OVERVIEW OF THE FUNCTIONS OF THE POST

Under the overall authority of the Director of the UNESCO Office for Maghreb, the Director of the Freedom of Expression and Media Development Division in the Communication and Information Sector (CI), the project will aim at “Enhance the Image of women in the film industry in Algeria, Egypt, Jordan, Lebanon, Libya, Morocco and Tunisia” (“the Project”). Funded by the European Union (DG Neighborhood /“Medfilm” Call), the Project aims to: I) Promote freedom of expression by encouraging film makers from the region to address gender equality and women's empowerment; II) Promote the role of female film professionals in the region by harnessing an enabling environment to create and express their own concerns; III) Tackle gender-related stereotypes, as well of the image of women in films and promoting understanding, tolerance and cultural diversity.The project will be implemented via a sub-granting mechanism, under the administrative supervision of UNESCOOffice in Rabat (in cooperation with other relevant field offices and the and the Chief of the Section of the Diversity of Cultural Expressions and Secretary of the Convention on the Protection and Promotion of the Diversity of Cultural Expressions in the Culture Sector), and in close consultation with UN Women, technical partners and other members of the implementing consortium.

Under the direct supervision of the Adviser for Communication and Information of the UNESCO Office in Rabat, the Project Officer will assist in all phases of the implementation of the Project for enhancing the image of women in the film industry in Algeria, Jordan, Lebanon, Libya, Morocco and Tunisia.”

In particular, the Project Officer will:

- Ensure the effective and participatory definition of the terms of references (in Arabic and English) of the Project’s calls for proposals for the sub-grants, in adherence with the Project Document, and liaising with the concerned CI and CLT Programme specialists and Head of Offices in the target countries, the administration, UN Women and other members of the project consortium, as well as technical partners.

- Ensure the widest possible disseminations of the calls for proposals, guarantee client-oriented and impartial assistance to the perspective applicants, collect the applications, and assist the selection committees for each call for proposal throughout the selection and decision-making process.

- Prepare contracts for the selected applicants/beneficiaries and follow up, including continued technical support to sub-grantees for the implementation of the activities, as well as monitoring and verification of the implementation of the activity against objectives.

- Ensure effective implementation of the Project’s “Communication and Visibility Action Plan” including the preparation and/or finalization of public information materials in Arabic and English (press releases, articles, tweets etc.) on project’s milestone activities, as well as ensuring the visibility of the EU, of UNESCO and of the other Project’s partners.

- Contribute to the preparation of official documents about the Project (f.i. correspondences, note verbale, briefings, speeches, etc.).

- Follow the budgetary and financial situation of the Project, reporting on status and raising potential issues with managers. Identify prospective donors to reinforce activities complementary to those foreseen under the project, and actively participate in fund-raising actions.

- Assist in the preparation of interim and final reports, as well as the development of the KAP study and other monitoring and evaluations activities, as per RBM best-practices.

- Support the development of synergies with other actions/programmes, in relation to the Project’s objectives, which are implemented by UNESCO and/or partners on gender equality in the audio-visual industry in the target countries and the region.

- Travel on mission to different target countries and others as needed for the Project implementation.

REQUIRED QUALIFICATIONS

EDUCATION

• University degree preferably at Masters level or equivalent in gender studies, communication, international development or in other social sciences fields related to the focus of the project.

WORK EXPERIENCE

•Minimum four years of relevant professional experience (design, implementation, evaluation) in international projects focused on i) gender-related issues (e.g.: gender-responsive policies, advocacy on gender-equality etc.); ii) freedom of expression (e.g.: media development, promotion of gender equality for and within the media, etc.); and/or iii) promotion of the diversity of cultural expressions (e.g.: culture for sustainable development, artists’ mobility and international cooperation, etc.).
• Experience at international level or in an international organization would be an asset

• Experience in the film industry and in the implementation of audio-visual or cultural policies would be an asset.

SKILLS/COMPETENCIES

• Good analytical and organizational skills.

• Excellent project management skills.

• Very good ability to mobilize and interact with different partners (national authorities, social partners and private sector representatives, audio-visual/media/artists’ organizations, NGOs, etc.)

• Excellent written and oral communication skills.

• Proven ability to work in a multicultural environment.

• Good team spirit.

• Good IT and data base management skills

• Experience in the implementation of EU projects would be as an asset.

LANGUAGES

• Excellent knowledge of Arabic and English is mandatory. Good/Fair French (oral and written) is an asset.

UNESCO’s salaries are calculated in USD(transferable in case in local currency MAD) and exempt from income tax.

Initially for a one-year (with three-month probationary period), potentially renewable depending on performance and available resources, up to the project’s maximum duration (24 months).
