the South Eastern European Mediation Forum

I. Introduction

During the last couple of years the idea of mediation has gained increasing prominence as an ADR mechanism in South Eastern Europe. In order to expand mediation in the Region it became essential to strengthen cooperation, exchange and capacity of the already established projects and organizations. This was recognized by the group of distinguished local and international experts and with a strong support of international community in October 2005 on a networking workshop in Sarajevo, Bosnia the South Eastern European Mediation Forum (SEEMF) was established.

The SEEMF is an organization which brings together mediators and other ADR experts from Albania, Bosnia and Herzegovina, Croatia, Kosovo, Macedonia, Montenegro, Serbia and Slovenia to network and establish sustainable mediation frameworks in South Eastern Europe.

Since its foundation the work of SEEMF is driven by the following objectives and goals:

SEEMF Objectives

The South Eastern European Mediation Forum is a regional network that supports mediation development in the different regions in South Eastern Europe, thereby improving good practice, cooperation, exchange of experiences and human relationships. The South Eastern European Mediation Forum promotes and performs mediation through direct activities and networking with local and external networks and organizations, and seeks to include all forms of mediation and mediators.

SEEMF Goals

•  Raising public awareness of SEEMF as well as mediation in general

•  Supporting and promoting mediation programs, trainings and education

•  Performing activities in order to insure sustainability of SEEMF

•  Drafting and adopting Standards of Practice and Code of Ethics

•  Establishing good communication with all relevant and interested parties

•  Assisting with the exchange of knowledge and experiences among mediation professionals

•  Permanent maintaining and improving of SEEMF website

•  Creation of data-base (list of mediation organizations and mediators in the region)

The South Eastern European Mediation Forum promotes and performs mediation through direct activities and networking with local and external networks and organizations. As one of its main activities SEEMF organizes conferences and round-table discussions including all forms of mediation and mediators. In November 2008, SEEMF plans to organize its Fourth Regional Conference in Zagreb, Croatia. The purpose of the 2008 SEEMF conference is two-fold.

1) Advocacy for more political support for Mediation in the Region: To build political support and understanding of mediation, SEEMF would like to invite policy makers and high-level ministers and court officials to attend the event and hear more about the successful implementation of mediation in the region and to learn about the impact mediation has had and can have on the administration of justice and resolution of costly disputes in transitional countries.

2) Skills building for Mediators: SEEMF would like to offer the region’s practicing mediators an on-going educational opportunity to receive advanced skills training in sophisticated areas of practice from seasoned regional and international experts.

The goal of the conference is to continue to build relationships and networks of mediation professionals and policy makers throughout the region to support each other’s work and grow the mediation field in South Eastern Europe.
