1. OVERVIEW
The open and participatory process of developing a National Forest Programme (NFP) necessitates the need to have an independent website that allows for comments, idea and information sharing.
The Website will directly contribute to the transparency and pluralism that such a development process requires and thus also facilitate trust among stakeholders.
For this is required a user-friendly and dynamic website that contains up-to-date information about the development process of the National Forest Programme.
The desire of the Ministry and the NFP Secretariat is to have the website designed and hosted on the Government of Kenya web server.
2 BACKGROUND
The overall objective of the “Miti Mingi Maisha Bora – Support to Forest Sector Reform in Kenya” (hereafter MMMB Programme) is: “A reduction in poverty through ensuring that the forest sector contributes to improving the lives of the poor while restoring the environment, and aiding the economic recovery and growth of Kenya, within the context of Vision 2030”. The Programme purpose is: “Improved forest and woodland management and utilization practices, and a transformation of policy and institutional arrangements to serve the needs of communities, the private sector, civil society and the government”.
RATIONALE
The Constitution requires revision of the policy and legal framework and thus also calls for a new framework for the management of natural resources and forestry in general.
Such developments call for a framework that seeks strategic solutions for uniting and empowering stakeholders. The need is to help form partnerships towards common goals and to imbed Human Rights Based Approaches (HRBA), cross-sectorial cooperation and public-private partnership principles into a governance framework for conservation and utilization of Kenya’s forest resources.
The Constitution implicitly identifies land and the environment as national resources to be managed and conserved in a manner that is equitable, efficient, productive and sustainable. It also seeks equitable access and benefit-sharing, security of land rights and sustainable management and it establishes a 10% tree cover target for the country.
The objective of the Kenyan NFP is to promote the conservation and sustainable management and use of forest resources in Kenya. The NFP will aim to meet local, national and global needs by coordinating partnerships to manage, use, protect and regenerate forest resources for the benefit of present and future generations of Kenyans. The preparation of a NFP, whilst adopting a highly consultative approach, will emphasize national sovereignty with regard to the management of the country’s forest resources, and the need for country leadership and responsibility. The NFP, as a framework for planning, will provide strategic orientation for the forestry sector in harmony with other sectors of the national economy. The key objectives of a NFP are to:
· promote inter-sectorial planning involving all relevant partners, in order to resolve conflicts and develop effective policies and programmes to address key problems in the forestry sector;
· raise awareness and mobilize commitments at all levels of forest governance and human rights in order to address the issues related to sustainable forestry development;
· increase the efficiency and effectiveness of both public and private actions for sustainable forestry development;
· foster local (village and county), national and regional partnerships;
· mobilize and organize national and international resources to implement prioritised projects and programmes in a coordinated manner;
· plan and implement how forests and the forestry sector could better contribute to the national economy and to complementary global initiatives.
3. SPECIFIC SCOPE OF WORK
1. Website Design
Please describe how you would provide the following to NFP homepage.
3.1 The website should be designed for access in English.
3.2 The website should be simple, call for trust and confidence
3.3 The website should be slightly biased towards greenish colors to exemplify nature and forest
3.4 The address should preferable be: www.forestdevelopment.go.ke
3.5 The contractor MUST liaise with ICT Authority for the registration and hosting of the website
3.6 The site should be designed for easy content maintenance i.e. MUST permit none technical IT staff to instantly update web site content on specific pages.
3.7 Upload and deleting of earlier uploaded documents should must be easy and user friendly
3.8 The site will need to contain:
· Leaflets with : “Home”, “About NFP Secretariat, “Consultations and workshops”, “Main NFP documents”, “Documents of relevance” “Contact us”
· Separate front page areas with the titles:
o What is a National Forest Programme?
o National Forest Programme – The Kenyan Way
· Another front page area – with a pillar of 7 bluish oval circles with the below names and in which documents can be uploaded: At the entering of each group a small descriptive text and table with key words will appear
§ Forest Productivity
§ Forest Governance and cross-cutting issues
§ Conservation of Forest Resources
§ Forest for Energy
§ Forest for Water
§ Forest research, education and training
§ Sustainable forest financing
· A window /board for comments of any kind to be send to a specified email address.
