Bid criteria for hosting a FISU World Championship

Letter of Intent & Bid to Host

A letter of intent and subsequent bid can be made by an External Agency only; BUCS will not accept a bid from an Internal Agency.

Support from BUCS

In the event of a successful bid, the Championship will be awarded to BUCS, BUCS will devolve full contractual responsibility for delivery of the event to the External Agency. BUCS will not provide financial support towards the delivery of the event. BUCS will undertake a guidance and oversight role in the management of the event.

STAGE 1 : Letter of Intent

Please refer to the FISU Guidance for submitting a candidature to organise a FISU World University Championshipand the Regulations for FISU Events

The following areas must be included within the letter of intent to BUCS:

General

  • Name of Sport (men and/ or women)
  • Proposed host city/ University/ region
  • Proposed Dates for the Championships
  • Disciplines (where applicable)

Finance

  • Proposed cost per person per day for athlete and officials (which shall not exceed the sum specified by FISU regulations)
  • A draft budget indicating financial viability
  • Details of financial support (where applicable) from UK Sport, Local Council, NGBs or other
  • Finances to cover the entry of a full Great Britain team at a level determined by BUCS

Government support & Visa information

  • Written approval from DCMS to ensure all the necessary cooperation for the successful staging of the Championships and for the issue of necessary visas

Sports Organisations & Facilities

  • Proposed facility provision for competition and training venues
  • Supply of officials, referees & judges to conduct the Championship in accordance with the technical rules of the ISF (International Sports Federation)
  • Support from the UK National Governing Body (if the letter is coming from another external agency) or from each of the Home Nations NGBs

Accommodation

  • Proposed accommodation details for athletes and officials
  • Proposed accommodation details for the technical delegates, judges, referees and FISU representatives

Transport

  • Details of proposed transport for arrivals & departures (of participating teams and officials)
  • Details of proposed transport during training and competition

Security

  • Proposed details to assure the safety of the competitors and officials

Medical Provision

  • Proposed provision of medical assistance and doping control

Cultural Programme

  • Any proposed cultural programme or associated conference delivery

The Letter of Intent will be considered by the BUCS International Advisory Group against factors including but not limited to : operational and financial viability, the national performance agenda, BUCS domestic sporting programmes, the objectives of the BUCS Strategy and BUCS International Strategy, history of NGB engagement with BUCS, history of entries to FISU events in that sport, and the commonality between the performance athlete and student demographic.

STAGE 2 : Bid to host

Following acceptance of a letter of intent by British Universities & Colleges Sport (BUCS) to host a Federation International du Sport Universiade (FISU) World University Championship, the full bid to BUCS for final ratification before submission to FISU should be completed following the guidelines outlined in the current version of theFISU Guidance for submitting a candidature to organise a FISU World University Championshipand should include:

a)Candidature questionnaire (Document A)

b)Written approval of the Government (Document B)

c)Written declaration from the National University Sports Federation (BUCS) that the candidature will respect and adhere to the organisation conditions set out on the General Terms (Art.E1-4) of the FISU Regulations (Document C)

d)Written confirmation that the relevant National Sports Federation (NGB) will ensure and guarantee all of their technical support to the supervision and realisation of the event (Document D)

e)A commitment that the emblem of FISU as well as the official emblem of the FISU World University Championship will be protected to the profit of FISU (Document E)

f)Guarantee the exclusive rights of FISU for the international broadcasting of the championship by television, movie or other audio-visual and photographic means (Document F)

g)Guarantee that the candidate will pay to FISU the organisation fee (10,000€) and the other financial obligations stipulated in the FISU regulations (Document G)

  1. Once ratified by BUCS the bid document must be produced in both French and English before submission to FISU. Costs of production are to be met by the external agency.
  1. The bid must be accompanied by the bond that is required by FISU to bid to host the event. The bond is to be met by the external agency.

Contract

Following a successful bid the External Agency will be required to operate under the terms of a contract to be drawn up by BUCS, to ensure that the delivery of the event adheres to the bid document.
