JOB DESCRIPTION

To contribute, under the supervision of the Head of Section, to the conception, elaboration, and implementation of development cooperation strategies and programmes in the areas of human and social development, and in particular health.

Functions and duties

Sector analysis, strategy formulation and programming

·  Contribute to the policy dialogue with all relevant ministries, agencies, donors and other relevant stakeholders in all areas of concern.

·  Contribute to sector analysis and to the definition of sector strategies.

Project cycle management

·  Contribute to the programming, identification, and formulation of programmes in close cooperation with the beneficiary institutions. Contribute to the preparation of Commission’s Decisions and to the negotiation of Financing Agreements with the beneficiaries.

·  Assist in launching, managing, and monitoring calls for proposals, tenders, evaluation, and selection of projects.

·  Monitor the implementation of ongoing projects, attend management and monitoring meetings, elaborate progress reports on projects, and propose action if and when needed.

·  Evaluate projects results in relation to the proposed action plan and objectives.

·  Deal with horizontal activities, coordination, and related networking aspects.

Representation, Negotiation, Participation

·  Maintain good and effective contacts with relevant stakeholders in the field, namely: National authorities/institutions, diplomatic missions of the Member States, international donors, NGOs and other local non-state actors.

·  Coordinate with the appropriate units in headquarters on programme/sector issues as necessary.

·  Prepare and assist missions from Headquarters.

Communication relating to programme and projects

·  Produce and disseminate the results of projects at workshops, seminars, conferences and other public events.

·  Extract and disseminate best practices and facilitate exchange of experiences.

·  Contribute to the production of publications and to the visibility of projects/programmes.

Competencies/Knowledge

Education:

·  University level education of at least 4 years directly related to public health and/or in economics and/or management and/or public administration with a focus on health.

Experience:

·  Minimum of 5 years working experience.

·  Specific working experience in public health would be a strong asset.

·  Relevant working experience in the management of EU projects in developing countries (including procedural and/or financial) as well as in sectorial analysis would be assets.

·  Experience with all aspects of the project cycle, in particular project budgeting and financial report analysis would be an asset.

Knowledge and skills:

·  Familiarity with multicultural environments.

·  Good organisational capacity, communication skills, and teamwork.

·  Dynamic, proactive, and solutions-oriented.

·  Good analytical skills.

·  Written and spoken English and Arabic a must. Knowledge of French an asset.

·  Excellent computer skills and knowledge of appropriate software's.

Technical knowledge:

·  Good knowledge of the European Neighbourhood Policy and the cornerstones of EU-Egypt bilateral relations (Association Agreement, EU-Egypt Action Plan).
