Personal Care & Body Art Industry Premises

OVERVIEW

All premises on the Mornington Peninsula that are conducting activities such as hairdressing, beauty treatment, electrolysis, colonic irrigation and skin penetration, body piercing, ear piercing or tattooing are required to be registered with the Shire in accordance with the Public Health & Wellbeing Act 2008 (Vic) and the Victorian Department of Health Guidelines: Personal Care & Body Art Industries.

Unless registered with the Chinese Medical Board, acupuncturists are also required to be registered with the Shire.

FITOUT REQUIREMENTS

All personal care and body art businesses must supply professional, competent, safe and hygienic practices in clean premises.

Premises must be planned carefully to provide client treatment areas separate from areas set aside for cleaning and/or sterilising equipment.
In these areas the floor, benches, shelving, fittings, and furniture must be constructed of smooth, impervious and durable materials which are able to be kept clean and in good repair.
There must be good lighting and ventilation and sufficient bench space to accommodate equipment.

Hand wash basin requirements

  • Premises which conduct waxing, manicuring, pedicuring, body piercing or tattooing should provide a hand basin with both hot and cold running water through one outlet and designated for the sole purpose of washing hands. NB. Hairdressers may use a hair wash basin as their hand basin.
  • The hand wash basin must be supplied with liquid hand soap and paper towel and installed in the immediate procedure area to where these services are being conducted.
  • The hand wash basin must be plumbed in accordance with the Plumbing Industry Commission (Vic) and Australian Standards.
  • Where skin penetration such as tattooing or body piercing is provided the hand wash basin must be a hands free basin(i.e electronic sensor, foot or knee operated).

Sink requirements

A plumbed in sink with cold and hot running watershould be provided exclusively for washing equipment and instruments and should be located within direct and easy access of the procedure area.

Hot water should be not less than 70 degrees and a sufficient size for the business.

This sink should be separate to the tea room basin and in addition to the hand wash basin.

Used linen

Clean, single-use, disposable covering, material or clean linen or towelsmust be provided and changed between each client.

Soiled linen, towels and protective clothing must be placed into a suitable receptacle such as a clothesbasket and washed before reuse then stored dry in a clean place. Disposable linen must be discarded after use.

Cleaning and disinfectionof reusable equipment

Reusable equipment used in the business must be cleaned with hot soapy water and disinfected with a 70% alcohol solution or other suitable disinfectant after use.

Clean equipment must be stored in a clean and dry place.

Items which are unable to be immersed in water should be wiped over with a 70% alcohol solution and dried off with a clean lint free cloth.

Sterilising of skin penetration equipment

Autoclaving is the only method of sterilisation appropriate for use in body piercing and tattooing or other procedures where the skin is penetrated.

Bench top autoclaves must conform to Australian Standards AS 2182 and should be used in accordance with the manufacturer’s instructions.

The autoclave must be serviced and calibrated by an approved service technician as specified by the manufacturer.

Note: It is recommended that single use disposable equipment is used where possible.

Disposal of Sharps, Infectious Waste and Non-Infectious Waste

It is essential that infectious wastes are properly separated, packaged, labelled, handled and transported to minimise the risk of needle-stick injuries and the transmission of infectious diseases to waste handlers and the community. A suitable sharps container must be provided for the disposal of sharps and disposed of via an approved licensed waste removal contractor.
REGISTRATION PROCESS______

  1. Submit plans of the layout of the premises, including all fittings and fixtures.
  2. Provide a brief description of the type of business you will be conducting and the activities you will be undertaking.
  3. Complete the appropriate application form and lodge it with the prescribed fee together with the plans and description of the business. The application form can be obtained from Mornington Peninsula Shire’s Environmental Health Unit or Customer Service.
  4. An Environmental Health Officer will then contact you in regards to your application.
    The fit out of the premises or trading must not commence until approval from the Environmental Health Team of the Shire has been granted.

You should also contact the Shires Town Planning Unit and Statutory Building Unit on 1300 850 600 to ensure you comply with any Planning or Building regulations apply to your business.
