Dear Ms Dewitt,

It is the intent of the owners of the four bed and breakfast inns known as Las Posadas of Sedona, and the related property owned by the Casa de Piedras HOA, to change our property classification from bed and breakfast inns to hotel/motel/resort and thereby expand guest services that we believe are necessary to keep our properties competitive in these very difficult economic times in which the hospitality business has been particularly hard hit.

The owners started discussing these changes in November, 2009, and approached your office this past spring to determine what was necessary to accomplish these changes. We understand that this will require a major amendment to our PAD that will allow us to expand the following services in the future:

1)  The addition of a swimming pool on the northwest area of the property (see Modification #1, Casa De Piedras Final Site Plan 4th Amendment)

2)  More strategically placed new signage that will permit traffic on Hwy 179 to notice our property and determine that it is lodging and not just condos or some other use as we have been repeatedly told by people who drive up and ask to see the condo models which of course do not exist. We are hoping to keep the existing permitted sign (Modification #3) right at the front entrance as it is and if we are not allowed we would like to just leave it with no name on it and simply say “Welcome”. Modification #2 would be our monument sign, and Modification #4 would be up on the building.

Specifications, sizes & renderings are provided herein the application. But a quick summary is provided below:

Modification #3: Existing Sign = 9.85 sq/ft

Modification #2: NEW Monument sign = 56 sq/ft

Modification #4: NEW Building mounted Lettering = 30 sq/ft

3)  Make one of our existing four kitchens commercial compliant under the guidelines on the Health Department to permit us to serve meals only to our guests. The other three kitchens that are currently used to prepare and serve breakfast only to our guests would no longer be used for that purpose.

Once the new property classification is obtained, we understand it will require obtaining additional permits for each of the above three items. We do realize to get to this step we will need to change the PAD to allow us to act as a hotel/motel/resort property, and not as a B&B inns as we are classified right now.

We also realize that by changing the PAD we will have numerous other issues to satisfy prior to final approval. These other issues were very well outlined in the pre-application process and letter received a few months ago. The following issues were brought forth as items on the checklist pending further review. These issues include but are not limited to;

·  ADA room and parking requirements

·  Lighting (Dark Skies)

·  Fire-Life-Safety 911 Calls routed through main office

·  Parking approval

Such issues are to be completed and resolved once preliminary approval is received from the Board of Supervisors.

As it pertains to the major PAD amendment as requested herein I submit our timeline and sequence of events.

Additional questions that have arisen are as follows;

1) How many employees does the group of B&B’s have?

Two full time and at any one time we can have between 3 – 5 employees working.

2) How any rooms does the group of B&B’s have?

We have 20 rooms as guest quarters and 4 owners’ units. One of the present owners’ units will be converted into the commercial kitchen and the other 3 will become rental units. The only enclosed space we have besides rental units and the owners’ units is the small office in the center which is used for check-in/check-out. Two of the properties have a double-car garage.

2) Events?

There will be no events held onsite like a resort might accommodate for offsite guests. Any “event” held onsite will be strictly for onsite guests only.
