received for snow removal.

D.C.C.T. Revak: I sent out 20 bills for $50 each in regard to snow removal. We have received one payment and about 10 calls or letters with complaints. Most of the complaints were because they weren’t notified ahead of time to give them time to clean the sidewalk themselves. I have done some checking around and found out that a notice could be put on Channel 6 through the Price County Telephone Company at no charge. They would run the notice for one month. This could also be done for other notices like winter parking, garbage schedule changes, lawn mowing etc. The notice that is put in the Bee is very small and buried in the legal section and I don’t think that people see it.

Somebody: Could a notice be put in the tax bills when they go out in December?

D.C.C.T Revak: I could type something up notifying people of the different issues they need to be concerned about.

Mr. Staroba: In the past the people were notified ahead of time, however, his crew wasn’t as busy because we didn’t get as much snow as we did this year.

Mrs. Wenzel: It doesn’t say in the ordinance that the city needs to notify ahead of time so you were just doing this to be nice. Is that correct?

Mr. Staroba: Yes, but people weren’t responding to the phone calls and when this was discussed last year I was told to just go out and do it, so that’s what I did.

Mr. Presley: I was contacted in my Ward and asked when the city was going to do their job and remove the snow from two particular sidewalks. I have been accused of starting this whole thing. If my going to Mr. Staroba and requesting snow be removed from a couple of sidewalks got snow removed from all the ones that needed it then I will take credit for it.

Mr. Fahl: Ordinance 8.06 states “The owner or occupant of any lot or parcel shall promptly each day remove all snow and ice which may have fallen, etc.” It doesn’t state that we have to notify them first.

Everyone agreed the bills stand as is.

Motion by Mrs. Johnson, seconded by Mrs. Wenzel to have D.C.C.T. Revak use Channel 6 and the tax bill mailing to notify the citizens of the City of Phillips about different issues. Carried

Paul Precour attended the

meeting at 4:35 PM

Mr. Precour: A policy was set in the past when people were notified in advance of the snow removal.

Mrs. Wenzel: We discussed this earlier. It doesn’t say in the ordinance that the city has to notify in advance of snow removal and in the past Mr. Staroba did it to be nice, but he doesn’t have to.

Rajesh Prabu: There are two lots right next to each other and owned by the same person so that bill will total $100. I have cleaned that sidewalk all winter and this time I was out of town for the weekend when it snowed and when I came home at lunch on Monday the sidewalk was cleaned. I didn’t get a chance to clean it. I feel the rule is a good one and I understand that some people don’t remove the snow but I don’t feel that we should be punished because you are trying to get a point across to the others.

Update on Fire Hall Remodeling/Addition Plans

Mrs. Wenzel: Do we need all that room if the Central Price County Ambulance builds their own building?

Mr. Pisca: Don’t give away any land. We may need it in the future and then the city would have to go out and buy some.

Mr. Fahl: With the possibility of the Central Price County Ambulance moving out then the city should have a second option.

Mr. Pisca: The city needs to think about 20 years ahead. The trucks and equipment that will be replaced aren’t getting any smaller, only bigger.

Mr. Fahl: I don’t think we will need the full expansion.

Mr. Pisca: One complete bay could maybe be eliminated for now.

Mr. Chrouser: It sounds to me like a Catch 22. I think the issues from last week need to be resolved before the city can move forward with any plans. There is no sense in paying for a second plan unless need be. Doing what ever is the most economical is what counts.

John Iverson showed the plans and there was some discussion. The cost right now would be approximately $900,000.

It was decided to hold off on the plans until a decision is made about the Price County Central Ambulance and whether or not they will be building their own building.

Bid Recommendation/Fire Apparatus

Mr. Pisca: The bid with the specs that the Phillips Fire Department needs is for $208,309. There were some other options that I don’t feel will work so I am recommending to accept the bid for the specs that we requested.

Mrs. Wenzel: How do we pay the balance?

Mr. Fahl: How long is the bid good for?

Mr. Pisca: It states 30 days but I think they would go as long as 90.

Mrs. Wenzel: So we could put this off until we figure out where the money is going to come from?

Mr. Pisca: I would think so.

Motion by Mrs. Wenzel, seconded by Mrs. Johnson to table the Fire Apparatus purchase until the audit is complete and reviewed for financial status. Carried

Compliance Maintenance Report

Mr. Martwick: The City of Phillips passed. We had a total of 7 points due to the fact that the plant is two years old and there was a by pass once. The city has to pass a resolution.

Motion by Mrs. Wenzel, seconded by Mrs. Johnson to recommend to the Common Council acceptance of the Compliance Maintenance Report.

Discussion Items

Mr. Staroba: Things are looking good. The snow removal may be over budget depending on how much snow falls at the end of the year. A letter was sent out about A-1 Excavating and Heindl’s property located on Highway 13. There was a project done in 96 and the contractors made some mistakes, but it has nothing to do with the City of Phillips.

Mr. Martwick: I have received all the application back for the Notice of Intent permits. Mr. West will be here tomorrow to go over everything.
