Minutes of Elmo Town Council

Mayor Lofley welcomed those in attendance and opened the meeting.

Citizen Concerns - None were voiced from the floor. Mayor Lofley stated he had received a call from Katie Brady concerning a road to their property, indicating she would attend this meeting. However, she didn't appear.

Danny Van Wagoner: Mr. Van Wagoner introduced himself to the council and stated that he was running this year for Emery County Commission. His opponent is Lynn Sitterud. He stated that he was a resident. He returned to Emery County in 1979. He has owned several businesses. He sold Castle Valley Concrete to Lee Madson, after running it for 13 years. He worked for the power Plant and eventually opened San Rafael Bed and Breakfast. He stated because of his work back round, he feels he posses a vast range of knowledge of the different industries in Emery County. He stated that he feels that Emery County needs to focus in tourism, manufacturing and energy. He has many contacts in those industries. He presently serves as Mayor for Castle Dale and understand how difficult it is to run a city. He asked council if they had concerns. Brent stated that he is concerned over the high taxes that Emery County charges. They are the highest in the state. He went on to say that the recent tipage fee has resulted in an increase. Mr. Van Wagoner stated that he has the same feelings. He stated that upon his investigation the present administration hasn't really studied the problems sufficient. He stated that recently he went to the landfill and spoke to the workers. He was told that the new equipment purchased was not necessary. They could have repaired the old equipment and have a more reliable piece of machines for half the cost of the purchase of the new equipment. The council shared their concerns with the recent problems experienced by the Recreations District. He agreed that the Recreation District is important to economic development. Companies look at the infrastructure, ie., schools, activities for families, etc when considering relocation areas. He stated that he has on several occasions had to exercise the Grama Act to obtain copies of the counties budgets. He said that he feels that there needs to be more transparency in Emery County.

Animal Control Officer Report: Deana was unable to attend.

Town Employee Report: Jerald ask council when they wanted to bathrooms to be winterized and closed for the season. He was told October 15th. Stoney asked him if he remembered that he needed to cement the ground dog hole and sink hole in roads. He said he remembered but hadn't purchased the cement yet.

Drainage Problem: Brent stated that he had spoken to Mr. Willson about the water run off problem causing pools, providing places for the mosquitoes. He said that Calvin stated that he had only watered the farm twice during the season and that he didn't feel that was the cause of the problem. The council agreed that mosquitoes were not coming from that area. They are bad all over.

Pre-Disaster Mitigation Working Group: Stoney stated that he missed the meeting.

Discussion/ Decision on dump bed/truck: Brent asked this be tabled until next meeting.

Board Members Report: Stoney stated that there is a problem with flies in the fire station. Apparently they covering the one wall, preventing gear from being stored in the area. Asked suggestions on getting rid of them. Council advised him to contact pest control to see if they can get rid of them. He gave an update on the EMS. He stated that he was, as well as the other members, with Emery County. Apparently, the plan to cities and towns had already been accepted by the commissioners before it was even presented, therefore the recommended changes were not even considered in the decision. Towns and Cities are refusing to sign off. Stoney stated that Emery County is the only county in Utah that are trying to avoid paying the increased costs of Obama Care, all other counties are working under the requirements with no problem. Stoney stated that he feels the county needs to look at the 100% insurance and wages being paid to the county employees. He feels a service district is a good solution, however the way it was set up doesn't make sense and needs lots of adjustments.

Brent stated that he was working on the completion of the curb and gutter this year, The 5 way stop area will be completed. He stated there was more money so he is suggesting the are of 1st E between 100 N to 200 N on the East side be completed this year. He also stated that the town needs to review drainage areas and determine if there needs to be more installed or repaired. He stated that he thinks most of the drainage problems have been addressed, however, there are areas when they are not draining properly.

Seth reported that he would like to obtain more bases for the woman's softball. Presently the current bases are not regulations for women. It will cost approximately $600. He was given approval from the council to obtain. Brent stated that he feels those using the field should be willing to help with the upkeep, such as pulling weeds, etc.

Review of Past Due Water Bills: Delena stated that final notice has been posted for Larry Johansen and Mark Olsen.

Delena's Items: Delena stated that she had received a call from Mindy of Orangeville. She is working with the youth councils and they want to set up a leadership conference in the Spring. She wanted to know if Elmo had a council. The council suggested that a sign be placed requesting interest in leading a youth council group and participation of youth.

Delena stated that she just received a invoice from Prosweep for $2750. She didn't know if the was inclusive of the $1530 or separate. She needs to contact the company. Stoney stated that he suggest council just pay the $2750. He also provided invoices from LN Curtis for $5291.01. Stoney motioned to pay the following bills with the addition of the $5291.01 and $2750 and accept the 03 August 2016 Minutes. Brent seconded. Motion carried. All present voting yes.

Eagle Project Follow up: Delena told council that she had reviewed all expenditures back to 2009 and could not find a disbursement to Guymon's Fabrication or Eldon Holmes for metal for the welcome signs. Luke was told to contact Guymon's as well as Mr. Holmes to see what they will donate and cost of the materials for the signs. Bring that information to next town meeting.
