1. Call to Order

at 12:22 pm by Allen

2. Proposal to authorize offer on a property

A commercial property at 2046 E Johnson is available for purchase. Brenda prepared a table with columns of “Pros”, “Cons” and “Information Needed”. This property has more positives aspects and a few challenges that can be overcome. The asking price is $119,000; assessed at $98,000. The owner is motivated. There is currently a car repair business located there.

There was discussion of the square footage, but it unclear that the workspace is any smaller than the current shop. Discussion of available grants included a federal grant. A federal grant would require that all workers are paid the prevailing wage (Davis-Bacon Act). In their trip to the northeast, Brenda and Bruce learned that other communities that received these grants could not use volunteer labor.

Carol, Luca moved that we do NOT apply for federal grants. Approved unanimously.

More discussion of pros and cons, maintenance of building, what happens when an offer is written, and site clean up. Owning costs less per month than renting.

Russ, Allen moved adoption of the proposal, replacing “Bruce” with “Luca”.

“Authorize Luca and Brenda to authorize an offer to purchase for property located at 2046 E. Johnson St. and pursue financing. The offer to purchase should contain contingencies for financing, inspection and exploring the tank issues. The price should not be more that $110,000. Immediate steps should be taken to ensure zoning approvals including talking with alders, requesting a zoning change and talking with the neighborhood”.

Approved with 1 director abstaining.
