RE-ISSUE OF PASSPORTS IN GENERAL CASES (above 15 years of age)
Four types of situations involving re-issue of passport are discussed in this section. In addition to the requirements mentioned below, applicants may be advised by the Embassy to submit other documents, on case to case basis.
(I)Re-issue of Passport on expiry or up to one year before expiry or in case of insufficient blank pages(applicant having valid Visa)
A new passport can be issued on expiry, or up to one year before final expiry of any passport which had an initial validity of 10 years(5 years in the case of minors). Please see relevant links also for re-issue of passport if any change (s) or addition (s) is/are required to be incorporated on laminated pages.
Requirements:In addition to the general requirements at ‘Basic requirements and photo specifications’,
- The current or recently expired passport having valid Visa or Residence Permit is required to be enclosed along with photocopies of pagescontainingdetailed passport particulars, Visa page and the page containing observation(s), if any(photocopies should be self-attested by the applicant). In case the latest passport is an additional booklet(s) issued to the original passport, the additional booklet(s) plus the original passport must be furnished.
- If the applicant is married and name of his/her spouse is not entered in the passport, submit a self-attested photocopy of marriage certificate and self-attested photocopies of passport of the applicant’s spouse (original passport & marriage certificate to be shown at the time of submission of application) for adding name of spouse in the new passport.
- For passports that expired within one year, a self-explanatory letter as to why the passport was not applied forin time.
- Personal Particulars Form (in duplicate) for Police Verification (please see the link ‘Forms’) (available at Embassy of India also) may be required to be filled in some cases where identity is not conclusively established.
Time Frame for service: Normally 1 month from the date of submission of application provided all conditions are met. Cases where pre-police verification is required, or other complex cases, generally take longer.
(II)Re-issue of Passport where Passport Expired more than one year ago (applicant having valid Visa)
Applications for expired Passports must be submitted in person by the applicant.
Requirements:
In addition to the normal requirements as in case of applications for(I)above:
- If the passport expired more than one year but less than 3 years ago, a self-explanatory letteras to why the passport was not applied for after expiry for such a long time needs to be submitted.
- If the passport expired more than 3 years ago, Personal Particulars Form (in duplicate with 4 extra photos) is required to be attached with the application form.
- If the passport expired more than 3 years ago, an affidavit regarding non-acquisition of foreign nationality should also be attached.
Time Frame for service: No definite time-frame since such applications are processed on case to case basis. Normally, it may take 5-7 weeks. Cases where a reference is required to be made to Indian authorities or other PassportIssuing Authorities may take longer.
(III)Re-issue of Passport where Passport Expired within one year and where Visa has also expired
Applications for reissue of passports where passports expired less than one year ago and where the validity of Visa has also expired, must be submitted in person by the applicant.In absence ofvalid Visa or Residence Permit, a Short Validity Passport valid for upto two yearsmay be issued if the applicant furnishes proof that his/her visa application is pending with the Dutch authorities or he/she has other options to regularize his/her stay in The Netherlands.A full validity passport can be issued only after the passport holder obtains valid Visa/Residence Permit.
Requirements:
In addition to the normal requirements, as in case of applications for (I) above,
- a self-explanatory letter as to why the passport was not applied for in time needs to be submitted.
- Applicants should sign an undertaking (see link ‘Forms) acknowledging that in case they lose their passport, they will not be granted further passport facilities and will be issued only one-way travel document (Emergency Certificate) for travel to India.
Time frame for service: Normally, it may take up to 4-6 weeks but no definite time-frame can be given as such applications are processed on case to case basis. Cases where a reference is required to be made to Indian authorities or other passportIssuing Authorities may take longer.
(IV)Re-issue of Passport where Passport Expired more than one year ago (Visa also Expired)
Applications for re-issue of passport where passportexpired more than one year ago must be submitted in person by the applicant.If there is no Visa or Residence Permit, a short validity passport valid upto two yearsmay be issued if the applicant furnishes proof that his/her visa application is pending with the Dutch authorities or he/she has other options to regularize stay in the Netherlands.A full validity passport can be issued only after the passport holder obtains valid Visa/Residence Permit.
Requirements:
In addition to the normal requirements as in case of applications for (I)above,
- If the passport expired more than one year but less than 3 years ago, a self-explanation letter as to why the passport was not renewed after expiry for such a long time.
- If the passport expired more than 3 years ago, Personal Particulars Form (in duplicate with 4 extra photos) is required to be attached with the application form in addition to a notarized affidavit as to why the passport was not applied forearlier.
- If the passport expired more than 3 years ago, an affidavit regarding non-acquisition of foreign nationality should also be attached.
- Applicants should sign an undertaking (see link ‘Forms) acknowledging that in case they lose their passport, they will not be granted further passport facilities and will be issued only one-way travel document (Emergency Certificate) for travel to India.
