This County of Alameda, General Services Agency (GSA), RFP Addendum has been electronically issued to potential bidders via e-mail. E-mail addresses used are those in the County’s Small Local Emerging Business (SLEB) Vendor Database or from other sources. Responses to Questions
Q1) Are vendors allowed to partner with a Small Local Emerging Business (SLEB) to bid for the RFP together?
A1) Vendors are allowed to partner with a SLEB, however there can only be one prime bidder. Prime needs to be a SLEB in order to receive the 10% SLEB bid preference points in the evaluation process.
Page 14 of the RFP, III.H (Evaluation Criteria/Selection Committee), Small Local Emerging Business Preference, states as follows:
Local Preference: Points equaling five percent (5%) of bidder’s total score, for the above Evaluation Criteria, will be added. This will be the bidder’s final score for purposes of award evaluation. Five Percent (5%)

Item 3(3c)(2) References states:
Bidders are to provide a list of five (5) current and five (5) former clients.
Can the County clarify if the reference requirement consists of 5 current and 5 former with a total of 10 references?
A2) Yes, the County requires a total of 10 references, 5 current references and 5 former references.
Q3) Can the references be a combination of prime bidder and subcontractors?
A3) No, the County requires the references submitted are for the prime bidder.
Q4) If the bidder is the prime but not a SLEB, it is a requirement for a prime bidder to subcontract at least 20% of the value of the contract to a SLEB and if it isn’t met, does the County disqualify the vendor from the RFP process?
A4) The County may disqualify the bidder in the RFP process. Please refer to page 17 of the RFP, Section III.N paragraph 3, states:
3. Small and Emerging Locally Owned Business: The County is vitally interested in promoting the growth of small and emerging local businesses by means of increasing the participation of these businesses in the County’s purchase of goods and services.
As a result of the County’s commitment to advance the economic opportunities of these businesses, Bidders must meet the County’s Small and Emerging Locally Owned Business requirements in order to be considered for the contract award. These requirements can be found online at:

Q5) Page 5 of Exhibit A, Bid Form A-1 (Statement of Work-Exhibit D), states:
Please provide a detailed breakdown of the Statement of Work.
What scope is the breakdown of the cost referring to?
A5) The County is asking the bidders to provide a detailed breakdown of the cost to complete the project. This includes the hourly rates of personnel involved, implementation and all other line items or costs related to scope of website project proposal. Please refer to the sample website in Exhibit D. The detailed breakdown should be included in the list of documentation to be submitted with Exhibit A.
Q6) Will the list of vendors be updated after this conference to add those vendors not listed and attended the bid conferences?
A6) Yes, the list of vendors will be updated and the vendors who attended the bidder’s conferences will be added to the list.
Q7) Is the vendor restricted to only choose SLEB subcontractors from the list of vendors provided in the proposal?
A7) No, the bidder must choose a current SLEB-certified vendor(s) from the County’s website. These can be found online at:
http://www.acgov.org/auditor/sleb/
Q8) Exhibit D of the RFP – Requirement for Sample Website Design Statement of Work.
In reference to Exhibit D - Expectations of the website to be billed using the technology staff and is essentially on the HP Autonomy Web Content management and the rate card, will bidders be able to build a pool to allow the County to build websites using HP Autonomy Web Content management?
A8) Yes, the County is looking for bidders with expertise and experience building websites using Autonomy product suite.
Q9) Is the HP Autonomy and the ability to create a mock-up as specified on Exhibit D the main factor to show if the bidder is going to deliver the project?
A9) Yes, the bidder should deliver the project using the HP Autonomy.
Q10) Does the County have HP Autonomy in place already?
A10) Yes, the County has in-house resources with Autonomy experience.
Q11) Does the County expect the vendor to hand over the website to the County for maintenance or continue to host and maintain it?
A11) The County expects the vendor to transition and train the County staff so the County can maintain the website.
Q12) When is the list of attendees in the bidder’s conference going to be available?
A12) This information is provided in all Q&A addendums, and is provided on pages 5-6 of this addendum. Advance listings can be requested by sending an email request to Procurement & Contract Specialist in charge of the project :
Q13) Does the County consider the website as a County website or as a sub-website?
A13) The sample requirement (Exhibit D - Sample Website Design Statement of Work) is to develop the primary website of the County.
Q14) Can you tell us what you consider to be the real key needs, key components on the technical side of what you are looking for in the response of the RFP, as in what can the process solve?
A14) The County is looking for bidders who have experience in the website development utilizing HP Autonomy Web Content Management. The County’s intention is to be able to move the existing sites to Autonomy-based sites.
