DCM Associates, Inc. is a Veteran-Owned, Service Disabled Business headquartered in North Carolina. DCM Associates provides consulting engineering and staffing services specializing in strategic planning, program execution and interagency coordination for military, Federal and municipal government agencies. Our mission is to offer proactive, innovative, timely and cost-effective solutions to our clients while maintaining the core values of Integrity, Quality Service, Business Success and Valuing Associates. We endeavor to build long term relationships of trust and service with our clients. Within this atmosphere of trust and competent service, DCM Associates offers staff augmentation services and A/E consultation built on long term knowledge of a Base and its operation. We have 24 years of experience in military civil engineering and ten years in the private sector.

Program Integration and Project Management
Program Manager Level 3
Responsibilities:
Manages complex programs with multiple projects at the Headquarters level.
Totally responsible and accountable for managing assigned programs.
Duties include planning, programming and budgeting necessary for execution of the customer’s program.
Assists in developing policy and guidance for the field.
Has demonstrated communications skills at all levels of management.
Works independently with minimum direction and oversight.
Minimum General Experience: Experience at a headquarters level providing management, supervision, cost control and overall direction of programs with innovative approaches and solutions. Has managed complex programs and projects. Has managed subordinates.
Minimum Education: Professional with a minimum 15 years experience within respective discipline. Advanced degree (Masters) in a related field, Bachelors degree or non-degreed with 20 or 25 years experience respectively.
Program Manager Level 2
Responsibilities:
Prepares planning and programming documents necessary to facilitate the execution of the customer’s program
Provides planning and programming guidance to the field.
Implements policy.
Minimum General Experience: Experience providing management, supervision, cost control and overall direction of programs to include some project management. Thorough knowledge and understanding of, and ability to apply governing instructions, regulations, codes and laws.
Minimum Education: Professional with 10-15 years of experience within respective discipline. Advanced degree (Masters) in a related field, Bachelors degree or non-degreed with 15 or 20 years experience respectively.
Program Manager Level 1
Responsibilities:
Assists field engineering staffs in managing their programs.
Prepares planning, programming and design documents necessary to facilitate the execution of the construction, repair and, maintenance projects.
Detailed tasking/guidance is provided by the field engineer and/or architect.
Provides value engineering.
Minimum General Experience: Experience in project development, management and closeout with thorough knowledge, understanding of, and ability to apply governing instructions, regulations, codes and laws.
Minimum Education: Professional with 5-10 years experience within respective discipline. Bachelors degree in a related field, or non-degreed individual with 15 years experience.
Project Manager
Responsibilities:
Prepares planning, programming and design documents necessary to facilitate the execution of the construction, repair, maintenance, and operations programs. The assigned supervisor provides detailed tasking/guidance.
Typical duties are providing planning and project development based on current plans, and staff guidance in coordination with other agencies.
Planning will include preparing project lists, projecting execution years, estimating cost and proposing priorities.
Provides value engineering.
Minimum General Experience: Experience in project development, management and closeout.
Minimum Education: Bachelors degree in a related field, with 5 years experience in area of expertise, or non-degreed individual with a minimum of 8 years experience.
