Compete Caribbean Partnership FacilityCommunications Contractual

TERMS OF REFERENCE

Background

Established in 1959, the Inter-American Development Bank (IDB) is the main source of multilateral financing for economic, social and institutional development in Latin America and the Caribbean. It provides loans, grants, guarantees, policy advice and technical assistance to the public and private sectors of its borrowing member countries.

To support the sustainable economic growth and enhance competitiveness in the Caribbean, in 2010, the IDB partnered with Canada, the United Kingdom and the Caribbean Development Bank to implement the Compete Caribbean Program (CCP - RG-X1044), which provided technical assistance to governments and the private sector. Despite the progress made by the CCP, the region continues to face constraints. Based on the outcomes of CCP, the donors recognized the opportunity to build on the results and lessons learned in a second phase. On March 20, 2016, the IDB Board approved the creation of the Compete Caribbean Partnership Facility (CCPF) as a multi-donor Trust Fund (GN-2851) (DE-12/16), with a budget of US$34.9 million, expected to be provided by Global Affairs Canada (GAC), the United Kingdom’s Department for International Development (DFID) and the Caribbean Development Bank (CDB).

The ultimate goal of the Compete Caribbean Partnership Facility is to support the Caribbean region in increasing productivity and Caribbean firms’ contribution to economic growth. The specific objectives are to (1) support firms to grow, innovate and enter new sectors and markets; and (ii) to promote an environment that enables innovation and growth. The Facility will support productivity and economic growth in the Caribbean by focusing on two thematic pillars: (i) productivity and innovation in firms; and (ii) enhancing the business and innovation climate.

According to the end-of-program evaluation of the Compete Caribbean Program, Compete Caribbean is an initiative that is widely recognized among policy-makers in the region as relevant and having had tangible benefits on private sector development. Over the six and a half years of phase I of Compete Caribbean, the program funded over 100 projectsthat produced tangible results. The program’s activities and results were regularly disseminated through newsletters, press releases and social media. Communication served both to position the donors and give them and the program visibility within the region, as well as to disseminate knowledge and best practices amongst policy-makers and the private sector. The program’s donors highly value the communication efforts of the Program.

This consultancy is to supportthe communication and dissemination efforts of the Compete Caribbean Partnership Facility.

Consultancy Objective

The objective of this consultancy is to disseminate information on the competitiveness challenges in the Caribbean region and to offer Communications support to the Program Coordination Unit (PCU).

Main Activities

The contractual will draft and distribute news releases, brochures and other written materials; assist in the public relations’ aspect of events, manage media and social media, and promote the organization’s brand identity and public image. Responsibilities will include:

a)Conducting media monitoring and research to assess the integrity of the organization’s brand/image/reputation.

b)Producing, coordinating and disseminating both routine and complex outreach products (e.g., backgrounders, media packets, news releases, op-eds/articles, radio/TV broadcasts, power point presentations, brochures, Q&As, info for website, speeches, briefing notes, etc.) related to projects and updates on the CCPF.

c)Developing and maintaining a PR (editorial/advertisement) calendar and communications protocols for the distribution of information.

d)Conducting media relations and outreach.

e)Preparing and disseminating a monthly newsletter.

f)Coordinating blogs and facilitating content and knowledge management in online communities created.

g)Creating and maintaining a proprietary database of key contacts – business andmedia.

h)Assisting in planning/coordinating all communications related logistics, across multiple teams for events such as workshops, press briefings, seminars, trade shows and conferences as well as managing the development of media products and distribution to the media in these events

i)Managing social media:

  • Routinely publishcontentthat is timely, relevant, and provides visibility to Compete and to the other communication pieces;
  • Manage contacts and lists of followers for social media sites, ensuring that all relevant partner organizations are included, as well as relevant media and key stakeholders to maximize the impact of Compete Caribbean’s social media outreach efforts;
  • Maintain online dialogue with individuals providing positive feedback as well as manage and appease any unhappy customers;
  • Use social networking analysis tools – totrack and monitor the effectiveness and success of online activities, and calculate a return for investment;
  • Provide monthly status reports;
  • Provide monthly feedback and insights gained from social media monitoring to guide the communications’ strategy.

Reports / Deliverables

Guided by the scope of this consultancy and the general requirements of the Compete Caribbean Partnership Facility, the contractual will produce an indeterminate number of PR products and other documents as they become necessary for the successful implementation of the Facility. The contractual will also manage the dissemination of these PR products.Submission of a monthly report summarizing the deliverables completed will be required.

Payment Schedule

The contractual will be paid on a lump sum basis in accordance with the schedule of deliverables and services described above.

10% due upon signature of the contract

30% within fifteen (15) working days from the date of receipt and acceptance of deliverables

submitted up to August 31st, 2017

30% within fifteen (15) working days from the date of receipt and acceptance of deliverables

submitted up to October 31st, 2017

30% within fifteen (15) working days from the date of receipt and acceptance of deliverables

submitted up to December 31st, 2017

Qualifications

  • Master’sdegreeor equivalent in Communications, Public Relations or a related discipline plus 5years’ of relevant experience in the field.
  • Language: Fluency in written and spoken English is required. Proficiency in Spanish and/or French is desirable.
  • Areas of Expertise: Knowledge and understanding of private sector development issues in the Caribbean, knowledge of the political landscape of the Caribbean would be an asset. Previous experience working on similar regional or international operations is desirable.

  • Social media management
  • Media relations
  • Event management
  • Skills:
  • Proficiency with social media sites (Twitter, Facebook, LinkedIn, Pinterest, YouTube)
  • Proficiency with basic video/media editing tools
  • Demonstrated proficiency at using data to drive communications’ (google analytics, constant contact opens, etc.)
  • Excellent interpersonal, written and verbal communication skills (must submit a written sample)
  • Ability to work concurrently on a number of projects

Characteristics of the Consultancy

  • Consultancy category and modality: Contractual for Products and External Services (PEC),Lump Sum
  • Contract duration: 6 months
  • Place of work: Contractual’ splace of residence and Barbados.
  • Expected travel: Since the CCPF benefits 13 countries, travel may be necessary.
  • Division Leader or Coordinator: The technical and administrative responsibilities for this consultancy will be coordinated by the Private Sector Development Lead Specialist and Executive Director of the Compete Caribbean Partnership Facility (IFD/CTI).

Payment and Conditions: Compensation will be determined in accordance with Bank’s policies and procedures. In addition,candidates must be citizens of an IDB member country.

Consanguinity: Pursuant to applicable Bank policy, candidates with relatives (including the fourth degree of consanguinity and the second degree of affinity, including spouse) working for the Bank as staff members or Complementary Workforce contractuals, will not be eligible to provide services for the Bank.