· A gallery where photos. Video clips etc. can be uploaded with a text below.
· Suitable photos found by the designer
· Link to a NFP Linked-in NFP group.
3.9 The specific design will be based on discussions and approvals reached between you as the web designer and NFP Secretariat. Initial text will be provided by the NFP secretariat and be uploaded by the successful candidate.
3.10 The completed website will furthermore conform to the conditions listed below:
(i)Every Web page is Fast Loading (Within 6 – 15 Seconds even on a 28.8 Kbps dialup modem access connection.)
(ii) Every Web page is viewable with any type of browser (Be they Web- or text-based), and their Operating System (it could be anything from UNIX, Mac, Linux, Windows, fireforx, chrome or whatever).
(iii) Every Web page incorporates meaningful, descriptive 'help' text for every hyperlink (both text- and graphics-based)
(iv) Every web page's navigation ALWAYS remains under user control, thereby allowing use of any combination of keyboard, mouse, or other pointing devices as hyperlink selection tools.
(v) Every Web page incorporates an integral and effective dual-domain search window. (The designers will provide the dual functionality of searching without forcing the user to open a new browser window)
(vi) Every Web page's text viewing size selections remain under user control at all times - in conformity with the particular browser tool's available selections.
(vii) Every Web page's contents will always automatically resize widthwise to fill the
entire browser window — no matter what screen resolution settings or window sizes are in effect at any time.
(viii) Every 'Print this page' operation automatically results in an intelligently word
wrapped, truncation-free, black-on-white printout of that Web page's main body contents — regardless of the page orientation and user-specified text size selection in effect at that time.
(ix) Every Web page incorporates readily accessible contact information.
(x) Every Web page validates against the World Wide Web Consortium (W3C)
specifications for Hypertext Markup Language (HTML), Cascading Style Sheets CSS), and Web Accessibility Initiative (WAI) Content Guidelines (WCAG)
(Xi) The web site must be developed based on open source technology i.e. LAMP
4. Website Maintenance
4.1 The Web designer will be required to train 3 people from the NFP Secretariat and 1 from the Ministry’s Communication department on how to maintain/update the website (half day).
4.2 State whether there is a grace period for maintenance
4.3 State the hourly charge for maintenance assistance thereafter
4.4 The contractor should support the site for a period of 1 year
4.5 The Super Administrator Password should be given to the appointed Officer by the NFP programme.
5. Samples of the website homepage
Provide appendices as part of your proposal that include samples of the website homepage design.
6. Documentation
The web designer will be required to provide technical documentation of the
website at completion of work.
7. SUBMISSION, RECEIPT, AND OPENING OF PROPOSALS
The Bidder must provide the costing of the website development and maintenance for two years and hosting for 5 and 10 years. All costs MUST be in Kenya Shillings. The original proposal (Technical Proposal and Financial Proposal) shall be prepared in indelible ink. It shall contain no interlineation or overwriting, except as necessary to correct errors made by the firm itself. Any such corrections must be initialed by the persons or person authorized to sign the proposals.
For each proposal, the consultants shall prepare the number of copies indicated in herewith below. Each Technical Proposal and Financial Proposal shall be marked “ORIGINAL” or “COPY” as appropriate. If there are any discrepancies between the original and the copies of the proposal, the original shall govern.
The original and all copies of the Technical Proposal shall be placed in a sealed envelope clearly marked “TECHNICAL PROPOSAL,” and the original and all copies of the Financial Proposal in a sealed envelope clearly marked “FINANCIAL PROPOSAL” and warning: “DO NOT OPEN WITH THE TECHNICAL PROPOSAL”. Both envelopes shall be placed into an outer envelope and sealed. This outer envelope shall bear the submission address as indicated in the advertisement and other information indicated herewith below and be clearly marked, “DO NOT OPEN, EXCEPT IN PRESENCE
OF THE OPENING COMMITTEE.”
