GUIDELINES FOR ALLOTMENT OF OIL PRODUCT AGENCIES

RETAIL OUTLET DEALERSHIP.

1.Salient FeaturesThe Ministry of Petroleum and Natural Gas has reserved locations for allotment of Regular/Rural Retail Outlet Dealership under ‘CC1’ category. ‘CC1’ category includes Para Military Personnel/Central Govt/State Govt and Central/State PSU employees and Defence Personnel.Selection of a Distributor/Dealer is done through draw of lots of all eligible applicants.

2.Eligibility CriteriaThe following ESM/Widows/Dependents are eligible under the scheme:-

(a)Widows/dependents of those members of Armed Forces who died in war or in harness due to attributable causes.

(b)Ex-servicemen who are war disabled/disabled in peace due to attributable causes.

(c)Able bodied Ex-servicemen

3. Based on the Guidelines, DGR is required to issue Eligibility Certificate to the entitled ESM/Widow/Dependent for category covered in Para 2 (a) & (b) only. For category covered under 4 (c), Able bodied Ex-servicemen are to apply directly to the Oil Company and should attached copy of Discharge Order or Pension Order.

REGULAR LPG DEALERSHIP / DISTRIBUTORSHIP UNDER ‘GP’ QUOTA

4.Salient FeaturesThe Ministry of Petroleum and Natural Gas has reserved locations for allotment of LPG Dealership/Distributorship under ‘GP’ category. ‘GP’ category includes Central Govt/State Govt/PSU employees and Defence Personnel.Selection of a Distributor/Dealer is done through draw of lots of all eligible applicants.

5.Eligibility CriteriaFollowing ESM/Widows/Dependents are eligible under the scheme:-

(a)War widows/dependents of those who died in war.

(b)War disabled/disabled on duty.

(c)Widows/dependents of those who died in harness due to attributable causes.

(d) Disabled in peace due to attributable causes.

RAJIV GANDHI GRAMIN LPG VITRAN YOJNA (RGGLVY)

6.Salient FeaturesThe Ministry of Petroleum and Natural Gas has reserved quota which includes Defence Personnel under ‘GP’ category for allotment of LPG Distributorship/Dealership under Rajiv Gandhi Gramin LPG Vitrak Scheme (RGGLV). The ‘GP’ category includes Central/State/PSU employees and Defence Personnel. The minimum education qualification of the applicant should be Matric or equivalent and he/she should be the resident of the same district as advertised in the RGGLV location. Selection of a Distributor/Dealer is done through draw of lots of all eligible applicants.

6.Eligibility CriteriaFollowing ESM/Widows/Dependents are eligible under the scheme:-

(c)Widows/dependents of those who died in harness due to attributable causes.

(d) Disabled in peace due to attributable causes.

7.Issue of Eligibility CertificateAs per the marketing plan of the concerned oil corporation, locations for Retail Outlet, LPG, Kisan Seva Kendra etc. are advertised by oil companies in two newspapers, (one English Daily and one ‘Regional Vernacular Daily’) having maximum circulation in the Districts in which the dealership / distributorship is to be located. On publication of such advertisement, the applicant is required to apply to the concerned Oil Company within a specified time. Concurrently, the applicant is required to approach DGR for obtaining the Eligibility Certificate which the applicant is required to produce at the time of interview. Short-listing, Interview, Selection and issue of Letter of Intent for a particular Distributorship/Dealership is the prerogative of Oil Company and DGR has no role to play in it.

8.For further details, all applicants are advised to go through Official Website of the concerned Oil Company viz etc. and ensure all relevant clauses are implemented.

9.ProcedureWhile applying for Eligibility Certificate from DGR, an applicant is required to submit following documents (as applicable) duly attested by Zila Sainik Board / Notary.

(a) In case of ESM : Copies of the following documents duly attested by Notary/ ZSB / RSB will be attached:

(i)Initial PPO and corrigendum if applicable in respect of ESM.

(ii)Discharge book / Retirement orders in respect of ESM.

(iii)Copy of ESM Identity Card.

(iv)Affidavit as per format duly notarised.

(v)Passport size photograph of applicant.

(vi)Newspaper cutting showing date of advertisement and location reserved under ‘CC1’ or ‘GP’ Category as applicable.

(vii)Disability Certificate attributable to Military Service.

(viii)Requisite Education Certificate as specified for the Scheme.

(ix) Proof of Gallantry Award, if any.

(b)In case of widow and dependents : Copies of the following documents duly

attested by Notary/ ZSB / RSB will be attached :-

(i)Death certificate along with proof of death of defence personnel being

attributable to Military Service.

(ii)Initial PPO and corrigendum if applicable in respect of Widow.

(iii)Proof of Gallantry Award, if any.

(iv)Copy of Widow / Dependent Identity Card.

(v)Proof of date of birth in respect of widow / dependent as case may be.

(vi)Requisite Education Certificate as specified for the Scheme.

(vii)Affidavit as per format duly notarized.

(viii)Relinquishment deed as per format duly notarized.

(ix)Passport size photograph of applicant.

(x)Newspaper cutting showing date of advertisement and location reserved under ‘CC1’ or ‘GP’ category as applicable..

10.The applicant can obtain eligibility certificates from DGR by following means: -

(a)Applying through concerned ZSBs/DRZ.

(b) Directly by post.

(c) In person or by authorized representative. In case the Eligibility Certificate is required to be collected by authorized representative, he/she should bring authority letter for the same duly countersigned by concerned ZSB/DRZ.
