PUBLIC SERVICE COORDINATOR I – Maine Management Service

Job Description: This position includes professional services work in a busy, 16-person office. The position is responsible for daily coordination of the state’s cash pool investments; researching, analyzing and reporting to senior management on all information necessary to make decisions regarding short-term depository holdings; coordinating with our investment advisor long-term cash pool investments; assisting with office budgeting, reporting and program administration; providing daily oversight of cash management processes throughout state government; identifying, researching and recommending changes to current banking services; directing, overseeing and coordinating with the U.S. Treasury for the Federal Cash Management Improvement Act requirements, including preparation and submission of the Annual Report; coordinating the unclaimed property outreach program; implementing the OST media plan; monitoring and tracking legislation related to OST; and providing coverage for the Director of Internal Operations in daily management activities.

Eligible candidates should have experience with and possess knowledge relevant to: Investment and borrowing techniques; cash position maintenance; cash flow analysis; federal and state fund management; federal rules and regulations pertaining to funding of programs; department organization, functions, goals, and objectives; state and federal laws, rules, and regulations applicable to department programs; government accounting principles, practices, and standards; budgeting theory, principles, practices, and techniques; state and federal budget processes; office management and supervision principles, practices, and techniques; financial and management analysis techniques.

Eligible candidates shall have experience in and the ability to: Identify and solve problems and spot opportunities for operational improvement; communicate effectively orally and in writing, in small or large groups; review and analyze technical documents and reports; analyze solutions, reach logical conclusions and make sound recommendations; write reports, plans, summaries, and analyses; initiate, implement, and evaluate administrative procedures; develop budgets and work programs, create and utilize complex spreadsheets and applications, prepare budgets and execute work programs, advise with clarity and confidence subordinates, officials, and others on financial and administrative matters; plan, organize, direct, and coordinate fiscal and administrative services; and exercise occasional supervision over clerical personnel while always being self-sustaining.


Minimum Qualifications: (Entry level knowledge, skills, and/or abilities may be acquired through, BUT ARE NOT LIMITED TO the following coursework/training and/or experience). An eight (8) year combination of education, training, and/or experience in administration or management.

Preference may be given to applicants that can demonstrate extraordinary communication and computer skills, the ability to contribute conceptually and in critical detail, all while performing a wide range of cash management functions.

Exam Plan: (This must be successfully completed by all employees prior to attaining permanent status in this class).

The value of State’s share of Employee’s Retirement: 20.85% for Confidential Positions. The value of State-paid Dental Insurance: $13.13 biweekly. The value* of State-paid Health Insurance:

Level 1: 100% State Contribution (employee pays nothing): $415.11 biweekly

Level 2: 95% State Contribution (employee pays 5%): $394.35 biweekly

Level 3: 90% State Contribution (employee pays 10%): $373.60 biweekly

Level 4: 85% State Contribution (employee pays 15%): $352.84 biweekly

*The level of the actual value of state paid Health Insurance will be based on the employee’s wage rate and status with regard to the health credit premium program.
