JOB OVERVIEW/PERFORMANCE PLANNING

Provides ongoing support and management of assigned Human Resource applications and databases to include security, configuration, maintenance, and troubleshooting.

KEY RESPONSIBILITIES/ESSENTIAL FUNCTIONS

  1. Provides ongoing support and management of assigned Human Resource Division applications and databases – Human Resources/Payroll,Time and Attendance, Applicant Tracking, Performance, etc. – to include security, configuration, maintenance, reporting and troubleshooting.
  2. Processes human resources, payroll and other system adjustments as submitted by managers checking for accuracy and appropriateness and mentoring managers when inaccurate or inappropriate.
  3. Compile data from HRIS systems for reports, surveys, and other requests.
  4. Works with end users to design, create and validate reports needed.
  5. Data processing such as merit and market adjustments in Human Resources/Payroll, deductions processing in Time and Attendance.
  6. Processes the Payroll Close in Time and Attendance for payroll processing in Human Resources/Payroll application.
  7. Acts as a resource for all HRIS Systems and related policies.
  8. Regularly identifies and conducts audits to ensure accurate pay and employee records according to policy.
  9. Understands all HR policies and procedures; recommends solutions for effectively and efficiently monitoring compliance of policies and procedures with current HR applications.
  10. Avoids legal challenges by understanding and enforcing current legislation.
  11. Provides/assists with training and support to end users of HRIS systems through written, individual and formal presentations.
  12. Provides orientation and training to designated system users.
  13. Assists in writing in-house training manuals and HRIS policies and procedures.
  14. Participates in on-going process improvement assessments.
  15. Uses critical thinking skills to investigate employee and/or management questions regarding HRIS issues and determines solution options.
  16. Attends required meetings and participates on committees as requested.

Unit Specific Key Responsibilities

  1. Responsible for Human Resources Benefits system maintenance and continuous process improvements for vendor interfaces and invoice reconciliation files, FMLA benefit payment processing and notifications and communication with clients.
  2. Coordinates on-line benefits open enrollment and paperless process conversions.
  3. Responsible for COBRA compliance of notifications and tracking.
  4. Processes employee benefit enrollment forms.
  5. Participates in General Orientation presentation rotation.
  6. Is a key resource for DCH Employee Benefits and Retirement programs for employee benefits communication.
  7. Maintains current knowledge of benefits regulations to ensure system compliance.

MINIMUM KNOWLEDGE, SKILLS, EXPERIENCE REQUIRED

IT Associates/Technical degree and minimum of 2 years’ hands-on IT work experience OR

B.S. degree required, preferably incomputer science, business, human resources or related field.

Microsoft Office skills required to include intermediate skills in Access, Word and Excel.

Microsoft Access skills required to include the skills to create/modify tables, queries, forms, reports, and macros (eff 12/01/15 for new hires).

Excellent written and verbal communication skills required.

Excellent mathematical and critical thinking skills required.

Human Resources and Human Resources Employee Benefits experience preferred.

Database administration (security, maintenance and reporting) experiencepreferred.

SQL skills preferred.

WORKING CONDITIONS

Physical

  • Physical presence onsite is essential. Sedentary Work (see Physical Demand Definitions from the Dictionary of Occupational Titles (Department of Labor)). Ability to lift and carry objects of up to 15 lbs. Good manual and finger dexterity. Hearing and vision must be normal or corrected to within normal range. Able to perform the duties with or without reasonable accommodation

Psychological

  • Frequent contact with others: deals with internal and external customers, face-to-face discussions, email and telephone communications. Possible dealings with unpleasant or angry people, public speaking, and conflict situations/resolution
