Since our last Parish News, Melton Borough Council has determined the following planning applications:

  • 17/00636/OUT – Mr John Sim; The Paddock Dalby Road Nether Broughton

Proposed 9 dwellings and associated access arrangements

Cllrs objected to the application for the following reasons; sustainability, lack of demonstrable housing need, intrusion into open space, the numbers of proposed dwellings, the lack of a report from Highways and the environmental impact.

Erection of dwelling (amended scheme)

Cllrs had no objections to this amended scheme.

  • 17/00688/OUT - Mr and Mrs Freeman; OS Field 178, Main Road, Nether Broughton

Outline application for 6 dwellings including new access

Cllrs objected to the application for the following reasons; The very real risk that would be posed to drivers and pedestrians by the proposed access arrangements, the additional highways risk posed by bin collection arrangements, the application is outside the limits to development as outlined in the submitted NP and the number of proposed dwellings.

Cllrs had no objections to the plans.

  • 17/00743/OUT - Land At East Lodge Longcliff Hill Old Dalby

Outline application for the development of 6 dwellings

Cllrs objected to this scheme on the grounds of; lack of demonstrable housing need, sustainability, the move into open countryside and its incompatibility with elements of the submitted Neighbourhood Plan.

Outline planning permission for 8 dwellings and access (some matters reserved)

Cllrs objected to this scheme on the grounds of; lack of demonstrable housing need, sustainability, the move into open countryside and its incompatibility with elements of the submitted Neighbourhood Plan.

  • 17/00671/OUT (amended plans) – Mr Grice; Land North Of Main Road Old Dalby

Outline application for residential development, car park and open space

The Parish Council objected to this application on the basis that any potential benefits for the community were outweighed by the harm that may result from; development outside the Limits to Development and in an Area of Separation, the potential environmental impact and its incompatibility with elements of the submitted Neighbourhood Plan.

  • Appeal 17/00004/NONDET - 16/00374/OUT for 55 dwellings on the land west of Princes Road, Queensway (Validated on 01/06/2016

The PC has sent its objections to this application to the Inspector, these include; the fact that MBC now has a five-year land supply, the application is contrary to updated analysis in the Melton Local Plan, the development would go against a number of policies in the submitted Neighbourhood Plan, the reduction in local transport provision, a lack of demonstrable housing need and sustainability issues.

Neighbourhood Plan

At the end of June, the Neighbourhood Plan (a 109 page document) was formally approved by the Parish Council and handed over to Melton Borough Council, which now has responsibility for taking this forward. Thank you to everyone who contributed to the development of our NP.

At this stage MBC can start to take into account the policies within our NP when considering planning applications although the NP does not carry full legal weight until after the referendum.

MBC is conducting its own (Regulation 16) consultation on the document between 20 July and 30 August. Thereafter, MBC will provide a report to an independent Examiner. The Examiner will assess the NP and provide a report to MBC and our Parish Council, probably in November. We will be expected to amend the document accordingly. Following this there will be a referendum, probably in January, where residents will be asked to vote as to whether they wish MBC to use the NP to help it decide planning applications.

Parish Councillor Vacancy

The Parish Council co-opted a new councillor at their meeting on 3rd July.

Simon Trees replaces Graham Burton, who resigned from the council at the end of April. Simon lives on Longcliff Close in Old Dalby withhis wife and three children. He is a solicitor with experience of, amongst other things, property and local governance issues.

Simon signed a Declaration of Acceptance of Office at the meeting on 7th August. We are very pleased indeed to welcome him to the council.
