Human Resources Manager Job Description

Purpose and Accountability

The Human Resources Manager is a new role to guide and manage the overall provision of Human Resources services, providing policies and programs to ensure best practice and the ongoing development of a great work force. The position is part of the Senior Team and reports to the CEO.

Duties Include

  • Practical application of TUPE on a regular basis;
  • Managing the process of reorganisations within the business;
  • Compliance to employment legislation & regulatory concerns regarding employees;
  • Policy developmentanddocumentation;
  • Managing the recruitment process in partnership with the Senior Team.
  • Responsible for all areas of induction of new team members in partnership with the Senior Team
  • To assist and advisemanagersregarding all Human Resources issues ;
  • Supporting and/or leading any Grievance, Capability, Absence or Disciplinary processes when required;
  • Leading on Performance managementand improvement in partnership with the Senior Team;
  • Compensation and benefits administration, in partnership with Systems and Senior Administration Manager;
  • Close liaison with payroll ;
  • Implementing a learning & development framework in line with the training needs analysis;
  • Lead on and promote employee safety, welfare, wellness and health, in partnership with the Senior Team;
  • Ensuring compliance with quality standards frameworks e.g. Best Company, Audits from Funders, and taking a lead role when required;
  • Providing strategic leadership for the HR function ;
  • Continuously monitoring and reviewing HR policies and processes and implementing changes where necessary.
  • Supporting change management processes

The role may involve line management of staff supporting the HR function.

Salary, Office Base and hours

The Human Resources Manager post is paid at starting salary pro rata of £31,270 to £35,019 rising one equivalent increment per year to £35,911. A pension contribution is paid in line with auto enrolment. Payment of cost of living, increments and pension contribution are subject to sufficient funding being available. For extra increment(s) to be offered at appointment there must be evidence of significant experience / skills / training relevant to the HR Manager job description.

The hours for the post are 18.75 hours per week i.e. half of the full-time hours of work which are 37.5 per week. There will be scope for home working and some flexibility in working patterns subject to negotiation with the CEO.

The HR Manager post is based in the Oxford and Aylesbury offices. There will be some travelling as part of the job. It will be the post holder’s responsibility, in their own time and at their own expense, to arrange travel to and from the Oxford and Aylesbury offices at the start and end of each day.

Detailed Duties:

Employment,Training and Development

  • Establishes and leads onrecruiting and hiring practices and procedures.
  • Development of Managers insafe recruitment practices.
  • Coordinates all training programs. Provides necessary education and materials to managers and employees.
  • Ensures the implementation of theperformance management systemthat includesperformance development plans and monitors the process.
  • Establishes an in-house employee training system that addresses company training needs including trainingneeds analysis, sourcing and delivery of relevant training,
  • Arranging and implementing induction,management development and the measurement of training impact.
  • Assists managers with the selection and contracting of external training programs and consultants.
  • Assists with the development of and monitors the spending of the training budget.
  • Ensures maintenance of employee training records.

Employee Relations

  • Formulates and recommends Human Resources policies and objectives for the company on any topic associated with employee relations and employee rights.
  • Partners with management to communicate Human Resources policies, procedures, and programs.
  • Lead on annual surveys to measureemployee satisfactionandemployee engagement in line with Quality Policy.
  • Conducts investigations when employee complaints or concerns are brought forth.
  • Monitors and advises managers and supervisors in any disciplinary actionsof the company. Supports the implementation of aperformance improvementprocess with employees on performance management. Attends hearings as required and taking a lead role when needed.
  • Manages the process of redundancy if it arises.
  • Leads the implementation of company safety and health programs.
  • Reviews employee appeals through the company complaint procedure.

Law

  • Leads company compliance with all existing employment law.
  • Directs the preparation of information requested or required for compliance with laws. Approves information submitted as required. Serves as the primary contact for legal advice.
  • Periodically reviews the legal advice and insurance for employment issues.
  • Protects the interests of employees and the company in accordance with company Human Resources policies, governmental laws and regulations.

Compensation

  • Contributes to the company wage andsalarystructure,and pay policies.

Organization Development

  • Contributes to the Strategic Planning for Connection Support and the implementation of these plans.
  • Participates in a process of organization development to plan, communicate and integrate theresults of strategic planningthroughout the organization.
  • Keeps theCEOand the executive team informed of significant problems that jeopardize the achievement of company goals, and those that are not being addressed adequately at the line management level. This will include analytics on recruitment, absence, employee turnover and retention.

The Human Resources Manager assumes other responsibilities as assigned by the CEO.
