Minutes of Naunton Area Residents’ Association [NARA] meeting held on 7th November 2016 at Sup & Chow
Introduction
Klara Sudbury opened the meeting at which the following were present:

Were accepted without change
- Election of Chair, Secretary and Treasurer
The following were proposed and elected:

Action 1- RW was tasked with opening a bank account on behalf of NARA
- Constitution
Klara proposed a fairly simple constitution that she had experience of with a few updates, and following debate, the proposed constitution was accepted with the following changes:
2. AIMS…add protect and enhance physical environment…. And promote community well-being.
3. OBJECTIVES AND POWERS. To co-operate with local residents and keep them informed.
7. FINANCE ………To be £3 per individual or £5 per Family/Household
- Date of Next Litter pick.
Next litter pick will be 27th November, meet Bath Road Car Park, High Vis Jackets and Pickers will be supplied! The more volunteers that turn up the larger the area that can be covered.
Any Other Business (AOB)
- Tree Warden
As a member of the Cheltenham Tree Society, JH advised he had been appointed Tree Warden for Cheltenham and would see all applications affecting trees in Cheltenham.
- Homeless/Beggars in Bath Road
The issue of begging on the Bath Road was discussed and now seems to have a permanent presence of begging outside Sainsbury’s and the Co-op. The Co-op has posted a sign outside suggesting that beggars should not be supported directly and that any contributions should be made to “homeless” charities rather than giving money/food directly to beggars. The situation is confusing, what are we to do for the best? Klara suggested that we seek advice from the council and would arrange a briefing from the council on their “guidance and strategy for the situation”.
Action 5 - KS to arrange briefing/guidance on how begging in the Bath Road is being addressed by CBC.
- Naunton Crescent One Way System - Cyclists
Klara advised that consideration was being given to allow cyclists to go against the one way system, even though allowing this to happen would fail a safety audit
- Hermitage Green
Vehicles are still parking illegally on the green, and the following methods of deterring illegal parking were discussed:
Bollards…………..not practical
Bench……..a little pre-emptive
More frequent Parking Warden patrols
- Parking in Exmouth Street
The ongoing problem of Co-op lorries causing a nuisance with their reversing bleeper at unreasonable hours was raised and discussed.
Action 6 - KS to liaise with CBC.
- 252 Bath Road
DS reported that Emma Pickernell has replaced Craig Hemphill as the case officer for the proposed 252 Bath Road Development and the application would not be heard until the November Planning Meeting.
