DAI seeks to partner with Indonesian organization(s) to support the efforts to strengthen local government and community’s resilience in the effort of climate change adaptation and disaster risk reduction in the Southeast Sulawesi.

Adaptasi Perubahan Iklim dan Ketangguhan (APIK) is a project funded by USAID for a period of five years which aims to supports the Government of Indonesia to strengthen resilience towards climate change and disasters. APIK works from the national level to the provincial, city/district, and down to the community level in an integrated manner to strengthen resilience of the Local Government, community, and private sector in dealing with the impacts of climate change and the risk of climate-related disasters. To achieve this overall objective, APIK applies three main strategies:

• Mainstream Climate Change Adaptation and Disaster Risk Reduction (CCA-DRR) into national and sub-national governance frameworks;

• Build the capacity of local community and private sector to address climate change and hydro-meteorological disaster; and

• Support the use of weather and climate information and disaster risk management among the primary stakeholders.

One of the USAID APIK Project area is Southeast Sulawesi province where APIK is currently working in 2 cities/districts, i.e. Kendari City and South Konawe District. In general, Southeast Sulawesi area has a high risk for disasters due to climate change and hydro-meteorological disasters such as flood, coastal flooding, landslide, draught, strong wind/tornado, and extreme wave. Notably, Southeast Sulawesi’s vulnerability is heightened by a lack of an appropriate and integrated disaster management system, such as local disaster management regulations, local action plan for disaster risk reduction, contingency plan, early warning system, etc.; at all levels. On the other hand, the development practices and environmental management implemented do not consider the risks of disasters. One of disaster events with the most impacted in Southeast Sulawesi was the big flood in July 2013 that inundated 10 sub-districts in Kendari City for three days with a flood height up to 3 meters. The sub-districts include Poasia, Aveli, Kambu, Baruga, Uwa-Uwa, Kadia, Mandonga, Puwatu, Kendari Barat, and Kendari sub-districts with 28.00 people affected, one died, 60 buildings and 3 bridges were damaged. In South Konawe, in 2013, a flood inundated 237 houses in Laya Village and 113 houses in Ambesea Village due to the overflow of River Lava and River Esole; 1 person died and 57 households were evacuated.

On the upstream area, there is an issue of deforestation due to the change in the land-use for plantations and mining which contributes to increased risk landslide and flooding. As one of the examples, Wanggu watershed with an area size of 45,377 Ha has a reduction of forest area size of 46.47% in a period of 16 years (1992-2008). A study performed by La Ode Alwi (2012) concluded that the dynamics of land use in Wanggu Watershed is very much influenced by deforestation with a speed of 1.1% or 478.2 Ha per year. This causes land degradation and damages in hydrologic cycle, including the increased erosion level that adds the severity of the sedimentation process in Kendari bay area. Increased sedimentation level in Kendari bay, according to this study, is around 1,071,000 m3 per year; hence, if there is no serious action implemented to address this problem, it is estimated that in the future Kendari bay will disappear and become a piece of land. It is actually acknowledged that Kendari bay is one of the 9 strategic areas in Southeast Sulawesi due to its strategic function, including its important role as a port for goods and passengers sea transportation, a strategic area for economic development and ecosystem protection, a support for livelihood, especially as a habitat for some organisms such as fish, shrimp, crab, and mangrove forest. There are 13 rivers that end up in Kendari bay area and contribute to the ecosystem formation and create negative pressure from sedimentation due to improper watershed management. Watershed from the biggest river that ends in Kendari bay, Sungai Wanggu, covers the area of Kendari City and South Konawe. Therefore, the management of Wanggu watershed and Kendari bay need to apply the landscape approach to reduce the risk of disasters.

In the coastal area, the impact of climate change and climate related disaster is increases including, among other, the more frequent coastal flooding, extreme wave, tornado, and extreme weather that lead to negative impact on the people's livelihood, infrastructures, and housing. Abrasion at the coastal area is worsened by reduced size of mangrove forest area that can protect people's housing from extreme wave when the high wave season comes.

Based on those conditions, the USAID APIK project will support the efforts to strengthen local government and community’s resilience in the effort of climate change adaptation and disaster risk reduction in the Southeast Sulawesi. The USAID APIK project has a supporting component in the form of Resilience Fund that will be used to strengthen local government, community and private sector resilience towards climate change and climate-related natural disasters. The Resilience fund will be used to support development of local resilience towards climate change and climate-related disaster risks. The USAID APIK project will work together with Civil Society Organization (CSOs), universities, and/or other organizations that meet the criteria and requirements of USAID APIK. In Kendari City and South Konawe District, APIK team has facilitated stakeholders through Climate Change Adaptation and Disaster Risk Reduction Working Group (CCA-DRR WG) to select villages/urban villages as target locations to implement community based CCA-DRR actions.

