On motion of Mr. Templet, seconded by Mr. , the following ordinance was offered:

SUMMARY NO. 23695 ORDINANCE NO.

An ordinance amending Chapter 7, Animals and Fowl, of the Jefferson Parish Code of Ordinances, Article II, Animal Control and Welfare, Division 1, Section 7-21, Dogs Running at Large, to clarify existing language regarding unleashed dogs in Public Recreation Areas and School Grounds; and providing for related matters. (Parishwide).

THE JEFFERSON PARISH COUNCIL HEREBY ORDAINS:

SECTION 1.That Section 7-21(d) is hereby amended to read as follows:

Sec. 7-21. Dogs running at large.

. . .

(d) Public Recreation Areas and School grounds. Owners shall not permit their dogs on any school ground when school is in session, or in any public recreation area when an organized activity is being conducted, unless the dog is controlled by a leash or similar device to prevent the dog from biting any person or animal.

SECTION 2.That Section 7-21(g) is hereby enacted to read as follows:

Sec. 7-21. Dogs running at large.

. . .

(g) Sections 7-21 (a) through (d) shall not apply to any dog engaged in a Parish-approved demonstration or competition held under the rules and regulations of the American Kennel Club or a similar dog organization, or to a dog on the grounds of a public recreation area designated as a “dog park.”

SECTION 3.That all ordinances in conflict with the provisions of this proposed ordinance are hereby repealed.

SECTION 4. That any and all sections found to be void or in conflict with other laws be repealed without the repealing of the entire ordinance.

SECTION 5. That the Chairman of the Jefferson Parish Council, or in his absence, the Vice-Chairman, is authorized to sign and approve this ordinance to amend Chapter 7, Animals and Fowl, of the Jefferson Parish Code of Ordinances, Article II, Animal Control and Welfare, Division 1, Section 7-21, Dogs Running at Large, to clarify existing language regarding unleashed dogs in Public Recreation Areas and School Grounds; and providing for related matters.

The foregoing ordinance, having been submitted to a vote, the vote thereon was as follows:

This ordinance was declared to be adopted on the 27thday of March, 2013, and shall become effective as follows, if signed forthwith by the Parish President, ten (10) days after adoption; thereafter, upon the signature of the Parish President, or, if not signed by the Parish President, upon expiration of the time for ordinances to be considered finally adopted without the signature of the Parish President, as provided in Section 2.07 of the Charter. If vetoed by the Parish President and subsequently approved by the Council, this ordinance shall become effective on the day of such approval.