It is USAID policy not to award profit under assistance instruments such as grant awards. However, all reasonable, allocable, and allowable expenses, both direct and indirect, which are related to the grant program and are in accordance with applicable cost standards (2 CFR 200) and the Federal Acquisition Regulation (FAR) Part 31 for-profit organizations), may be paid under the grant.

For non-US organizations, the Standard Provisions for Non-US Nongovernmental Recipients will apply. The total fund available for Southeast Sulawesi under the RFA 004 is IDR 1,500,000,000 in year 2 of the project and the number of awards anticipated at least 2 from non-government/ organization / institution/ research institution. The expected duration of APIK Project support or the period of performance is maximum 18 months. DAI, as primary implementer of the APIK Project, reserves the right to fund any or none of the applications submitted.

A. Completion and submission of applications

Eligibility Requirements

Organizations that can submit project proposals to get resilience fund from APIK are non-government organizations (NGOs), research or community work institution in Universities, and/or other organizations that meet the criteria below:

-  An established legal entity (has notary act, memorandum & article of association, and is registered in Kesbanglinmaspol)

-  Have good organizational and financial management (institution account, Finance SOP, audit system)

-  Have an experience in a relevant field for at least 3 years

-  Have human resource with appropriate capacity based on the scope of work mentioned above (attach employees' CVs when submitting the proposal)

-  Commitment to share resources/cost sharing or in-kind/material

-  Recommendation from relevant SKPD (Local Government Implementing Unit)

The institutions that propose a project should prepare supporting information documents along with project proposal document, including:

-  Copy of Notary Act for organization establishment

-  Organization's profile, including the organization's structure and work experience

-  Organization's Tax ID number

-  Copy of the SOP (Standard Operating Procedure) of the institution's financial management system

-  Copy of Bank Book/Account No. under the name of the organization

Late Applications

All applications received by the deadline will be reviewed for responsiveness and programmatic merit according to the specifications outlined in these guidelines and the application format. Section C addresses the evaluation procedures for the applications. Applications which are submitted late or are incomplete run the risk of not being considered in the review process.

B. Preparation Instructions – Technical

The general objective of this activity is to build resilience at the village government and community level, in dealing with climate change impact and climate-related disaster risks; See Section D for program description.

Page Limitation: Applications should be specific, complete, presented concisely and shall not exceed 20 pages (exclusive of annexes).

The application structure should include the following:

1. Project Description: The applicant must provide a detailed description of the project, specifying its goal, activities, results and its achievement indicators.

a.  Projects proposed are appropriate for the USAID APIK program target area in Southeast Sulawesi, i.e. at the village government level of the Kendari City, and South Konawe District; at the level of landscape of Wanggu Watershed and Coastal Areas of Kendari city and South Konawe district; and specific at the village level with a strong justification for selecting the project target location;

b.  Projects proposed should clearly mention how the main problems in each target area will be handled;

c.  Projects proposed should directly support the objectives of USAID APIK project and contribute to one or more result indicators that are targeted by APIK.

d.  Project proposed should include/integrate approaches for gender issues and issues of vulnerable groups to disaster risks.

e.  The activities proposed should meet the environmental compliance criteria according to USAID standards.

2. Monitoring (Results and Benchmarks): The applicant should define, to the maximum extent possible at the application stage, results and benchmarks for monitoring the performance towards attainment of program objectives.

3. Sustainability: The applicant should describe how the project or its benefits will continue after grant funding ends.

a.  Projects proposed guarantee sustainability. The project is potentially sustainable in a long term without the support from external parties continually.

4. Personnel. The applicant should propose project management teams consist of Technical and Administration staffs. Minimum requirement: Program Coordinator, Project Officers, Finance officer and Admin assistant. Program Coordinator has more than 5 years working experiences in related issue that applicant purposes. Project Officers have more than 3 years working experiences in related issue. Finance and Admin assistants have at least 3 years experiences working under USAID rules and regulations. Technical expert staffs maybe proposed based on the objectives of activity submitted by applicant. Each applicant should provide, as part of their application, detailed curriculum vitae that demonstrate the project management team that will perform the duties outlined in the statement of work and in accordance with the evaluation factors found herein. DAI will evaluate the CV to determine the individual’s knowledge, skills and abilities in the areas listed herein.
